STAFF REPORT - SUMMARY STATEMENT AND DEPARTMENT RECOMMENDATION.
Staff recommends the City Council approve the consolidation of the above referenced annexation
boundaries
A. BACKGROUND.
Previously the annexations where keep as separate applications because of the agreements with
Warren Lasher and Raymond Wilson regarding the right-of-way realignment for Morris Road To
ensure the City was able to complete its agreement with Mr Lasher and Mr Wilson, the city
attorney, Sandy Mackie, advised staff to process the annexations separately To date Mr
Wilson has refused to sign the necessary annexation paperwork to complete the annexation as
he agreed upon (second page of the attached letter of understand, Exhibit V )
Without the completed annexation of Mr Lasher's and Mr Wilson;s property, the annexation
boundary for ANX-8200YL (Hassan) becomes fragmented from the City limits and either needs
to be reduced or consolidated with the other annexation to achieve contiguous boundaries with
the City limits
Sandy Mackie has reviewed the annexations and recommends consolidation of the annexation
boundaries
B. PREVIOUS PLANNING COMMISSION AND CITY COUNCIL ACTION.
ANX-8201 YL (Lasher) The Planning Commission reviewed the proposed annexation on
September 15, 1997, and recommended approval of the proposed annexation boundary The
City Council received and approved the recommendation at the September 24, 1997, meeting
ANX-8200YL (Hassan) The Planning Commission reviewed the proposed annexation on
September 15, 1997, and recommended approval of the proposed annexation boundary The
City Council received and approved the recommendation at the September 24, 1997, meeting
C. COUNCIL ACTION.
The City Council may' reduce the annexation boundary for ANX-978200YL (Exhibit III),
consolidate the two annexations into one annexation (Exhibit IV), request additional information
from staff" or deny the request.

· The City will re-align and construct Morris Road along a
portion of the ,southerly prqperty line of your parcel as per
pl~ns and specifications prepared by S. Chamberlain & Associates.
The c()st of" these improvements will be .paid by the City.
· A water line with a,connection for aftlture fire hydrant
will be extended from Bald Hills Road to the predeteJ;mined
location as shown on the pl~ns. and specifications referenoed
above. The cost of this impr'ovement will be paid by the City.

to the 8" line extension to, pe installed at the old intersectl-on

Dear Mr Wilson.
Thank you for meetmg with me regarding your property on Morris Road. I have researched the
issues you mentioned and have the following information.
1 One Item m the agreement is for the City to install PVC utility sleeves on Morris Road, one
forty feet north of the southwest property line and the other near the intersection of the Moms
Road/Moms Road realignment. The Moms Road/Moms Road realignment PVC utility sleeve
has been mstalled. The remaining PVC utility sleeve is scheduled to be installed, subject to the
coordmatIOn of asphalt delivery with other City projects. The Public Works Department
anticIpates the sleeve to be mstalled sometime between now and the end of 1997
2 The slatted cham link fence matenal has been ordered by the City Its mstallatIOn IS scheduled
for completion by November 15, 1997
3 The City contacted Mr Wood, on your behalf, and requested he remove the soil/rocks which
you dId not want. It IS the City's understanding that the soiVrocks have been removed. The
arrangement between yourself and Mr Mike Wood regardmg the soils/rock IS a private agreement
and the CIty has no enforcement authority on the matter
4 The City has agreed to petitIon for annexation and rezone your property~ in turn you agreed to
SIgn all documents necessary to complete the annexatIOn as deemed appropriate by the City
Upon consultation With the City Attorney the items the City agreed to do must be completed pnor
to December 30, 1998, the item you agreed to do (SIgn all documents necessary to complete the

applicant on August 25, 1997 City staff has meet with the applicant and his consultant and discussed
the annexation boundary

TO: The City Council of the City of Yelm
The undersigned are owners of not less than ten percent in value,
according to the assessed valuation, of the property as described
below. We hereby advise the City Council of the City of Yelm that
it is the desire of the undersigned property owners of that area to
commence annexation proceedings:
