Wellspring Plaza Floatation Discharge Plans
Good afternoon Gary. This note follows our telephone conversation last Friday afternoon and
your request that I briefly describe the waste water discharge plans for the floatation tanks
at Wellspring Plaza. The initial discharge is not anticipated until 12 months after
operations begin. The discharge will be 440 gallons of dilute magnesium sulphate. The
City's waste water facility is not presently able, as we understand it, to receive that waste
water because of some current biologic and facility limitations. As an interim measure, we
have agreed to discharge the waste water as follows:
(a) by pumping the waste water into a tanker , transporting it to and discharging it at a
local organic farm. Magensium sulphate is a common agricultural fertilizer and several local
organic farms have agreed to pump, transport and discharge the waste water at their cost.
(b) if, a local organic farm is not able to receive the dilute magnesium sulphate, the waste
water will be pumped, transported to, and discharged into the LOTT facility, with the
approval of LOTT.
I trust this meets your needs; if not, please let me know and I will respond further.
We anticipate continuing our conversation with Ryan Johnstone. If circumstances change for
either the City or the floatation business, for example, the City is able to improve the
facility or our discharge costs increase, we will revisit these interim measure.
We are available to assist the City in obtaining the improvements that it needs in order to
service all small businesses within the City.
My understanding is that the operation's permit, following this note, will issue the week of
June 8. If my understanding is incorrect, please let me know.

The plans and specifications for Project #2014041, Wellspring Plaza, were received in this office on
January 1, 2015. They have been reviewed and in accordance with the provisions of WAC 246 -260, are
hereby APPROVED.
As required in WAC 246 - 260 - 021(6), upon completion of the construction and prior to use, the owner shall:
a. Submit a construction report from the engineer or architect to the Washington State Department of
Health (enclosed) and send a copy of the construction report to the Thurston County health
Department.
b. Contact the Thurston County Health Department at least five working days before intended use of
the facility.
c. Obtain an operating. permit through the Thurston County Health Department.
This letter serves as a CONSTRUCTION PERMIT under the requirements of WAC 246 - 260 -021 and
RCW 70.90.160. WAC 246 -260 - 021(7) provides that this permit shall be valid for a period of eighteen
months. Renewals may be granted by the department for a period of one year. It is the owner's

The Washington State Department of Health charges a fee for reviewing Water Recreation Facility (WRF)
plans and issuing construction permits. The fee rules (W.AC 246- 260 -9901 and WAC 245 - 262 -990) require
prepayment for services through base fees which vary depending on the type of WRF. Base fees are due when
plans are submitted for review. Additional fees of $99 per hour will be charged for hours of service beyond
that provided by the base fee. Fees are due whether or not plans are approved. The construction permit will not

complete the appropriate section for the pool facility design.
Plans and specifications are to be submitted by the design engineer stamped with their seal and accompanied by a cover letter.
Plans are to be drawn to scale in sufficient detail to illustrate construction.
I. POOL DESIGN PLANS
1. One vicinity sketch noting pool in relation to surrounding area and facilities.
2. Both plan and cross sectional views of the pool. Cross sectional views should provide information on the radius of
curvature of the pool at shallow, breakpoint and deep ends of the pool.
3. Detailed view of the equipment room and equipment within it noting sufficient room is provided to access equipment
for operation and maintenance.
4. Dimensional drawings of pool bottom and sidewall.
5. Specifications on required equipment components.
6. Piping schematic showing piping, pipe size, inlets, main drain, overflow channel or skimmers, vacuum fittings and all
other appurtenances connected to the pool piping system.

STRUCTURAL NOTES
GENERAL NOTES:
These structural notes supplement the drawings. Any discrepancy found between the drawings,
these notes, and the site conditions shall be reported to the Engineer, who shall correct the
discrepancy in writing. Any work done by the Contractor after the discovery of the discrepancy
shall be done at the Contractor's risk. The Contractor shall verify and coordinate the dimensions
among all drawings prior to proceeding with any work or fabrication. The Contractor is
responsible for all shoring and bracing during construction.
The structure has been designed to resist the specified lateral &/or vertical code required forces
after the completion of construction. Stability of the structure prior to completion is the sole
responsibility of the General Contractor. This responsibility includes but is not limited to: erection
approach, methods and sequences, temporary shoring and bracing, formwork, and the use of
equipment and construction procedures.
Construction observation by the structural engineer is for general conformance with the design
intent only, is not a review of the contractor's construction procedures.
All construction shall, at a minimum, conform to the applicable portions of the latest edition of the
International Building Code and the Washington State Building Codes.

CARPENTRY:
Provide minimum nailing per IBC Table 2304.9.1 or more, as otherwise shown or noted. Provide
cut washers where bolt heads, nuts, and lag screws head bear on wood. Do not notch or drill
structural members, except as approved by the structural engineer.
Structural framing shall be Doug Fir #2 or better.
2. 4x members or larger shall be Doug Fir #1.
3. 2x joists shall be kiln dried and stored in a dry area prior to installation.
4. Pressure treated lumber shall be used in all locations required by the building code.
Unless noted otherwise all pressure treated timber shall be Hem -Fir material.
5. Lumber will not have a moisture content exceeding 19 %.
IBC 2012
6. Floor trusses shall be by Boise Cascade. All engineering was based upon the layout
shown and this manufacturer. Should the contractor elect to use a different layout from
the drawings or a different manufacturer, the contractor shall be responsible for the cost
to Nelson &McClure for additional engineering.
Roof trusses shall be by an approved manufacturer and constructed according to the
specifications of the Truss Plate Institute. Truss manufacturers are responsible for all
bracing of the trusses including end wall bracing and all other bracing between the
building and the trusses. All engineering was based on the layout shown. Should the
contractor elect to use a different layout from these documents, the contractor shall be
responsible for the cost to Nelson & McClure for additional engineering.
8. Glue laminated beams shall be 24F -V8 for cantilevered or continuous beams and 24F -V4
for simple spans unless noted otherwise of the drawings.

9. Continuous and cantilevered glue laminated beams shall not be cambered. All other glue
laminated beams shall be cambered for L /480. See the framing plans for any exceptions.
10. All plywood shall bear the trademark of the American Plywood Association. All panels
shall be APA Performance rated panels. Plywood shall be nailed at 6" on center edges
and 12" in the field unless noted otherwise on the drawings.
11. All nails shall be common nails unless noted otherwise.
All nails shall be from American or Canadian Manufacturers only. Size and spacing at all
sheathing edges shall be as per the shearwall schedule or as noted. Nail shank diameter
of installed nails must be as specified.

12. Versa Lam beams shall be supplied by Boise Cascade.
HARDWARE:
All connection hardware shall be Simpson "Strong Tie" unless noted otherwise. Provide
maximum size and quantity of nails or bolts per manufacturer, except as noted. Connection
hardware exposed to the weather or soil shall be treated as in "STEEL" below.
Pressure treated material requires that fasteners and connectors must be "post' hot -dip
galvanized. Galvanizing shall be per ASTM A123 for connectors and ASTM A153 for fasteners.
Simpson "Zmax" is an acceptable equal per ASTM A653.
Stainless steel fasteners and connectors are also acceptable for pressure treated wood.
When using stainless steel or hot - dipped galvanized connectors, the connectors and fasteners
must be made of the same material.
CONCRETE & REINFORCING STEEL:
IBC 2012
All concrete work shall be per the 2012 IBC Chapter 19. Tolerances shall be per ACI
318 -11 Section 7.5. Mixing, placement, and inspection shall be per Sections 1903 (ACI
Chapter 3), 1904 (ACI Chapter 4), 1905(ACI Chapter 5), 1906 (ACI Chapter 6), 1907(ACI
Chapter 7) and 1704.9.
2. All reinforcing shall be ASTM A615 Grade 40 for #4 bars and smaller, Grade 60 for #5
bars and larger unless noted otherwise.
Splice lengths are based on class A splices in normal weight concrete (fc = 3000 psi). All
reinforcing shall be lap spliced as follows:
#6 and smaller 48x bar diameter
#7 and larger 56x bar diameter
No more than 50% of horizontal or vertical bars shall be spliced at one location.
4. Concrete shall be in accordance with ASTM 150.

MASONRY AND GROUT:
1. CMU construction shall be performed in compliance with the 2012 IBC. The specified
compressive strength, fm =1500 psi, shall be achieved by compliance with Table 5.4.2 of
ACI 530, ASCE 7, TMS 402 with 100% design stresses. Special inspection required.
2. Concrete masonry units (CMU) shall conform to ASTM -C90, minimum face shell
thickness of 1 %" grade N -1. Use units of normal weight sand and gravel aggregate.
3. Mortar shall conform to ASTM C -270 type S, fc =1800 psi at 28 days.
4. Grout shall conform to ASTM C-476 fc =2800 psi at 28 days.
Grout shall be lightweight with a weight of 105 pcf.
5. Mortar and grout shall be proportioned per Table 5.4.2 of ACI 530 /ASCE5/TMS 402.
Construction, including handling of materials, including storage and protection, cold
weather construction, and reinforcement placement shall be performed per ACI
530 /ASCE/TMS 402.
6. Partially completed walls shall be protected from direct exposure to moisture (rain) by
tarping during the day and at the end of each day. All aggregates used in preparation of
mortars and grout shall be maintained and stored in a dry condition and environment.
Place no masonry work in temperatures less than 40 degrees F without preconditioning
materials or providing temporary heat to 40 degrees F and maintain for 48 hours
minimum. Protect all masonry from freezing for 4 days after laying, in an approved
manner.
Shore all headers across openings during construction and for a period of 28 days
minimum after placement of grout.

STEEL:
All detailing, fabrication, and erection shall conform to the AISC Manual of Steel Construction.
1. All steel shall be ASTM A36 except as noted.
2. Structural pipe shall be ASTM A53 type S.
3. All bolts shall be ASTM A325, except as noted.
4. Anchor bolts shall be ASTM A307.
5. Welding shall be by AWS certified welders with E70 electrodes in accordance with AWS
D1. 1-75.
6. All steel members and parts exposed to weather or in contact with the ground shall be
galvanized per ASTM A -123 with 1.25 oz. of zinc spelter per square foot of contact area.
All other steel surfaces shall be shop painted with two coats or red oxide primer after
fabrication. Columns and other steel parts placed below grade and exposed to earth shall
be painted with two coats of coal tar from the base to 6 inches above grade; such coating
to be in addition to the galvanized coating.
EXCAVATION
1. Excavate footings down to the depth shown on the drawings or to firm
undisturbed material free of organics.. Areas over - excavated shall be backfilled with lean
concrete (fc = 2000 psi), and shall be at the contractor's expense.
2. Backfill against walls shall not be placed until after the removal of all
forms, screeds, other wood debris and material subject to rot or corrosion. Use only
materials approved for backfill. In areas under slabs or footings, material other than pea
gravel should be granular in nature, placed in 6 inch lifts and compacted to at least 95%
of its maximum dry density as determined by AASHTO compaction test procedure T -180.
The fill should be limited to clean, granular material. Pea gravel fill where specified on the
drawings shall be a maximum particle size of 3/8" diameter.

GENERAL NOTES
CONFORMANCE
All material and construction methods shall conform to Chapter 246 -260 WAC,
"Water Recreation Facilities" published by the Washington State Department
of Health (latest edition) as modified by the local agency having jurisdiction.
WALKWAYS
ADA required minimum width, non -slip finish, sloped to drain away from
tank.
BARRIERS
Barrier protection shall be provided to prevent unauthorized access to tank
facilities including:
A. Lockable door with a self - closing, self - latching mechanism
sixty inches or more from the ground with a clear space
fifty inches deep on the latch side of door to position a
wheelchair. When a latching mechanism is provided at any
lower height, the latching mechanism shall be of a type
remaining continuously locked, and only opening with the
use of a key or other access control system.
B. Access to the tank equipment space shall be lockable and locked
when tank is not in use.
COVERS
Provide cover in accordance with WSEC Section 1454 for facilities
heated to 90'F or greater.
PIPING
Plastic, 2" minimum diameter unless otherwise noted.
HOSE BIBBS
Provide bibb with vacuum breaker for facility cleanup.
WASTE WATER
To be disposed of through air gap. The air gap shall be a minimum of
two times the filter waste pipe diameter.
FLOOR DRAIN
Provide floor drain. Ensure decks are sloped to drain.
MAKE -UP WATER
If not otherwise provided for in the drawings, make -up water shall be
provided by hose bibb located in the deck area by Owner. Vacuum breaker
protection shall be provided. Provide water supply to facility protected
with state approved reduced pressure backflow prevention device.
HEATER
Install in accordance with the National Electrical Code and the Uniform
Mechanical Code, as applicable. Locate so any on /off switch is readily
accessible. Conform to Tables 14 -1A through 14 -1G as applicable. Provide
controls to regulate temperature from maximum design setting down to
65' F. Locate controls in area inaccessible to users. lock out after setting.

STRUCTURAL NOTES
GENERAL NOTES:
These structural notes supplement the drawings. Any discrepancy found between the drawings,
these notes, and the site conditions shall be reported to the Engineer, who shall correct the
discrepancy in writing. Any work done by the Contractor after the discovery of the discrepancy
shall be done at the Contractor's risk. The Contractor shall verify and coordinate the dimensions
among all drawings prior to proceeding with any work or fabrication. The Contractor is
responsible for all shoring and bracing during construction.
The structure has been designed to resist the specified lateral &/or vertical code required forces
after the completion of construction. Stability of the structure prior to completion is the sole
responsibility of the General Contractor. This responsibility includes but is not limited to: erection
approach, methods and sequences, temporary shoring and bracing, formwork, and the use of
equipment and construction procedures.
Construction observation by the structural engineer is for general conformance with the design
intent only, is not a review of the contractor's construction procedures.
All construction shall, at a minimum, conform to the applicable portions of the latest edition of the
International Building Code and the Washington State Building Codes.

CARPENTRY:
Provide minimum nailing per IBC Table 2304.9.1 or more, as otherwise shown or noted. Provide
cut washers where bolt heads, nuts, and lag screws head bear on wood. Do not notch or drill
structural members, except as approved by the structural engineer.
1. Structural framing shall be Doug Fir #2 or better.
2. 4x members or larger shall be Doug Fir #1.
3. 2x joists shall be kiln dried and stored in a dry area prior to installation.
4. Pressure treated lumber shall be used in all locations required by the building code.
Unless noted otherwise all pressure treated timber shall be Hem -Fir material.
5. Lumber will not have a moisture content exceeding 19 %.
IBC 2012
6. Floor trusses shall be by Boise Cascade. All engineering was based upon the layout
shown and this manufacturer. Should the contractor elect to use a different layout from
the drawings or a different manufacturer, the contractor shall be responsible for the cost
to Nelson &McClure for additional engineering.
7. Roof trusses shall be by an approved manufacturer and constructed according to the
specifications of the Truss Plate Institute. Truss manufacturers are responsible for all
bracing of the trusses including end wall bracing and all other bracing between the
building and the trusses. All engineering was based on the layout shown. Should the
contractor elect to use a different layout from these documents, the contractor shall be
responsible for the cost to Nelson & McClure for additional engineering.
Glue laminated beams shall be 24F -V8 for cantilevered or continuous beams and 24F -V4
for simple spans unless noted otherwise of the drawings.

9. Continuous and cantilevered glue laminated beams shall not be cambered. All other glue
laminated beams shall be cambered for L/480. See the framing plans for any exceptions.
10. All plywood shall bear the trademark of the American Plywood Association. All panels
shall be APA Performance rated panels. Plywood shall be nailed at 6" on center edges
and 12" in the field unless noted otherwise on the drawings.
11. All nails shall be common nails unless noted otherwise.
All nails shall be from American or Canadian Manufacturers only. Size and spacing at all
sheathing edges shall be as per the shearwall schedule or as noted. Nail shank diameter
of installed nails must be as specified.

12. Versa Lam beams shall be supplied by Boise Cascade.
HARDWARE:
All connection hardware shall be Simpson "Strong Tie" unless noted otherwise. Provide
maximum size and quantity of nails or bolts per manufacturer, except as noted. Connection
hardware exposed to the weather or soil shall be treated as in "STEEL" below.
Pressure treated material requires that fasteners and connectors must be "post' hot -dip
galvanized. Galvanizing shall be per ASTM A123 for connectors and ASTM A153 for fasteners.
Simpson "Zmax" is an acceptable equal per ASTM A653.
Stainless steel fasteners and connectors are also acceptable for pressure treated wood.
When using stainless steel or hot - dipped galvanized connectors, the connectors and fasteners
must be made of the same material.
CONCRETE & REINFORCING STEEL:
IBC 2012
1. All concrete work shall be per the 2012 IBC Chapter 19. Tolerances shall be per ACI
318 -11 Section 7.5. Mixing, placement, and inspection shall be per Sections 1903 (ACI
Chapter 3), 1904 (ACI Chapter 4), 1905(ACI Chapter 5), 1906 (ACI Chapter 6), 1907(ACI
Chapter 7) and 1704.9.
2. All reinforcing shall be ASTM A615 Grade 40 for #4 bars and smaller, Grade 60 for #5
bars and larger unless noted otherwise.
3. Splice lengths are based on class A splices in normal weight concrete (f c = 3000 psi). All
reinforcing shall be lap spliced as follows:
#6 and smaller 48x bar diameter
#7 and larger 56x bar diameter
No more than 50% of horizontal or vertical bars shall be spliced at one location.
4. Concrete shall be in accordance with ASTM 150.

MASONRY AND GROUT:
1. CMU construction shall be performed in compliance with the 2012 IBC. The specified
compressive strength, fm =1500 psi, shall be achieved by compliance with Table 5.4.2 of
ACI 530, ASCE 7, TMS 402 with 100% design stresses. Special inspection required.
2. Concrete masonry units (CMU) shall conform to ASTM -C90, minimum face shell
thickness of 1 '/4" grade N -1. Use units of normal weight sand and gravel aggregate.
3. Mortar shall conform to ASTM C -270 type S, fc =1800 psi at 28 days.
4. Grout shall conform to ASTM C-476 fc =2800 psi at 28 days.
Grout shall be lightweight with a weight of 105 pcf.
5. Mortar and grout shall be proportioned per Table 5.4.2 of ACI 530 /ASCE5/TMS 402.
Construction, including handling of materials, including storage and protection, cold
weather construction, and reinforcement placement shall be performed per ACI
530 /ASCE/TMS 402.
6. Partially completed walls shall be protected from direct exposure to moisture (rain) by
tarping during the day and at the end of each day. All aggregates used in preparation of
mortars and grout shall be maintained and stored in a dry condition and environment.
Place no masonry work in temperatures less than 40 degrees F without preconditioning
materials or providing temporary heat to 40 degrees F and maintain for 48 hours
minimum. Protect all masonry from freezing for 4 days after laying, in an approved
manner.
7. Shore all headers across openings during construction and for a period of 28 days
minimum after placement of grout.

STEEL:
All detailing, fabrication, and erection shall conform to the AISC Manual of Steel Construction.
1. All steel shall be ASTM A36 except as noted.
2. Structural pipe shall be ASTM A53 type S.
3. All bolts shall be ASTM A325, except as noted.
4. Anchor bolts shall be ASTM A307.
5. Welding shall be by AWS certified welders with E70 electrodes in accordance with AWS
D1.1 -75.
6. All steel members and parts exposed to weather or in contact with the ground shall be
galvanized per ASTM A -123 with 1.25 oz. of zinc spelter per square foot of contact area.
All other steel surfaces shall be shop painted with two coats or red oxide primer after
fabrication. Columns and other steel parts placed below grade and exposed to earth shall
be painted with two coats of coal tar from the base to 6 inches above grade; such coating
to be in addition to the galvanized coating.
EXCAVATION
1. Excavate footings down to the depth shown on the drawings or to firm
undisturbed material free of organics.. Areas over - excavated shall be backfilled with lean
concrete (fc = 2000 psi), and shall be at the contractor's expense.
Backfill against walls shall not be placed until after the removal of all
forms, screeds, other wood debris and material subject to rot or corrosion. Use only
materials approved for backfill. In areas under slabs or footings, material other than pea
gravel should be granular in nature, placed in 6 inch lifts and compacted to at least 95%
of its maximum dry density as determined by AASHTO compaction test procedure T -180.
The fill should be limited to clean, granular material. Pea gravel fill where specified on the
drawings shall be a maximum particle size of 3/8" diameter.

REVIEW CHECKLIST FOR WATER RECREATION POOL FACILITIES
This checklist is provided to facilitate department plan review of pool facilities. Please-provide the information requested and
complete the appropriate section for the pool facility design.
Plans and specifications are to be submitted by the design engineer stamped with their seal and accompanied by a cover letter.
Plans are to be drawn to scale in sufficient detail to illustrate construction.
I. POOL DESIGN PLANS
1. One vicinity sketch noting pool in relation to surrounding area and facilities.
2. Both plan and cross sectional views of the pool. Cross sectional views should provide information on the radius of
curvature of the pool at shallow, breakpoint and deep ends of the pool.
3. Detailed view of the equipment room and equipment within it noting sufficient room is provided to access equipment
for operation and maintenance.
4. Dimensional drawings of pool bottom and sidewall.
5. Specifications on required equipment components.
