Public comments are welcome. However, in order to proceed with scheduled agenda items the allowable
time per speaker is limited to 3 minutes and the number of speakers limited to five. Comments during the

Mayor Harding called the meeting to order at 6:00 pm.
2. Roll Call Present: JW Foster, Joe Baker, Jennifer Littlefield, Tracey Wood, Ken

15 -054 MOTION BY TRACEY WOOD EXCUSING BOB ISOM AND RUSS
HENDRICKSON FROM THE MEETING. CARRIED.

4. Special Presentations - Library Awareness Month Proclamation. Mayor
read the Proclamation encouraging citizens to support the efforts of the Friends of
the Library. Helen and Felix Krietel accepted on behalf of the Friends of the
Library.
Washington Department of Transportation, John Romero, presented
preview of WSDOT's upcoming work in Yelm, from Tenino to Roy, with some gaps
scheduled to be picked up in future years, dependent on funding. Pavement repair
of travel lanes and some turn lanes, video detection camera installation at 5
intersections; First St, Clark, Vancil, Bald Hills and 170th (WalMart Blvd) sensing
traffic, not for law enforcement, 20 curb ramps at 7 intersections and striping.
Contract schedule begin July 20 to mid August. Marking will follow in early
September. Map provided. Work hours for lane impacts limited to 9:00 pm to
6:00 am, Mon -Fri and 9:00 pm to 8:00 am Fri to Sat. Thanks from the Mayor for
the update to pass on to citizens and for all improvements.
Public Comment - call for Public Comment.
Preston Collins, Yelm recommended that the construction information be posted
on both the City website and reader board.

15 -056 MOTION BY TRACEY WOOD APPROVING THE CONSENT AGENDA AS
PRESENTED. CARRIED.

8. New Business -
a. Beehive Software Subscription Purchase
Ryan Johnstone provided staff report, seeking authorization for software suite
module for tracking maintenance of existing infrastructure and asset
management. Software will assist Public Works and Community Development
departments to be proactive for the needs of the City. Will interface with existing
GIS. Provide access to vast database specifically valuable in the field to access
data in real time, on scene, and on a day -to -day basis. Ability to issue work orders
from the software. Cost for one -year is approx $18,000 plus $5,000 one time
deployment to establish connection to existing data. Funding from General, Water
Capital Improvement and Sewer Reuse Reserve funds. Mayor Harding added

benefit of scheduling of maintenance well in advance. Grant Beck responded that
software is highly regarded and centralizes multiple operations.
15 -057 MOTION BY JW FOSTER AUTHORIZING THE PURCHASE OF A ONE -YEAR
SUBSCRIPTION TO THE WATER, WASTEWATER, STORM, STREETS AND
PERMITTING/ PLANNING MODULES OF BEEHIVE INDUSTRIES SOFTWARE.
CARRIED.
b. Stormwater Management Plan Consultant Contract
Ryan Johnstone seeking authorization to move forward with first phase of
development of Stormwater Management Plan. Upon completion will know what
needs to be done for the utility, similar to Water System Plan and General Sewer
Plan. Taking proactive approach to move forward prior to Dept of Ecology
mandate of six core DOE requirements. Will address the existing and missing
pieces of current stormwater utility through this analysis. Second phase will
address the capital improvements and rate analysis. Phase 1 funding provided
through a successful $75,000 DOE grant and $25,000 DOE loan. City staff
evaluated three consulting firms, choosing Parametrix as the preferred firm.
15 -058 MOTION BY JOE BAKER AUTHORIZING MAYOR HARDING TO SIGN A
CONTRACT IWHT PARAMETRIX, INC. IN THE AMOUNT OF $99,027.56 FOR
DEVELOMENT OF A STORMWATER MANAGEMENT PLAN. CARRIED.

10. Mayor and Council Initiatives
Councilmember Foster attended SWAC meeting, nothing to report. Attended
today's Chamber of Commerce meeting.
Councilmember Baker met with facilitator to schedule Intercity Retreat.
Councilmember Littlefield attended TPRC Retreat in Councilmember Isom place
to set priorities for long range planning; transportation infrastructure, water
resources, economic opportunity, Sustainable Thurston action plans. Also attended
HOME Consortium meeting where they concentrated on planning HOME
Consortium retreat and discussed potential merge with Housing Action Team
(HAC).
Councilmember Wood attended TCOM Emergency 911 Board meeting discussed
results from strategic positioning event.
Mayor Harding reported full funding of SR 510 Loop approved through State
transportation package, adding appreciation extended to the 2 lobbyist and
District Representatives for their work over the years and during this legislative
session. Also received addition $500,000 for Community Center. Yelm was well
represented this session including the Yelm Senior Center awarded $80,000 for
building repairs. Attended AWC conference, took away opportunities for future
grants and networking contacts. Was recognized by AWC as advocate for cities
across the state during legislative session.
For the good of the order, Councilmember Foster expressed his appreciation for
Public Works Director, Ryan Johnstone and Chief Stancil for their departments work
during recent successful public events, including Prairie Days and STP rolling
through.

11. Executive Session - Mayor Harding announced at 6:50 p.m. that Council would
go into Executive Session for 45 minutes to discuss collective bargaining proposals
for City of Yelm and Yelm Police (RCW 42.30.140). Shelly Badger announced after
45 minutes that Executive Session was extended for another 30 minutes.
Return to regular session at 8:07 p.m.

• Remaining after closing time prohil,.)Ited. Hours of park accessibility at all parks is as follows - Winter hours: 6
am to 8 pm, October i to March 31) and Summer hotrs: 6 am to 11 prni (April 'I to September 30.)
• * A $25 refundable cleaning deposit is required when "reserving" the City Park Pavilion facility, and must
be paid at time of request submittal, Upon inspection of the park area by city staff "after your function, the
deposit you provided will be refunded during the next regular payment period.
Currently there is not a fee charged for use of the Parks, but donations are gladty accepted.

The Yelm City Council has scheduled a public hearing to receive comments on the 2015 Six Year
Transportation Improvement Program and updated Transportation Facilities Charges.
The hearing is scheduled for 6:00 PM on Tuesday, July 28, 2015, and will take place in the Council
Chambers /Court Room at the Yelm Public Safety Building, 206 McKenzie Street SE.
The Six Year Transportation Improvement Program is the capital facilities document that guides
transportation funding for a six year cycle. The STIP is based on the Yelm Comprehensive Plan and
Transportation Plan and is the `implementation' document for the overall plan. Projects that are not on
the STIP are not eligible for State or Federal funding, or the use of local Traffic Facilities Charges (TFC's).
Although it is a six year plan, it is required to be updated annually as projects are completed and new
priorities arise.
The Transportation Facilities Charge is a fee charged to new construction in Yelm to ensure that the
impacts of new development is assessed to that development and not current residents.

Recommendation
Adopt Resolution Number 559 establishing the 2015 to 2021 Six Year Transportation
Improvement Program for the City of Yelm.
Background
The six year transportation improvement program (STIP) is the capital facilities
document that guides transportation funding for a six year cycle. The STIP is based on
the Yelm Comprehensive Transportation Plan and is the `implementation' document for
the overall plan. Projects that are not on the STIP are not eligible for State or Federal
funding, or the use of local Traffic Facilities Charges (TFC's). Although it is a six year
plan, it is required to be updated annually as projects are completed and new priorities
arise.
The City is required to identify a six year list of planned transportation projects by
Section 35.77.010 RCW. This list does not have to be fiscally constrained (a funding
source secured, obligated, or identified), but is rather a simple list of planned projects.
The City's Transportation Improvement Program will contain certain projects that are
fiscally constrained (a funding source identified). These projects will be included in the
Regional Transportation Improvement Program maintained by our Regional
Transportation Planning Organization, the Thurston Regional Planning Council. The
City works with TRPC to identify those projects that are regionally significant for
inclusion in the Regional TIP. Again, these projects have to be fiscally constrained (not
actually funded, but a funding source identified).
Certain projects from the Regional TIP become part of the Statewide Transportation
Improvement Program (STIP). Those projects that are fiscally constrained and are
regionally significant (which includes any State Routes) are included in the STIP and
must be in order to receive State or Federal Funds.

The proposed project list this year was developed by a team comprised of the Public
Works Director, the Community Development Director, and the City's consultant Gray
and Osborne. This approach to developing a list for consideration by the City Council
proved to be efficient and brought together the Departments that deal with various
aspects of the transportation system.

RESOLUTION NUMBER 559
SIX YEAR TRANSPORTATION IMPROVEMENT PROGRAM
WHEREAS, Section RCW 35.77.010 RCW requires the adoption of a six year
transportation improvement program; and
WHEREAS, the adopted six year transportation improvement program has been
updated annually by the City Council; and
WHEREAS, the City Council has determined that the proposal to update and
amend the adopted six year transportation improvement program is consistent with the
Comprehensive Plan and Transportation Plan;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Yelm
that the 2015 six year transportation improvement program attached to this resolution
as Exhibit A is hereby adopted and that a copy of this resolution be filed with the
Director of the Washington State Department of Transportation.

Thurston County Elections Partners with
Pro Football Hall of Famer Steve Largent to Get out the Vote
Largent's message appears in Primary Election Voters' Pamphlets,
which have been mailed to nearly 83,000 Thurston County households today
Olympia, WA — The Thurston County Elections Division has partnered with Steve Largent
(Seattle Seahawk #80, Pro Football Hall of Famer and U.S. Congressman) to encourage voter
participation in the 2015 elections cycle. Many of his messages can be found in the August 4,
2015 Voters' Pamphlets, which were mailed to 82,905 homes in Thurston County today.
"Football isn't that different than elections," Largent tells Thurston County voters. "A coach can't
make a good game plan if only a few players show up. The November 2014 election saw only a
50% turnout. Can you imagine if only 50% of a football team showed up? It's our job as
registered voters to vote on Election Day so elected officials know how to make a game plan for
their community." Largent wrote his messages specifically to Thurston County voters.
In the Voters' Pamphlet, voters can learn about the 25 candidates who appear in the eight races
in the Primary Election. Those races include: Port of Olympia Districts 1 and 3, Olympia Mayor,
Olympia City Council Position No. 2, Tenino Mayor, Tenino City Council Position No. 5, Yelm
City Council Position No. 6, and Centralia School District Director Position No. 2. Additionally,
Maintenance and Operations Levies for Fire Protection Districts No. 5 (Black Lake) and No. 9
(McLane) are on the August ballot.

Re: Hotel/Motel Tax Fund
Dear City Council Members and Mayor Harding:
The Yelm Business Association (YBA) requests the current status of the City of Yelm's Ho-
tel/Motel tax fund and Committee makeup.
On January 13, 2015, the Yelm City Council approved the establishment of a Lodging Tax Advi-
sory Committee, which defined the duties and functions of the committee and established an ef-
fective date.
From the City Staff Report:
"Any county, city or town that has imposed the hotel/motel (lodging) tax and has
a population of 5,000 or more is required to establish and maintain a Lodging Tax
Advisory Committee per RCW 67.28.1817. The committee's membership must
be a minimum of five members confirmed by the Council and made up of equal
number of business members of the community that collect the tax and eligible
agencies that request funding from the revenue collected from the tax, including
any municipality, used directly or indirectly through convention, visitors bureau
or destination marketing.
One member shall be an elected official of the municipality who shall serve as
chair of the committee."
City Council Member Bob Isom remarked during the meeting that, "One of the requirements is a
minimum of two members who are representatives of businesses required to collect the lodging
tax. Now I see an issue here because we've only got one business [that collects the tax, Prairie
Pagel
Hotel]." Mr. Isom may not be aware that Yelm does actually have a bed & breakfast establish-
ment within the city limits, Conley Suites Bed & Breakfast, which could also send a member to
the Committee. City Administrator Shelly Badger said the city's attorney would be consulted for
an opinion before committee members are selected.
The Yelm Municipal Code Chapter 3.84 also states:
"This tax may be levied only for the purpose of paying all or any part of the cost
of acquisition, construction, or operating of stadium facilities, convention center
facilities, performing arts center facilities and/or visual art center or museum fa-
cilities or to pay for advertising, publicizing, or otherwise distributing information
for the purpose of attracting visitors and encouraging tourist expansion or for oth-
er approved state statute uses. (Ord. 479 § 2, 1993)."
As a business organization, the YBA feels that this tax fund directly affects local businesses in
that it is designed to attract consumers to Yelm. These consumers would be purchasing our
businesses' goods and services, touring the area, and taking away an impression of Yelm that we
would hope is favorable.
On January 13, 2015, the lodging tax fund reportedly had a balance of $167,000. The YBA
would like to inquire as to the current balance of the collected tax funds, their availability, the
status of the committee, and whether funds are funds collected from establishments in Yelm oth-
er than the Prairie Hotel. Would the City be interested in sending a representative to educate
YBA members about the committee and dissemination of funds?

Olympia Brew Fest returns to Port Plaza on Saturday, Aug. 1, for an afternoon of beer sampling, delicious
food and live music on the downtown waterfront. Net proceeds benefit the non - profit Thurston County
Chamber Foundation Small Business Development Program.
Guests can choose among 60 different beers from 30 -plus hand - picked breweries to celebrate the
community's long history of beer - making. Admission includes a commemorative mug along with six 5.5
ounce tastes. Additional taste cards may be purchased.
Brew Fest runs from 1:00 p.m. to 8:30 p.m. Tickets are $25 in advance, $30 at the door and $5 for
designated drivers. All guests must be 21, including designated drivers. Free parking is available in
marked lots at the corner of Market Street and Marine Drive.
In its fourth year, Olympia Brew Fest is already considered one of the premiere brew fest events in the
northwest. Up to 3,000 guests are expected.
The Port is proud to partner in Olympia Brew Fest because the net proceeds benefit a small business
program that helps stimulate economic development in Thurston County.
