You may begin clearing and grading work Monday, June 8, 2015. The remaining civil plans are under review and we will have comments back to you as soon as we can. In order to demolish the pole barn storage building you will need to apply for and receive demolition permit approval from the Olympic Region Clean Air Authority (ORCAA), then you may apply for a City of Yelm Demolition permit. You can apply for the ORCAA permit online at www.orcaa.org For the City, please use the Commercial Building Permit http://www.ci.yelm.wa.us/uploads/library/forms/CommercialBuildingPermitApplication.pdf and check “Other”. Pedro and I discussed a solid fence there as a decorative screen. I am going to hazard a guess he will propose a solid wood fence at the service area. Your calcs show that the 1500 gal is sufficient to meet the needs of the store for one day (1260), therefore, we have the 24-hr storage in the event the pump system failed. 9 2.A generator connection is required at the control panel. Dave, are they requiring an emergency generator? Is this typically required? 3.What is the working volume provided in the STEP tank? Attached are your old details. I presume the “working volume” is the volume advertised by the detail. 4.It is unclear if this STEP system is a duplex system. All commercial STEP systems are required to be intrinsically safe, explosion-proof duplex pumping systems. The original design called for a duplex pump system. I opened the pump chamber and observed 2 pumps. If you could take a look at this and get back to me by end of tomorrow I’d greatly appreciate it. I will answer the ones that I can. Screening of service areas encompasses the entire back service area. You will need to have Lemay approve your dumpster location. If it is in the back with the rest of the service area, you wouldn’t need to landscape around it. The back of your building is visible from Yelm Ave and the residential property to the east. Screening can be accomplished in many ways. This comment was also given to the architect. There is no form for the irrigation budget. We calculate the irrigation budget by the final landscape plan. We give an allowance at the start so that plantings can become established. We have already established that all new chain link fence will be black vinyl. Typically any fence over 6’ in height requires a building permit. The other questions will need to be addressed by our public works department. Hi Tami, I saw your name in the Nisqually News as the contact person to report comments on the proposed new Tractor store. I am a 25 year resident to this area and have only in the last 4 years lived 2 miles from Yelm going out Bald Hills Road. I live off of Cook road and usually commute through Yelm daily and also go there other times for shopping, etc. My concerns regarding this store being bigger is that there is not a safe bike\and or walk space on the Bald Hills road on the section of road just after the current Del's tractor Store. There is a wide shoulder/bike/walk area up to the store, it then recedes to nothing from the current Del's store to near the phone company and a seasonal creek crossing. Then around Steibers Farm it widens out a little more and then gets a little better again as the road goes down to four corners. Many times there are pedestrians and bikers on this road, sometimes in the dark. I have had close calls more than once where they appeared in the dark in dark clothing walking on this road. There happens to be a drug/alcohol rehabilitation home and a Christian church between the proposed site and Four Corners, (Vail road and Bald Hills Road). Along with a few other businesses and homes. I believe there are people coming and going from town on this road due to the location of these places. I myself have had to ride my bike on this road a few times when my car was broken and I had to pick it up from the mechanics'. It was really dangerous with the narrow edge of road and the speed of cars on the road. I walked my bike on the side during this section and there is not a safe place to even walk a bike. The other concern I have is based on one experience I have also had since living out this way. This also happened one dark evening while pulling out of said establishment of Del's since I buy pet food and other things there: The light at the corner going onto Bald Hills Road is taken and then there is a sharp curve, suddenly Morris road comes up, then Del's right away on the opposite side. One dark night when pulling out of Del's, I apparently was going too slow for the person rounding the corner after taking that light. I was then passed, nearly hit as he cut me off, the person then stopped his car in the middle of Bald Hills road in front of me, started to come at me out of his car. At that point, having no gun to blast him, I put my car in reverse as fast as I could, and he kept coming. Fortunately no cars were behind me, and I kept backing up faster than his fisted hand and body cared to go and finally the guy backed off and got back in his car just as cars started to come up behind me. Wow that was weird. I think that road rage would not have occurred if there was a better egress and ingress to the Del's. Perhaps not so close to that stoplight and curve as people pulling out cannot see what is coming around the corner. Fortunately, that ended ok. Point is you don't want it any more dangerous there for traffic and pedestrians and bikers. So my concerns would be the location of how are all the cars going in and out of the place and can Bald Hills Road be widened for that section so it has a safer passage for people on foot and/or bikes. A bike lane the entire way to four corners would be ideal. Thank you for your time and attention to this matter and hearing my thoughts being a regular commuter on that road. (b) Identify reasonable alternatives and probable significant adverse environmental impacts. (c) Eliminate from detailed study those impacts that are not significant. (d) Work with other agencies to identify and integrate environmental studies required for other government approvals with the EIS, where feasible. (3) Agencies, affected tribes, and the public should comment promptly and as specifically as permitted by the details available on the proposal. (4) Meetings or scoping documents, including notices that the scope has been revised, may be used but are not required. The lead agency shall integrate the scoping process with its existing planning and decision- making process in order to avoid duplication and delay. (5) The lead agency shall revise the scope of an EIS if substantial changes are made later in the proposal, or if significant new circumstances or information arise that bear on the proposal and its significant impacts. (6) DEISs shall be prepared according to the scope decided upon by the lead agency in its scoping process. (7) EIS preparation may begin during scoping. Can you help me with the following questions? The mounding analysis is very time consuming so I want to make sure we agree on the parameters. 1.Runoff from the paving areas is infiltrated via the two proposed bio-retention swales and also the R-Tank gallery (for addition infiltration capacity for large storms). The bio-retention swales are designed to work as a Low Impact Development feature. Runoff from the roof area is infiltrated via the infiltration pond. This adds up to 4 total facilities. I’ve had a mounding analysis done previously for a single facility but not for a number of systems. Based on the above, is a mounding analysis absolutely required for all 4 systems? 2. The existing groundwater is quite deep. Can you confirm again that my mounding analysis must be based on a “groundwater” elevation match the High Groundwater Hazard Elevation / FEMA Floodplain = 344.00? 3.Has your reviewer done an initial review of my attached storm report?
