Mayor Harding called the meeting to order at 6:00 pm.
2. Roll Call Present: Joe Baker, Tracey Wood, Ken Garmann and Russ Hendrickson.

4. Special Presentations -
Student of the Month - Chloe Riggins
Presentation moved to the end of the New Business items since Ms. Riggins had
not yet arrived. Representatives from the Yelm Rotary and the Yelm School
District attended for the recognition.
Mayor Harding introduced Chloe Riggins and stated she is an outstanding senior
leader at the Yelm High School. She serves her peers and school as an ASB Officer
and a leader in the school choir. This past summer Chloe spent significant time
volunteering at school and in the office helping to get ready for the opening of
school. She attended the Leadership Summit in August and has led or taken part
in numerous events designed to make students feel a part of the YHS community.
Chloe is usually the first to jump in and help and always wears a giant smile.
Mayor Harding presented Ms. Riggins with a plaque for her outstanding efforts.
Mayor Harding introduced Chad Bedlington as the new Public Works Manager. He
has been on the job since October 5.

PRESENTED. COUNCILMEMBER FOSTER ABSTAINED DUE TO THE FACT HE
HAD NOT HAD THE OPPORTUNITY TO REVIEW THE VOUCHERS PRIOR TO
THE MEETING. CARRIED.

8. New Business -
a. Ordinance No. 1005, Amending 2015 Salary and Benefit Appendix
Janine Schnepf, City Clerk /HR Manager explained that the 2015 Budget, including
the Salary and Benefit Schedule was adopted by City Council in December 2014,
(ORD 992). The Salary and Benefit Schedule was amended in March 2015 (ORD
997, PW CBA and ORD 998 Market Adjustment) and again June 2015, (ORD 1002,
re- establish job classification). On December 31, 2014, the Collective Bargaining
Agreement with the City of Yelm and the Police Officers Teamsters Local Union
No. 252 expired. The terms of the agreement remained in force until a new
agreement could be reached. The membership chose to disassociate from the
Teamsters and establish a membership with the Fraternal Order of Police (FOP).

Negotiations began in March of 2015 with the FOP and concluded in September
2015. City Council approved the terms of the contract in September 2015. An
amendment ordinance is required to amend the 2015 Budget and to establish the
new rates effective October 1, 2015 for the City of Yelm Police Officers.
Councilmember Wood asked if there would be any retro pay that would need to be
calculated. Janine Schnepf stated that the new contract takes effect October 1,
2015 and the Officers would be paid November 5, 2015 the new contract amounts
so no retro pay necessary.
15 -087 MOTION BY JOE BAKER TO ADOPT ORDINANCE NO. 1005 AMENDING THE
2015 BUDGET (ORD. NO. 1002, 6/15) BY ADOPTING THE SALARY AND
BENEFIT SCHEDULE: APPENDIX II, APPENDIX III AND SETTING AN
EFFECTIVE DATE OF OCTOBER 1, 2015. CARRIED.
b. Resolution No. 561, Development Review and Construction Permit Fee
Schedule
Tami Merriman, Associate Planner stated the current development fee schedule
was last updated in 1997, and the building fee schedule in 2004. The adoption of
the Unified Development Code earlier this year removed references to fee
amounts from several section of the Yelm Municipal Code, and includes adopted
building codes. The Unified Development Code clarifies and simplifies the
development review process. Currently, development review fees require a
calculation based on number of lots, units, or acres, and requires more than one
fee when multiple applications are required. The proposed fee schedule creates a
flat application fee commensurate with the level of review needed for the type of
permit, and only one fee when combined permits are required. The proposed
schedule also allows for a waiver of the appeal fee under certain circumstances.
For most development applications, the resulting fee will be approximately the
same and sometimes less than the current fees. There was one change to
Resolution No. 561 that was included in the Council packets. An updated
Resolution No. 561 adding the Hearing Request — Administrative Subdivision fee
of $1250.00 was presented to Council before the meeting started. Councilmember
Wood asked for clarification regarding the fees charged. Ms. Merriman stated
there would be one fee charged if there were multiple permits needed and it
would be at the highest rate based on the development fee schedule.
15 -088 MOTION BY TRACEY WOOD ADOPTING RESOLUTION 561 UPDATING THE
DEVELOPMENT REVIEW FEES. CARRIED.

10. Mayor and Council Initiatives
Councilmember Baker attended the Intercity Transit Board meeting where they
approved a contract with Crossroads Collision in the amount of $158,000 for their
services. The General Manager was authorized to upgrade the outdated telephone
system. Three representatives were reappointment to the Citizen Advisory
Committee. Councilmember Baker would like to recruit a student from the Yelm
High School to serve on that Committee.
Councilmember Wood attended the Joint TComm 911 Admin Board meeting
where the 2016 Preliminary Budget was adopted.

Councilmember Hendrickson attended the Yelm Emergency Operations Board
meeting where the Alert -Sense system was discussed. That system is scheduled
to go live in November. Yelm Police Chief Todd Stancil has been attending those
meetings and will update the Council at a future Study Session on the system.
October is Weather Radio Awareness month in Washington. Councilmember
Hendrickson reported that Chief Stancil attended the well- attended Thurston
County Expo at Yelm High School. Next year it will be in Rochester, Washington.
This coming Monday Councilmember Hendrickson along with Chief Stancil, Public
Works Director Ryan Johnstone and Councilmember Garmann will attend a
Hazardous Material Transport Seminar sponsored by Thurston County Emergency
Management.
Mayor Harding attended the Thurston County Economic Development Council
meeting on the St. Martin's College Campus. It was an opportunity for the Board
to review the work being done and the direction of the Thurston Economic Council
(EDC) in the future. The EDC has new office locations at the South Puget Sound
Community College Campus on Mottman Road in Olympia /Tumwater. Mayor
Harding also attended the Chamber Forum where the Military were honored and
thanked for their service. There was discussion at the Forum regarding
implementing more programs to benefit Military personnel with transition into the
private sector.

Thurston earns more kudos for'smart' growth achievement.
Councilmember Baker commented on the letter that Ice Chips Grannie Bev Vines -
Haines submitted to the Mayor and Council and stated it was a great thing for her
to do. It clarified many of the rumors regarding the Ice Chips business and the City
of Yelm.

OLYMPIA, WA - The Thurston County Auditor's Office urges voters not to write in fake or joke names on the
General Bection ballot.
"Voters who don't wish to vote on any candidate in a race should simply leave that race blank — their votes in
other races wil� sfifl count," said Thurston County Auditor Mary Hall, "Fake or joke ballot write-ins like Mickey
Mouse and Goofy aren't funny, and they cost taxpayers money."
The ThUrston County Auditor's Office has produced a series of PSAs, available on ThurstonVotes.org and
YOUTube, urging citizens not to write in fictitious candidates.
Persons who wish to be formal write-in candidates must file a write-in declaration of candidacy no later than
�Friday, October 16.

OLYMPIA, WA The'Thurston County Auditor has mailed ballots to more than 162,000 voters in Thurston
COUnty for the November 3, 2015 General Election. Ballots are also available in the Auditor's Office at 2000
Lakeridge Dr SW, Building 1, Room 118, Olympia.
1n the primary, we were reminded that every vote matters said Thurston County Auditor Mary Ha��, referring to
the tied mayor's race in Tenino. "We had to flip a coin to determine who was first on the ballot. As voters get their
ballots this week, we hope they'll remember Tenino, vote, and send back their ballots."
Any voter who has not received a ballot by Thursday, October 22 should contact the Auditor's Office at (360)
786-5408 or e�ecfions a ')co thiuirstoin,wa,us or visit the Auditor's Office for a replacement ballot.
Voters may return their ballot to any of the 26 seCUre ballot drop boxes throughout Thurston County. A list of
�ocafions is inc�uded in the ballot materials, in the voters' pamphlet, and available online at 1"hurstonVotes o� , 2.
These boxes are open 24 hours a day and will close promptly at 8:00 p.m. on Tuesday, November 3 (Election
Day).
Alternafive�y, voters may mail their bal�ots as long as they are postmarked by November 3. Voters should check
mailboxes for pick-up times, since the pick-up time may be much earlier than 8:00 p.m. on Election Day.

OLYMPIA, WA - For voters wanting assistance In casting their ballots during the November 3, 2015 General
Bection, an AutoMARK TM voting device is available at the Thurston County Auditor's Office during business
hours: Monday through Friday from 8:00 a.m. to 4�30 p.m. and on Election Day from 8:00 a.m. until 8:00 p,m.
"Nothing,- no disability, no visual impairment, no hearing loss - should stop someone from exercising the most
basic American right," said Thurston County AUditor Mary Hall. "We encourage any voter who wants assistance
to come into our, office or visit one of the AutoMARK TM locations."
The AutoMARK TM �s a voting assistance device that enables voters with visual impairments, cognitive/learning
disabilities, ilfiteracy and/or ftited mobility to vote secretly and independently. This device can read the ballot to
'the voter, magnify the print on the ballot, and mark the ballot for the voter,
