This memo documents our analysis and recommendation regarding the proposed Tractor Supply Company
access location on Bald Hill Fbad SE
As part of the proposed Tractor Supply Company project located at 16533 Hwy 507 in the City of Yelm
(current site of the of the Del's Feed & Farm Supply store), a new full -access driveway on Bald Hill Fbad SE
is proposed. An additional right�in/ right -out only access is also proposed on Yelm Highway. The proposed
driveway on Bald Hill Fbad SE is currently proposed to be located 170 feet east of Morris Fbad SE (measured
centerline to centerline). Adjacent driveways to the project site on Bald Hill Fbad SE include an existing gas
station/ convenience store driveway located less than 120 feet west of the Morris Fbad SE intersection.
Attachment A illustrates these driveways and the location of Morris Fbad SE relative to the proposed Tractor
Supply Company access driveway.

Based on comments received from the City of Yelm, the preferred location of the proposed Tractor Supply
Company access on Bald Hill Fbad SE is to (A) align with Morris Fbad SE or as an alternative, (B) provide
200 feet of spacing from Morris Fbad SE The City's preferred access locations were considered but
determined to not be feasible for the following reasons.
City Alternative A: Aligning with Morris Fbad SE
The proposed access would be too closely spaced to the adjacent gas station/ convenience store
driveway (less than 120 foot offset). Closely spaced access driveways interfere with each other
creating potential conflicts between exiting left and right turning vehicles.
On-site, there would be a significant impact to the proposed location of the water detention system
needed for the site.
The proposed access would create another curb cut closer to the traffic signal at Bald Hill Fbad
SE/ Yelm Highway. Morris Fbad SE is located approximately 300' east of the Bald Hill Fbad
SE/ Yelm Highway intersections (measured from stop bar to center of Morris Fbad SE). Locating the

proposed access further from the signal's functional area would decrease potential impacts on the
operations of the signal and at the proposed access.
City Alternative B: Providing 200 foot offset from Morris Fbad SE
• Fora retail site to be viable, the drive location needs to align with a drive aisle. Due to site constraints,
it is not feasible to provide a 200 foot offset from Morris Fbad SE and still align with an internal site
drive aisle.
• A driveway location with a 200 foot offset from Morris Fbad SEwould result in poor and inefficient
vehicle flow and circulation on the site.
In summary, it is our opinion that the proposed access located 170 feet east of Morris Fbad SE provides a
balance between considerationsof street offsetsand on-site design circulation needs. Therefore, the proposed
access location as currently proposed is recommended.
