The City of Yelm has scheduled a public hearing to receive public comment on a
Petition to Annex certain parcels located on State Highway 507, and Bald Hills
Road, as part of the Wednesday, January 26, 2005 City Council meeting, The
meeting will take place at Yelm City Hall Council Chambers, 105 Yelm Ave West
at 7 30 P m

What other services would I receive?
Yelm provides all of the usual City services including police
protection, garbage collection, street maintenance, and a
municipal court system
How would my property be zoned?
The City maintains a map of future zoning for the Urban Growth
Area surrounding the City limits All properties Within the Urban
Growth Area have been designated With a future zoning
designation as part of the Comprehensive Plan for the City
There is a process to request a rezone designation This should
be discussed pnor to the annexation approval
Can I keep my farm animals?
Yes, if you currently have farm animals, you may keep them
Although the permitted uses in residential areas state only
domestic pets may be kept, if farm animals have been kept on
the property preViously, they may remain
Can I be annexed even if I object?
Yes State standards prohibit leaving county "islands" or
creating irregular boundaries Therefore, although it is the
policy of the City Council not to annex property against an
owner's will, an exception may be necessary if the owners of the
majority of property In an area are seeking annexation
When is an annexation final?
Upon favorable action by the Thurston County Boundary
Review Board, the City Council passes an ordinance annexing
the property Property owners are notified by mall, including
instructions regarding how to obtain City services

This pamphlet answers some of the common questions
regarding annexation to the City of Yelm If you have other
questions or want more information, please feel free to

Are there limits on what property can be annexed?
Yes The property must be within Yelm's Urban Growth
Area In addition, the area to be annexed must touch the
City limits, have logical boundaries, and have the approval
of owners of the majority of the property
Is there a size limit?
No Annexations range from a part of a single lot to
hundreds of acres
How long does annexation take?
Ordinarily, it takes a good SIX months or longer for all
required public review and hearings More time may be
needed for large areas
How much does it cost?
The current fee per annexation ranges from $350 to $1250
depending upon the size of the area to be annexed

17.27.030 Prohibited uses.
Uses other than those IdentIfied or described m YMC 17,27020 are prohibIted, mcludmg but not
lImIted to (
A Auto wreckmg yards mcludll1g junk, scrap metal and other material salvage operations, with the
exceptIon of recyclmg centers which are permitted as provided for m YMC 17.27020;
B Storage of explosives or matenals of such character or m such quantItIes as to constitute a
slglllficantly greater hazard to persons, property or em lronmental health than that posed by matenals
commonly used or stored 111 the ordmary, retail and service establishments permitted 111 tl1I5 dlstnct. (Ord

17.27040 Environmental performance standards.
It shall be the responslbll Ity of the operator and/or the proprietor of any permItted use to provide such
eVIdence and technical data as the approval authority may requn:e to demonstrate that the use or activity
IS or will be m compliance wIth the envIronmental performance standards of Chapter 17 57 YMC
Failure of the approval authority to require such mformatlon shall not be construed as relIevlI1g the
operator and/or the proprietor from complIance wIth the environmental performance standards of this

17.27050 Site area.
MlI1mlUm sIze of any parcel to be developed 111 this dlstnct shall be 5,000 square feet. (Ord 561 S 3,

17.27060 Building location.

17.27 100 Off-street parking.
A, The provIsions of Chapter 17 72 YMC shall apply
B The mll1l1nUm parkll1g requirements specified 111 tl1lS sectIOn may be adjusted 111 the site plan
review process under the folloWIng condItions when In their opinIOn an adjustment will be In accord
with the purposes of thiS code, and wtll not create an adverse Impact on eXIsting or potential uses
adJoll1lng the subject property, or 111 the general VICinIty of the subject property The following factors
shall be considered In the determll1atlOn of such Impacts and such adjustments
I Two or more uses may share a parkll1g area or garage If
a, The total number of parking spaces provided IS at least equal to the sum of the mll1lmUm
number of spaces reqUIred for each use, or
b The uses are operatll1g dUrIng dIfferent hours and the number of parking spaces IS at least
equal to the mInllnum number of spaces required for all uses operating at the same time, and no greater
than the maxImum number of spaces permitted for all uses oI=eratll1g at the same tune
2 Where adJoInll1g parkll1g factlltles of two or more ownerships are developed and designed as
one parkll1g faCility, a reduction of up to 15 percent of the total combll1ed required parking spaces may be

D Parkll1g spaces may be designed and constructed for up to 25 percent of the reqUired number for
compact size cars, An applIcant must clearly IdentI1y all spaces designed and constructed for compact car
use The approval authority and/or site plan review committee may approve the desIgn and designation of
more than 25 percent of the spaces for use by compact cars If the applIcant demonstrates that no adverse
Impact will result.
