WEDNESDAY, NOVEMBER 14, 2001
OPENING
1. Mayor Rivas called the meeting to order at 7:30 p.m.
Council present: Don Miller, John Thompson, Bob Isom, Glen Cunningham and
JW Foster.
2. Agenda Approval

NEW BUSINESS
Public Hearing - 2002 Tax Revenue. Mayor Rivas opened the public
hearing at 7:33 p.m. announcing the date, time, place and purpose of the
public hearing. No objections to participants were voiced.
Agnes Bennick explained the requirements for governing agencies to consider
the revenue sources for the following year's general expense fund. Three
documents are required. Ordinance that sets out the increase amount and
establishes the maximum dollar amount. Resolution stating the dollar amount
and the percentage over prior year, and Certification to be filed with the
Thurston County Assessor by deadline date.
Being no additional comment or questions Mayor Rivas closed the public
hearing at 7:38 p.m.
7. a. Ordinance No. 745 - 2002 Ad Valorem Property Tax Revenue.

ORDINANCE NO. 745 SETTING AD VALOREM TAXES AT 1 % FOR 2002.

7. b. Resolution No. 422 - Property tax increase dollar and percentage amount.

APPROVING RESOLUTION NO. 422 SETTING PROPERTY TAX INCREASE
DOLLAR AND PERCENTAGE AMOUNT OF 1% FOR 2002. Carried
7. c. Certification - Thurston County Assessors Tax Certification for 2002.

THE THURSTON COUNTY ASSESSORS TAX CERTIFICATION. CARRIED

OLD BUSINESS
8. Annexation Information Packet
Cathie Carlson reviewed staff report on annexation request policy. Staff is
requesting approval for staff to be proactive in reaching out to property owners
with proposed annexation boundaries after a property owner has shown
interest in annexing their property. This would allow staff to facilitate
communication between property owners and streamline the process as well
as address the concerns of those not interested.
Discussion followed regarding the perception that the City was pursuing
annexation. Are services available for new annexation?
Council preferred option for staff to present recommendations for possible
boundary area for review and approval by the City Council prior to notification
of property owners in that boundary area after interest shown by existing
property owners.

TO PROCEED WITH IMPLEMENTATION OF ANNEXATION NOTIFICATION
POLICY.
Ordinance NO.7 44 - Cumulative Reserve to Longmire Park Interfund Loan
9. Conversion.
Agnes Bennick presented staff report requesting an equity transfer from
Cumulative Reserve Fund to Longmire Park by repealing and replacing
Ordinance 735 loan with commitment of cash flow to continue developing park
until grant reimbursement is received from lAC Grant.
Shelly added that the match amount may not be enough to complete the
project.
Question was asked about matching funds to be in combination of in-kind as
condition of grant. The requirement is only to match with dollar amount and/or
in-kind.
01-136 MOTION BY DON MILLER, SECONDED BY BOB ISOM ADOPTING
ORDINANCE NO. 744 REPLACING EXISTING LOAN WITH EQUITY
TRANSFER FROM CUMULATIVE RESERVE TO LONGMIRE COMMUNITY
PARK BY REPEALING AND REPLACING ORDINANCE 735. CARRIED.

10. Resolution No. 421- CDBG-Yelm Senior Center Grievance Procedure
Shelly Badger updated Council on the grant application for the new Senior
Center. This resolution updates the grievance procedure as required by each
application identifying the contacts for the Senior Center and the City should
there be any complaints during the procedure.

APPROVING RESOLUTION 421 A CDBG GRIEVANCE PROCEDURE FOR
THE NEW SENIOR CENTER. CARRIED.
11. Library Reports - written report provided.
12. Mayor Rivas - Attended meeting at Courthouse, Jail Meeting, Two Budget
Work Sessions, Thurston County Planning Commission meeting, Mayor's
Forum, meeting with Shelly Badger and IT Transportation Boundary Review to
set Public Hearing date.
Next Jail meeting 12-10-01, Lacey, 6:30 p.m.
Mayor Rivas presented JW Foster with a certificate of appreciation.
13. Councilmembers Meetings/Activities -
Don Miller reported on Kristin Blalack's Library presentation at the Chamber
meeting on history and future of Library.
Bob Isom attended Transportation Policy Board meeting. Notified of Open
House November 29, 2001 at 6 p.m.
JW Foster noted that Library name tiles are available as fundraiser for Library.
Kristin Blalack added that order forms are available at the Library.
He will continue to serve on SWAC committee until change in Yelm Council
positions take place. Based on the election results JW Foster thanked Mayor
Rivas and Council for the opportunity to serve on the Council and the staff and
Planning Commission for their work in keeping Yelm a safe and enjoyable
place to live. Challenged Councilmembers to seek out learning opportunities to
keep up with our growing city. He is looking forward to working with the City in
the future.
14. Financial- October 2001 End of Month - Budget report and overview.
Correspondence was provided including A TT Broadband Notification of Cable
TV lineup changes. Mayor Rivas would like to see Thurston County channels
added toYelm lineup when renewal comes up.
