Project Description & Emissions Install a baghouse dust collector on the existing truck load out at the Glacier Northwest concrete batch plant in Yelm, Washington The baghouse dust collector provide better control of fugitive emissions at the existing truck load out and result in an overall decrease in particulate emissions from the facility The proposed new baghouse is a Con-E-Co Model V120-1000-15 Mixer Filter vent with an air-to-c1oth ratio of 90 to 1 The unit will operate at 9,000 acfm at 7 inches of water pressure drop across the bags and will use high frequency air vibration for bag cleaning The unit will operate whenever the mixer is operational When not operating, the bags will be cleaned Half the bags will be cleaned at a time. The mixer itself will be equipped with a partial shroud to promote capture of fugitive emissions 2. Facility History The facility under previous ownership was called Central RediMix. The facility has been registered with ORCAA since 1992 Registration has not lapsed 3. Administrative Requirements [8]Fees paid [8]Application complete Final Determination 04NOC372 Page 1 GlacierYelm.FD Prepared 8/26/2004 o o 4. SEPA Review [8]Exempt per WAC 197-11-800(3) since project involves only repair, remodeling, maintenance or minor alteration of existing structures, equipment or facilities and will involve no material ex ansions or chan es in use describe basis The addition of the baghouse on the existing truck load out constitutes a minor alteration and will involve no material expansions Therefore, staffs concludes that the exemption offered under WAC 187-11-800(3) applies. DSEPA Applicable Copy of SEPA Determination and associated SEPA support do f r. cuments included as part 0 NOC application Lead Agency Determination Date of Issuance 5. Applicability and Compliance Evaluations [8]The proposed new stationary source or modification will likely comply with all applicable state, federal and local air regulations and standards The following table lists those air regulations and standards that required an applicability and/or compliance evaluation A com rehensive list of a Iicable air re ulations and standards is attached Regulation/Standard Description Applicable? Compliance Evaluation Likely? Attached? Yes no General ORCM and State Air Requirements General regulations and standards found in Article 9 of ORCM Regulation 1, and WAC 173-400-040 Yes 6. BACT The proposed new stationary source or modification will employ BACT for all pollutants not previously emitted or whose emissions would increase as a result of the new stat' d T t' lonary source or mo Ilca Ion Pollutant BACT Description. Describe BACT limits, and control technology or Applicable? methods to meet BACT limits NOx no no NOx emissions CO no no CO emissions VOC no no VOC emissions 802 no no 802 emissions PM10 no The plant does result in PM emissions However, addition of the new baghouse will reduce emissions Therefore, since there will be no increase in PM emissions, BACT is not triggered.
