DATE: Wednesday, July 23, 1997, at 7:30 p.m.
PLACE: Council Chambers, City Hall, 105 Yelm Ave West, Yelm, WA
PURPOSE: Public Hearing on Proposed Annexation
The Yelm City Council wIll hold a public hearing on a proposed annexation for property
located at 13530 103rd St SE, Yelm, WA. .
Testimony may be given at the hearing or through any written comments on the
proposals received by the close of the public hearing on Juiy 23, 1997 Such
written comments may be submitted to the City of Yelm at the addresses shown
above.
After the public hearing the Yelm City Council will take action on the proposal Such
action would consist of one of the following approval as proposed, approval with
amendments, denial of the proposal, or return the proposal to the Planning
Commission for further work.
The application and any related documents are available for public review during
normal business hours atthe City of Yelm, 105 Yelm Avenue W , Yelm, WA. For

PETITION TO ANNEX TO THE CITY OF YELM
TO: THE CITY COUNCIL OF THE CITY OF YELM
re, the undersigned, being the owners of not less than sixty (60%), in value
according to the assessed valuation for general taxation) of the real property
lescribed on Exhibit MA" attached hereto, do hereby petition that such territory
)e annexed to and made a part of the City of Yelm under the provisions of Revised
~de of Washington Section 35A.14.120. This petition is accompanied by a map
,hich outlines the boundaries of the property sought to be annexed.

Lntended by the signers of this petition to be presented and considered as one
?etition and may be filed with other pages containing additional signatures which
cumulatively may be considered as a single petition.

rhe undersigned petition the City Council and ask:
1. That appropriate action be taken to entertain this petition, fixing a date
for a public hearing, causing notice to be published and posted, specifying the
time and place of such hearing, and inviting all persons interested to appear and
voice approval or disapproval of such annexation; and
2. That following such hearing and subsequent to approval of the Thurston County
Boundary Review Board if such is convened, the City Council determines by
Ordinance that such annexation shall be effective; and that property so annexed
shall become a part of the City of Yelm, Washington, subject to its laws and
ordinances then and thereafter in force.
The Petitioners agree that all property within the territory hereby sought to be
annexed shall be assessed and taxed at the same rate and on the same basis as
property within the City..pf Yelm or any now outstanding indebtedness of said City I
including assessments or taxes in payments of any bonds issued or debts
contracted, prior to or existing at the date of annexation s~ltaneous with
a.nnexation I and that the property shall be zoned as ~ - 0 and
governed by the zoning ordinance of the City of Yelm.

AN ORDINANCE ANNEXING CERTAIN PROPERTY COMMONLY KNOWN AS 16530 103RD
STREET SE, TO THE CITY OF YElM, WASHINGTON
WHEREAS, the record owners of at least sixty percent of the value of the property
descnbed below have petitioned for annexation to the City of Yelm,
WHEREAS, the Chairman of the Boundary Review Board has ordered the annexation
exempt from review by the Thurston County Boundary Review Board,
WHEREAS, the City Council of Yelm has held a duly-noticed public hearing regarding
such annexation,
WHEREAS, the City Council finds that such annexation is in the best interest of the
City and conforms with annexation policies of the City as set forth in the Comprehensive Plan
and Yelm Municipal Code Chapter 266
NOW, THEREFORE, THE CITY COUNCil OF YElM DOES ORDAIN AS FOllOWS
SECTION 1 The following described territory is hereby annexed and made a part of the city
of Yelm
lot B of Boundary Line Adjustment 1054 Situated in Thurston County, State of
Washington Together with that portion of 103rd Avenue SE abutting above parcel
SECTION 2. Said property shall be subject to the existing indebtedness of the City of Yelm
and to pay said indebtedness shall be assessed and taxed at the same rate and on the same
basis as other property within the City of Yelm
SECTION 3. The City Clerk shall record a copy of this ordinance in the Office of the County
Auditor and file a certified copy with the Board of County Commissioners
SECTION 4. This Ordinance shall become effective on the 22 day of October, 1997, being a
date not less than five days following publication

B. PREVIOUS PLANNING COMMISSION AND CITY COUNCIL ACTION. The Planning
Commission reviewed the Notice of Intent to Commence Annexation on May 19, 1997, and
recommended the City Council except the Notice of Intent. The City Council received the Planning
Commissions recommendation at the May 28, 1997, City Council meeting and approved the Notice of
Intent, authorizing the applicants to proceed with annexation
On July 23, the City Council held a public heanng on the proposed annexation City Council approved
the annexation and instructed staff to send the annexation to the Thurston County Boundary Review
Board for review

PROJECT DESCRIPTION: The proposal is to annex 449 acres to the City ofYelm. The comprehensive
plan designates the land use, upon annexation, as residential, six units per acre The annexation request
does not contain a development proposal for the site. Future development of the site will be subject to all
applicable City development regulations at the time of application.
ENVIRONMENTAL and OTHER DOCUMENTS SUBMITTED WITH THE APPLICATION. Environmental
review is not required for annexations occurring within an urban growth area. No additional documents
have been submitted
Additional Information or Project Studies Requested by the City' The City has not requested any
additional information or project studies.
No preliminary determination of consistency with City development regulations has been made. At
minimum, this project will be subject to the following plans and regulations: City ofYelm
Comprehensive Plan, Zoning Title (17), Critical Areas Ordinance (14.08), Storm water Drainage Design
and Erosion Control Manual (DOE), Uniform Building Code, State Environmental Policy Act (SEPA) Title
(14), Road Design Standards, Platting and Subdivision Title (16), and the Shoreline Master Program

PETITION TO ANNEX TO THE CITY OF YELM
TO: THE CITY COUNCIL OF THE CITY OF YELM
We, the undersigned, being the owners of not less than sixty (60%), in value
(according to the assessed valuation for general taxation) of the real property
described on Exhibit "A" attached hereto, do hereby petition that such territory
be annexed to and made a part of the City of Yelm under the provisions of Revised
Code of Washington Section 35A.14.120. This petition is accompanied by a map
which outlines the boundaries of the property sought to be annexed.
This page is a group of ~ pages containing an identical text and petition
intended by the signers of this petition to be presented and considered as one
petition and may be filed with other pages containing additional signatures which
cumulatively may be considered as a single petition.
The undersigned petition the City Council and ask:
1. That appropriate action be taken to entertain this petition, fixing a date
for a public hearing, causing notice to be published and posted, specifying the
time and place of such hearing, and inviting all persons interested to appear and
voice approval or disapproval of such annexation; and
2. That following such hearing and subsequent to approval of the Thurston County
Boundary Review Board if such is convened, the City Council determines by
Ordinance that such annexation shall be effective; and that property so annexed
shall become a part of the City of Yelm, Washington, subject to its laws and
ordinances then and thereafter in force.
The petitioners agree that all property within the territory hereby sought to be
annexed shall be assessed and taxed at the same rate and on the same basis as
property within the City of Yelm or any now outstanding indebtedness of said City,
including assessments or taxes in payments of any bonds issued or debts
contracted, prior to or existing at the date of annexation si~ltaneous with
annexation, and that the property shall be zoned as -;< - 0 and
governed by the zonlng ordinance of the City of Yelm.

Dear Mr & Mrs Pratt:
The Yelm City Council received your notice of intent to commence annexation for the above
referenced parcel At the May 28, 1997, City Council meeting the Council approved the notice of
intent.
The next step involves both the applicant and city staff You, as the applicant need to supply the
City with a list of registered property owners for all tax parcels within 300 feet of the annexation
.site and a completed Petition to Annex to the City of Yelm form (enclosed) I have enclosed a
form explaining how to obtain the list of property owners and the format of the information When
you submit the adjacent property owners list and the completed Petition to Annex please include
the annex application fee of $350 00
City staff will begin an analysis of the proposed annexation The analysis will include elements
such as inventory of existing infrastructure (roads, sewer lines, water lines etc ), .Iand use,
comprehensive plan policies and the indebtedness the City will be assuming
Upon receipt of the application fee, adjacent property owners list, the Petition to Annex and
completion of the staff report, a 15 day comment period will begin At the end of the comment
period the City Council will hold a public hearing to consider the annexation petition Upon
approval of the petition by the City Council the City will forward the information to the Thurston
County Review Board requesting an exemption from their review In approximately 3 weeks from
the date the Thurston County Review Board receives the request the annexation should be
finalized by the City in Ordinance form
