The Yelm Community Development Department issued on April 17, 2015, site plan review
approval to construct a new Tractor Supply Company store located at 10616 Bald Hill Road.
Conclusion of Law item B.10, in the approval, requires the submittal of building elevations
showing compliance with the Yelm Design Guidelines.
The plans submitted with the building permit application on March 30, 2015 have been
reviewed for compliance with the design guidelines.
Yelm Design Guideline N.A. (1), incorporate human scale building elements.
The elevations submitted satisfies two of the ten elements, element (f) vestibule and element
(g) awning. A third of the listed elements in the building design is required.
Yelm Design Guideline IV.13.(1) Reduce scale of large buildings
The vestibule and the gable entry roof on the west elevation incorporate the features of b)
horizontal building modulation and c) modulated roof line.
The south elevation satisfies b) horizontal building modulation with the forage shed.
The north and east elevations do not incorporate the four listed features.
Two of the four features in the building design are required on the north, south and east
elevations.

The metal siding on the forage shed does not meet the detail requirements of IV.E. (2), which
states that visible window and door trim painted or finished in a complimentary color and
corner and edge trim that cover exposed edges of the sheet metal panels.
The smooth faced concrete blocks (CMU) on walls visible from the street do not meet the
requirements of IV.E. (2) b)., which states that CMU shall be treated by the use of textured
blocks, colored mortar or the use of other types of masonry as brick, stucco, glass block field
stone or tile
The use of galvanized metal roofing at the gable entry, awning or the PBR panel at the forage
shed does not meet the requirements of IV.E.(2)c), which states that metal roofing must be
standing seam and not brightly colored.
Design Guidelines W.F. (1) Blank Walls.
Visible portions of the north wall from Yelm Avenue East (SR 507) and the south wall meet the
definition of blank walls. Blank walls must be treated by installing a vertical trellis in front of
the wall with climbing vines, providing a landscape bed that will obscure or screen at least 35%
of the walls surface within 3 years or other methods approved by the City. Incorporating
features of Design Guidelines IV.B.(1) building modulation may also satisfy this requirement.
Yelm Design Guidelines I.D. (1) Reduce impact of service areas and mechanical equipment.
The service area is visible from the Yelm Avenue East and residential properties. These areas
must be screened by landscaping and an enclosure consistent with the design of the primary
structure. Refuse enclosures must be sized to accommodate a trash and recycle container,
typically 8 x 20 feet. The size may be reduced if all recycling is processed in the bailer. Refuse
enclosure walls must be CMU, wood or architectural steel. Wall height must be six foot
minimum and completely screen the refuse container. Three to five foot Thuga Occidentalis
pyramidal shrub trees spaced at two and a half feet on center must be placed around the
enclosure walls.
Please resubmit updated plans incorporating these Design Guidelines intent per the Site Plan
Review Approval.
