This is an attachment to the Special Event /Temporary Use Application submitted
by the YBA 10/19/15, and is intended to be part of a revision /amendment to that
application.
It is YBA's understanding that a non profit organization such as YBA can sponsor a
fundraising event (in this case one day) and itself possibly be required to have a
business license, and that participating artists individually would not be required
to have a business license. This being the case, YBA is herewith seeking approval
of a December 12 arts and crafts show at the historic Masonic Building in
downtown Yelm.
With the above noted revision /amendment (see application) that addresses
condition 1(one) on the list of conditions listed by the Yelm Site Review
Committee dated 10/26/15, YBA acknowledges compliance with additional
conditions 2 (two), 3 (three) and 4(four).
Enclosed is a letter granting permission for overflow parking in the parking lot
adjacent to the Yelm Food Coop (condition 2)
The event will be confined to the interior of the Masonic Building (condition 3).
The event will be accessible per the Standards for Buildings on Historical Registers
(condition 4)
YBA would like to begin advertising the week of November 9" and herewith
requests acknowledgement as soon as possible if this is a problem.

Findings of Fact, Conclusions of Law, and Decision
FINDINGS OF FACT
1) 2C Holdings, LLC owns the property at 302 Yelm Ave 98597, identified by Assessor's Tax
Parcel Number 64420901600
2) The property is approximately 0.14 acres in area and is identified by the Unified
Development Code, Title 18 YMC, as being within the Central Business District.
3) The property is on the Yelm Historic Register known as the Yelm Masonic Lodge.
4) The Yelm Business Association, Inc is a 501 (C) 6 corporation registered in the State of
Washington (UBI 603352757, EIN 46- 4407015).
5) On October 18, 2015 Yelm Business Association, Inc. applied for a Temporary Use Permit to
conduct an Arts and Crafts Show on December 12, 2015 at the Yelm Masonic Lodge.
6) The purposes of Temporary Uses per Section 18.010 YMC, is to identify temporary uses
which are low- impact and are limited in duration and intensity, that would otherwise be
subject to a site plan review approval, site improvements, and connection to sewer and
water.
7) Chapter 18.41 YMC provides for certain Temporary Uses, including:
1. Contractor's offices, equipment storage sheds and storage yards, and portable
lavatories on the site of a permitted, active construction project, for a duration not
exceeding one year.
2. Indoor or outdoor sales sponsored by schools or other nonprofit organizations for no
more than three days per event and no more than four times in any calendar year.
CONCLUSIONS OF LAw
A. Section 18.41 (B) YMC, the site plan review committee may establish such additional
conditions as may be deemed necessary to ensure land use compatibility and to
minimize potential impacts on nearby uses. These include, but are not limited to,
conditions regulating the time and frequency of operation, parking and traffic
circulation requirements, screening, and site restoration.
Findings of Fact, Conclusions of Law, and Decision
B. The Site Plan Review Committee establishes these following conditions for Temporary
Use of the Masonic Lodge by the Yelm Business Community for an Arts and Craft Show:
1. All vendors shall have a current City of Yelm Business License.
2. A copy of written permission from the Yelm Food Coop to use parking lot for
the event shall be provided to the City prior to the event.
3. The event shall be confined to the interior walls of the Masonic Lodge.
4. The event shall be accessible per the International Building Code (IBC) and
ANSI A117.1 -2009 Accessibility Standards for Buildings on Historical
Registers.

The application for a Temporary Use Permit is approved with the four conditions.
