MINUTES
REGULAR MEETING
WEDNESDAY FEBRUARY 22, 2006, 7:30 P.M.
1. Call to Order. Mayor Harding called the meeting to order at 7:30 p.m.
2. Roll Call. Present: Don Miller, Joe Baker, Bob Isom and Pat Fetterly. Mike McGowan
arrived at 7:32 p.m. after roll call.
3. Agenda Approval
6-10 MOTION BY BOB ISOM, SECONDED BY JOE BAKER APPROVING AGENDA AS
PRESENTED. CARRIED.
4. Special Presentations: None scheduled.

7. Public Hearings-
8. New Business
a. Septage and Waste Activated Sludge Contract. Stephanie Ray reported that an annual
call for bids went out in January for required collection, hauling and disposal of the City's
septage and waste activated sludge. Northwest Cascade submitted the lower of two bids.
Councilman Miller asked how close the City is to being able to do this job in house.
Stephanie responded it would require a truck purchase and additional staff but was in the
5 year budget forecast.

HARDING TO SIGN A ONE YEAR CONTRACT WITH NORTHWEST CASCADE, INC
FOR THE COLLECTION, HAULING AND DISPOSAL OF THE CITY'S SEPTAGE AND
WASTE ACTIVATED SLUDGE.

a. Councilmember Miller attended 7:30 a.m. Rail meeting and Fire Commissioners Meeting
working to formulate an improved plan for the future.
Councilmember Baker attended Intercity Transit meeting, heard plans to consider adding
an a.m. route through Yelm to Tacoma and back to Olympia. Also reported the Yelm
Senior Center is looking for financial support to continue to add to the new Senior Center
after the sale of the building on Yelm Ave East.
Councilmember Isom express concerned curiosity about TRPC agenda item for Thurston
Community Network proposal and the possibility of adding to the sales tax. Shelly Badger
responded that she has heard from the grass roots committee and will report back after
she is provided with more information.
Councilman McGowan thanked Mayor Harding and Shelly Badger for the orientation as a
new councilmember that provided great help in gaining perspective of the job ahead.
Councilwoman Fetterly attended Nisqually River Council discussed the Department of
Interior projects. Councilwoman Fetterly along with Councilman Miller and Councilman
Baker attended the State of the City and congratulated Mayor Harding on his
presentation.
b. Mayor Harding attended local Economic Development Council meeting where two
appointments noted, Cecelia Jenkins of the Yelm Chamber of Commerce and Steve Ruff.
1) Yelm Commission Appointments
Mayor Harding was presented with two applications for the two published Yelm Historic
Preservation Commission vacancies.
6-13 MOTION BY BOB ISOM AND SECONDED BY PAT FETTERLY APPROVING
APPOINTMENT OF GAIL SCHORNO AND CLAIRE DOYLE TO THE YELM HISTORIC
PRESERVATION COMMISSION. CARRIED
11. Executive Session
Mayor Harding announced that Council would be going into Executive Session for
approximately 30 minutes to discuss Real Estate Acquisition at which time the audience
left the chambers. The session that began at 7:50 p.m. was closed at 8:16 p.m. and the
regular meeting resumed.
