In the auto-turn study diagrams, stall number 1 might have the greatest concern. It takes a couple of movements for a larger vehicle to back and depart. However, Jim Gibson’s diagrams show it is no worse than any of the standard stalls currently designed in the adjacent, shared, parking lot. At another corner of the site, can you tell me if the City finds it acceptable to use the proposed laurel hedge (shown on the submitted landscape plan) to block car headlights, in lieu of building another stone wall? The exhibits show that some of the stalls are just as difficult as a standard 90 degree stall. Even the City's standard 20' stall, 23' drive aisle takes a few back and forth's to successfully negotiate the parking stalls. The project concept was a mixed use development with common facilities such as parking, stormwater collection and treatment, refuse areas, and circulation. The Department offers the following initial comments: The preliminary site plan submitted for the drive through bank shows a building and use that is separated from rest of the development by a drive through and parking lot. A concern for the site plan review will be how pedestrians and vehicles interact with the rest of the site. ADA access will be required from the common parking lot to the building. The entire site was reviewed for minimum parking requirements. The 7 parking stalls as proposed directly abut an adjacent building pad. A minimum of 8 feet will be required between any parking stalls and building pads. Private landscape islands should not encroach into common areas. Adequate turning radius will be required from the main entrance to the project into the northern most drive lane. 1 The drive through along north and eastern property lines will need to be well screened from adjacent travel lanes for both aesthetic and glare reasons. The design proposed at that meeting was not their favorite and they particularly did not like the potential of someone backing out of the handicap stall and backing into someone trying to exit from drive-up lane. The asked me to line up all the stalls along the property line as per the attached drawing. It’s a little different than our discussion, but I think this is actually an improvement. Hopefully this arrangement remains acceptable and I can get the civil engineer started on his changes. Let me know if you have any further concerns. I know there is a list of civil concerns Jim Gibson is working on; are there any other architectural concerns that I need to address? Thanks. I’ve discussed the concerns with Jim Gibson, project civil engineer. While we may have made some improvements, Jim feels the Autoturn radius study will not show much different than the previous scheme. At least one stall will require a double movement to exit the parking lot. However the client still requires a handful of stalls near the bank’s main entry for customer and secure vehicle use. For 90% of the time, this small group of stalls is all the bank needs beyond employee parking. They have always required me to place them as near to the front entry as possible. The bank may not appreciate my 1 sharing another diagram with you, but I have wondered if placing the stalls along the SW property line and using the existing parking lane would be acceptable. I can still get 5 stalls plus the 8’ ADA access aisle with this design. I believe this would meet all the turning radius concerns since the current drive aisle is very wide at this location (40’). It seems that the emphasis in that area should be to provide a couple ADA accessible spaces only and take advantage of the parking area already available. The Autoturn movements showed that the lot as designed didn't function well during the first review. I can see that some changes were made to the design this time around but without knowing where the wheel paths are from the vehicles using the lot it's hard to tell whether the changes alleviated the issue.
