Public comments are welcome. However, in order to proceed with scheduled agenda items the allowable
time per speaker is limited to 3 minutes and the number of speakers limited to five. Comments during the
public comment portion of the meeting should not be associated with measures or topics appearing

are anticipated.

be paid at time of request submittal, Upon inspection of the park area by city staff "after your function, the
deposit you provided will be refunded during the next regular payment period.

2015 Six Year Transportation Improvement Program
The Yelm City Council has scheduled a public hearing to receive comments on the 2015 Six Year
Transportation Improvement Program and updated Transportation Facilities Charges.
The hearing is scheduled for 6:00 PM on Tuesday, July 28, 2015, and will take place in the Council
Chambers /Court Room at the Yelm Public Safety Building, 206 McKenzie Street SE.
The Six Year Transportation Improvement Program is the capital facilities document that guides
transportation funding for a six year cycle. The STIP is based on the Yelm Comprehensive Plan and
Transportation Plan and is the `implementation' document for the overall plan. Projects that are not on
the STIP are not eligible for State or Federal funding, or the use of local Traffic Facilities Charges (TFC's).
Although it is a six year plan, it is required to be updated annually as projects are completed and new
priorities arise.
The Transportation Facilities Charge is a fee charged to new construction in Yelm to ensure that the
impacts of new development is assessed to that development and not current residents.

Adopt Resolution Number 559 establishing the 2015 to 2021 Six Year Transportation

Background
The six year transportation improvement program (STIP) is the capital facilities

the Yelm Comprehensive Transportation Plan and is the `implementation' document for
the overall plan. Projects that are not on the STIP are not eligible for State or Federal
funding, or the use of local Traffic Facilities Charges (TFC's). Although it is a six year
plan, it is required to be updated annually as projects are completed and new priorities
arise.
The City is required to identify a six year list of planned transportation projects by
Section 35.77.010 RCW. This list does not have to be fiscally constrained (a funding
source secured, obligated, or identified), but is rather a simple list of planned projects.
The City's Transportation Improvement Program will contain certain projects that are
fiscally constrained (a funding source identified). These projects will be included in the
Regional Transportation Improvement Program maintained by our Regional
Transportation Planning Organization, the Thurston Regional Planning Council. The
City works with TRPC to identify those projects that are regionally significant for
inclusion in the Regional TIP. Again, these projects have to be fiscally constrained (not
actually funded, but a funding source identified).
Certain projects from the Regional TIP become part of the Statewide Transportation
Improvement Program (STIP). Those projects that are fiscally constrained and are
regionally significant (which includes any State Routes) are included in the STIP and
must be in order to receive State or Federal Funds.

The proposed project list this year was developed by a team comprised of the Public
Works Director, the Community Development Director, and the City's consultant Gray
and Osborne. This approach to developing a list for consideration by the City Council
proved to be efficient and brought together the Departments that deal with various
aspects of the transportation system.

SIX YEAR TRANSPORTATION IMPROVEMENT PROGRAM
WHEREAS, Section RCW 35.77.010 RCW requires the adoption of a six year
transportation improvement program; and
WHEREAS, the adopted six year transportation improvement program has been
updated annually by the City Council; and
WHEREAS, the City Council has determined that the proposal to update and
amend the adopted six year transportation improvement program is consistent with the
Comprehensive Plan and Transportation Plan;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Yelm
that the 2015 six year transportation improvement program attached to this resolution
as Exhibit A is hereby adopted and that a copy of this resolution be filed with the
Director of the Washington State Department of Transportation.

2015 Six Year Transportation Improvement Program
The Yelm City Council has scheduled a public hearing to receive comments on the 2015 Six Year
Transportation Improvement Program and updated Transportation Facilities Charges.
The hearing is scheduled for 6:00 PM on Tuesday, July 28, 2015, and will take place in the Council
Chambers /Court Room at the Yelm Public Safety Building, 206 McKenzie Street SE.
The Six Year Transportation Improvement Program is the capital facilities document that guides
transportation funding for a six year cycle. The STIP is based on the Yelm Comprehensive Plan and
Transportation Plan and is the `implementation' document for the overall plan. Projects that are not on
the STIP are not eligible for State or Federal funding, or the use of local Traffic Facilities Charges (TFC's).
Although it is a six year plan, it is required to be updated annually as projects are completed and new
priorities arise.
The Transportation Facilities Charge is a fee charged to new construction in Yelm to ensure that the
impacts of new development is assessed to that development and not current residents.
