YELM CITY COUNCIL MEETING
TUESDAY, NOVEMBER 21,2000,7:30 P.M.

I. Mayor Wolf called the meeting to order at 7:30 p.m.

00-135 MOTION BY DON MILLER, SECONDED BY ADAM RIVAS APPROVING
CONSENT AGENDA ITEMS. CARRIED.
3. Public Comment/Questions - none
4. TOGETHER Presentation- Glenn Dunnam presented an update on the drug and
alcohol prevention program in Thurston County through Community mobilization
and education. New programs: Tobacco Free Thurston County, Meth Safety
Education, and Youth Endowment Fund to benefit youth for years to come.
Public Hearing- 2001 City of Yelm Budget. Mayor Wolf opened the public
hearing at 7:37 p.m. and announced the date, place, time and purpose of the
hearing. There were no objections to participants. Shelly Badger presented a
written overview. Staff recommended the Final Budget Hearing to be continued to
the December 13, 2000 Council Meeting.
Mayor Wolf closed the public hearing at 7:45 p.m.
5. New Business:
a. Mike Malan- Permit Process Concerns. Mr. Malan voiced his concerns
regarding policies for Plat approval, specifically, landscaping requirements prior
to plat approval that are being destroyed during construction, and limits of one
building permit issued for model homes which slows project momentum. Mr.
Malan asked Council to consider ways to limit these additional replacement costs
and to modify the building permit process prior to plat approval to allow up to
four permits to prevent slow down in momentum during building process.
Discussion included liability issues and the possibility of requiring a bond. Staff
reported policies in place to meet Zoning Codes, and that exact lot dimensions are
not determined until plat approval process and are needed prior to building in case

of property line changes, possibility of plat not going through approval, and
maintaining consistent policy city wide. Comparisons were presented with what
other jurisdictions are doing and how much time it is taking. Council
recommended that this discussion be presented to the Planning Commission for
their in depth consideration and suggestions for future projects. Planning staff will
continue to gather information from other sources.
b. Employment agreements. The two positions that are mandated by law are
Law Enforcement Officer and City Clerk.

6. Old Business:
a. Yelm Community Services Release of Deed of Trust. Shelly Badger
presented written report that has been reviewed by Key Bank and
attorneys from the YCS and City of Yelm recommending approval of
convenant and restriction on land and release deed of trust. Further
recommend that Council authorize Mayor Wolf to sign the new grant
agreement.

AUTHORIZING MAYOR WOLF TO SIGN CDBG F-00-64020-004 FOR THE
YEAR 2000 IN THE AMOUNT OF $750,000.00. CARRIED.
b. Yelm to Roy Section of Burlington Northern Santa Fe Rail Line Press
Release announces acquisition as of 12:01 a.m., November 17,2000.
Railroad advisory committee meeting on Tuesday 12-5- 2000 at 1 :00 p. m.
to discuss next step.
7. Reports:

2) Court - Councilmember Isom reported observing a court session in the
previous week.
3) Public Works - Councilmember Miller. Written report provided. Tim
Peterson added update on Public Work's yard progress including asphalt
poured and building materials delivered to the site.
4) Park/Park Use Requests - Councilmember Thompson
a) CMP, King Wedding, 5-5-01, 10-6pm, 100.

APPROVlNG CMP USE REQUEST FOR WEDDING 05-05-2000. CARRIED.
5) Police - Councilmember Thompson- written report included. Brian
Asmus addressed concerns by Council about urban surveillance
training planned by Ft Lewis that will be conducted in Yelm.
Emergency Management class to be held in Virginia sending three
persons from Yelm. Recommend one from Police department, one
from Public Works and one from Council. List to be finalized at
December 13 Emergency Management meeting.
6) Planning - Councilmember Cunningham reported attending planning
meeting and Endangered Species Act Seminar.
7) Financial - Councilmember Rivas, no report
b. Mayor Wolf reported attending Yelm Creek meetings to finalize course of
action in case of flooding, Chamber Meeting, Budget Meeting, monthly
Police Department meeting, salary meeting with employee, and phone
calls regarding Railroad acquisition.
Mayor Wolf commended Shelly Badger and Railroad Advisory
Committee for efforts on successful acquisition and recommended thank
you note be sent to Ken Garmann.
c. Council discussed Endangered Species Act Seminar attendance. Valued
appreciation of different points of view from a diverse group.
