YELM CITY COUNCIL MEETING
WEDNESDAY, OCTOBER 25, 2000, 7:30 P.M.
YELM CITY HALL COUNCIL CHAMBERS
1. Call to Order and Flag Salute. Mayor Wolf called the meeting to order at 7:30
p.m.
Council Present: Don Miller, John Thompson, Bob Isom, Glen Cunningham and
Adam Rivas.

3. Public Comment/Questions - None
4. New Business:
a. Notice of Completion, Public Works Contract Pape and Sons
Construction. Stephanie Conners reported that the project has been
completed and requested approval to initiate closeout.

ACCEPTING PAPE AND SONS CONTRACT AS FULFILLED. CARRIED.
b. TRPC Regional Transportation Funding Strategy. Pete Kmet and Thera
Black presented TRPCs Funding Strategy which is a coordinated effort on
the part of governments across Thurston County to close the funding gap
between needed transportation projects and the revenue to pay for those
projects. TRPC Transportation Policy Board has been working on this
strategy since 1999 and as work progressed, it became apparent that there
would not be an easy or popular solution. TRPC Staff requested Council
input to use transportation revenues as strategically as possible.
Councilmembers reviewed and commented on the Projects Under
Consideration for Funding (Attachment A). Discussion Topics: Passenger
Rail, Public Transportation, Y2/Y3 Importance locally, Equity for Tax
dollars, Appropriateness of including bike corridors in funding, Possible
removal of environmental retrofit from transportation funding, Breaking
projects into phases for greater voter and grant application success and
identifying local needs and prioritizing projects over a longer period of
time. Funding options for consideration: License plate fees, gas tax

increase, road tolls.
c. Ord. 713 Budget Amendment Closing Funds

Proclamation.

6. Reports:
a. City Council Liaison Reports
1) City Hall- a written report was provided.
2) Court - a written report was provided.
3) Public Works - no report.
4) Park/Park Use Requests - there were no park use requests.
5) Police -Brian Asmus added items to written report including a
memorial plaque for Ernestine Gray and a $2047 DCTED Drug Free
Comnlunities Grant.
6) Planning - Councilmember Cunningham reported that not enough
members were present for a meeting, however they did view movie on
salmon protection.
7) Financial- Adam Rivas - The City is able to access the LGIP account
via Internet.
b. Mayor's report - Mayor reported attending Boss's day luncheon, meeting
with Shelly Badger and Brian Asmus for the annual Police Department
administrative meeting, meeting with John Thompson and Public Works
regarding personnel problems and Budget Work Sessions. Other meetings:
Library architect, Adam Rivas and Shelly Badger to discuss proposed
2001 salary changes, meeting with a constituent, Sheriffs and Police Chief
Association Accreditation, and dedication for Ernestine Gray.
c. Council - John Thompson reported attending SW AC meeting to finalize
the goals and objectives for 5-year project that will be coming out to
public. Glen Cunningham attended Commissioner's meeting and met with
Tim, Alan Burke and Rocky Birkland regarding placement of Yelm entry
sign. Plan will be presented to school board October 26th. The Yelm
Chamber is purchasing poles to fly ordinance friendly banners at
intersections.
7. Mayor Wolf closed the meeting at 9:07 p.m. and announced a 20-minute
Executive Session to discuss Real Estate Acquisition.

AUTHORIZING MAYOR WOLF TO SIGN REAL EST ATE CONTRACT
FOR A SPECIFIED AMOUNT. CARRIED
