10-09-02 Minutes YELM CITY COUNCIL MEETING MINUTES REGULAR MEETING WEDNESDAY, OCTOBER 9,2002 OPENING 1. Call to Order. Mayor Rivas opened the meeting at 7:30 p.m. Council present: Don Miller, John Thompson, Ron Harding and Pat Fetterly. Excused: Bob Isom 2. Agenda Approval 02-98 MOTION BY DON MILLER SECONDED BY JOHN THOMPSON APPROVING THE AGENDA AS PRESENTED. CARRIED. 3. Public Comment - There was no response to the call for public comment. CONSENT CALENDAR 4. Minutes approval: September 25, 2002 Regular Meeting and September 28, 2002 Council Retreat 5. City Payments: Checks 18458 - 18526, totaling $132,255.94 6. Payroll Approval: Final, September 2002, Checks 6194 - 6287, totaling $149,606.15 7. Other Items: none 02-99 MOTION BY JOHN THOMPSON, SECONDED BY PAT FETTERLY APPROVING CONSENT AGENDA ITEMS. CARRIED. NEW BUSINESS 8. Veterans of Foreign Wars Buddy Poppies Proclamation - Mayor Rivas read the proclamation proposed by Leo Gilman, VFW Post #5580, recognizing the sacrifices made by veterans and the purposes served by the Buddy Poppy fundraiser. Mr. Gilman expressed his thanks for the city's support. Poppy sales will be on November 8 and 9. Council consensus supported the proclamation. 9. Tree Grant Program - Tami Merriman reported that last year's program resulted in Yelm Tree Advisory Board (YTAB) members and city staff planting 42 trees in two neighborhoods where no street trees had existed. The city purchases and cares for trees in the city nursery and provides them for this program at no cost. Trees must be planted in city right-of-way and the recipient signs a pledge agreeing to care for and maintain the trees for three years. The YT AB would like to offer this program again this year. ab/city council/2002/minutes Page 1 of 2 The Yelm Tree Advisory Board was commended for work accomplished the past year. 02-100 MOTION BY PAT FETTERLY SECONDED BY JOHN THOMPSON APPROVING THE SECOND ANNUAL NEIGHBORHOOD TREE GRANT PROGRAM. CARRIED. OLD BUSINESS: No old business was scheduled. REPORTS 10. Mayor Rivas offered two dates for the goal-setting segment of the retreat. Councilmember Fetterly suggested meeting on a Thursday instead of a Saturday. Councilmember Thompson requested that the meeting be held at the earliest possible date. Following additional discussion, the meeting date was set for Saturday, January 25, 2003. Mayor Rivas will be joining the Timberland Board for dinner preceding their Yelm meeting, which is held at the same time as the city council meeting. 11. Council Initiatives and Reports a. Councilman Miller attended a Chamber of Commerce meeting. b. Councilman Thompson reported that the Fire Department had held an open house and bicycle rodeo. c. Councilman Isom - Excused d. Councilman Harding reported that the IT meeting was cancelled, and that an open house will be held at Yelm High School on Thursday, October 24 to hear comments on service plans. Councilmember Harding has expressed the transportation needs of the community to IT staff and board members. e. Councilwoman Fetterly reported on discussion of ways to clear 1-5 more quickly following accidents. 1) The September 2002 End of the Month and Quarter Financial Reports were provided for review. 12. Librarian's Report - a written report for September was provided. CORRESPONDENCE Correspondence reviewed included: an AT&T Broadband rate increase and a public hearing notice related to discharge from the Yelm Waste Water Treatment Facility.
