Install a baghouse dust collector on the existing truck load out at the Glacier Northwest
concrete batch plant in Yelm, Washington The baghouse dust collector provide better
control of fugitive emissions at the existing truck load out and result in an overall
decrease in particulate emissions from the facility
The proposed new baghouse is a Con-E-Co Model V120-1000-15 Mixer Filter vent with
an air-to-c1oth ratio of 90 to 1 The unit will operate at 9,000 acfm at 7 inches of water
pressure drop across the bags and will use high frequency air vibration for bag cleaning
The unit will operate whenever the mixer is operational When not operating, the bags
will be cleaned Half the bags will be cleaned at a time.
The mixer itself will be equipped with a partial shroud to promote capture of fugitive
emissions
2. Facility History
The facility under previous ownership was called Central RediMix. The facility has been
registered with ORCAA since 1992 Registration has not lapsed

12. Conditions of Approval
The following conditions of approval are necessary for assuring compliance with
applicable air reQulations and standards
1) The new dust collection system (CON-E-CO V120-1000-15 Mixer Dust Control
System) shall comply with the following conditions
a) The dust collector shall control dust emissions from the mixer and truck load
out whenever the mixer is operating or when trucks are being loaded
b) Visible emissions from the dust collector shall not exceed 10% opacity as
measured in accordance with EPA 40CFR Part 60 Appendix A Method 9
c) The dust collector shall be operated and maintained in accordance with
recommendations contained in the manufacturer's Operations and
Maintenance (O&M) manual for the unit. The O&M manual shall be available

This Order of Approval (Order) is issued in accordance with Olympic Region Clean Air
Agency's (ORCAA) Regulation 1, and Chapter 173-400 of the Washington
Administrative Code (WAC) Conditional approval is hereby granted to Glacier
Northwest Inc to Install a new baghouse dust collector on an existing truck load out at
the Glacier concrete batch facility in Yelm as described in the associated NOC
application (04NOC372) The special conditions established in this Order are
enforceable requirements, which are in addition to applicable state, local and federal
regulations and standards Compliance with the conditions of this Order does not relieve
the owner or operator from compliance with ORCAA Regulation 1, RCW 70 94, or any
other emissions control requirements, nor from the resulting liabilities and/or legal
remedies for failure to comply The owner or applicant may appeal this Order to the
Pollution Control Hearings Board (PCHB) by filing a written appeal with the PCHB and
serving a copy upon ORCAA within thirty (30) days from receipt of the Order
THIS ORDER OF APPROVAL IS ISSUED SUBJECT TO THE FOllOWING
