AN ORDINANCE ANNEXING CERTAIN PROPERTY COMMONLY KNOWN AS 16530 103RD STREET SE,
TO THE CITY OF YElM, WASHINGTON
WHEREAS, the record owners of at least sixty percent of the value of the property descnbed below
have petitioned for annexation to the City of Yelm,
WHEREAS, the Chairman of the Boundary Review Board has ordered the annexation exempt from
review by the Thurston County Boundary Review Board,
WHEREAS, the City Council of Yelm has held a duly-noticed public hearing regarding such
annexation,
WHEREAS, the City Council finds that such annexatIon is in the best Interest of the City and
conforms with annexation policies of the City as set forth in the Comprehensive Plan and Yelm Municipal
Code Chapter 2 66
NOW, THEREFORE, THE CITY COUNCil OF YElM DOES ORDAIN AS FOLLOWS
SECTION 1 Situated in Thurston County, State of Washington Together with that portion of 103rd
Avenue SE abutting above parcel
SECTION 2 Said property shall be subject to the existing indebtedness of the City of Yelm and to pay said
indebtedness shall be assessed and taxed at the same rate and on the same basis as other property within
the City of Yelm
SECTION 3 The City Clerk shall record a copy of this ordinance in the Office of the County Auditor and
file a certified copy with the Board of County Commissioners
SECTION 4 This Ordinance shall become effective on the 22 day of October, 1997, being a date not less
than five days following publication

forty feet north of the southwest property lIne and the other near the IntersectiOn of the Moms
Road/Moms Road reahgnment. The Morris Road/Moms Road reahgnment PVC utihty sleeve
has been Installed. The remaInIng PVC utihty sleeve IS scheduled to be Installed, subject to the
coordInatiOn of asphalt dehvery With other City projects The Pubhc Works Department
antIcIpates the sleeve to be Installed sometIme between now and the end of 1997
2 The slatted chaIn hnk fence matenal has been ordered by the City Its InstallatiOn IS scheduled
for completiOn by November 15, 1997
3 The CIty contacted Mr Wood, on your behalf, and requested he remove the soil/rocks whIch
you dId not want. It IS the City's understandIng that the soil/rocks have been removed, The
arrangement between yourself and Mr Mike Wood regardIng the soils/rock IS a pnvate agreement
and the CIty has no enforcement authority on the matter

PURPOSE: Public Hearing on Proposed Annexation
The Yelm City Council will hold a public hearing on a proposed annexation for property
located at the intersection of Morris Road and Bald Hills Road, Yelm WA.
Testimony may be given at the hearing or through any written comments on the
proposals received by the close of the public hearing on October 8, 1997. Such

Intent, authorizing the applicant to proceed with annexation
C. COUNCIL ACTION' Following the public hearing, the City Council may' approve

owners, the City has agreed to support the annexation of these parcels with a future rezone to Heavy
Commercial (C-2)

corners" mtersectIOn m the Yelm urban growth area. You mdlCated that the CIty would
like to process the rezone as a CIty zonmg and ComprehensIve Plan amendment
concurrent WIth annexatIon, rather than a Jomt plan amendment and County rezone
The Jomt plan mcludes a proVISIOn concernmg changes m land use, and on page III-4
reqUITes wntten approval from one JurIsdIctIOn before the other may proceed WIth a
"unilateral change" The Board IS willmg to conSIder the CIty'S request, and If the Board
IS agreeable, they will approve a resolutIon to formaliZe therr agreement at one of therr
regular meetmgs.

Instructions
The State Environmental Policy Act (SEPA) requires all governmental agencies to consider
the environmental Impacts of a proposal before making decisions The purpose of this
checklist IS to provide information to help identify impacts from your proposal, to reduce
or aVOid Impacts from the proposal if it can be done, and to help the City decide whether
an EIS IS required An environmental impact statement (EIS) must be prepared for any
proposal with probable significant adverse Impacts on environmental quality
ThiS environmental checklist asks you to describe some basIc Information about your
proposal The City will use thiS checklist to determine whether the environmental impacts
of your proposal are significant and require preparation of an EIS You must answer each
question accurately, carefully and to the best of your knowledge Answer the questions
bnefly, but give the best descnption you can In most cases, you should be able to answer
the questions from your own observations or project plans without the need for experts

The scope of this letter is to confirm the agr~ements reached
regarding the right-of~way dedication to the City for the
construction of the new Mqrris Road AI.i,gnmeI1t. The new alignment
will require a dedication of approximately 6,629squaJ;e feet
along the southerly bounda~Y line of your pa~cel. .
