You are probably aware that your property was recently annexed to the City of
Yelm. We at City Hall would like to welcome you and glve you some basic
information on what being in the City means to you.
One of the most important issues for residents is that you are now permitted
to vote in City of Yelm elections and to run for an elected office. To run
for office you must be: 1) at least eighteen years of age, 2) a
registered voter, and 3) a resident, for one year, of the City or any
territory which has been annexed to the City. You can call the Thurston
County Auditor's Office for additional information.
You don't have to re-register to vote in City elections. Your polling place
will probably change so watch the paper/voter pamphlet for details. You will
also be receiving a letter or new voter registration card from the Elections
section of the Thurston County Auditor's Office. If your annexation occurs
close to an election, you will want to contact the Auditor for instructions.
You can reach them at 1-800-624-1234 ext. 5408 with any questions. When you
go to your new polling place to vote, if you find that your name has not been
included on the rolls please request a questioned ballot. This allows you to
vote, your address will be verified by the Thurston County Auditor's Office
prior to counting your ballot.
Current Yelm elected officials are: Mayor Kathy Wolf, Councll: Amos Lawton,
Martha Parsons, Don Miller, Bob Gallagher and Velma Curry. Mail may be
directed to them at the City Hall address shown above. You may also leave
messages for elected officials at City Hall.
The Yelm Planning Commission, Historic Preservation Commission, Parks
Advisory Committee, Library Board of Trustees and Historical Society members
are advisory committees to the City Council. positions are appointed by the
mayor with council approval. If you would like more information about any of
these, please call City Hall.
At some point in the future Yelm may assign a new address to your property.
We will notify you of the change and we will also notify Thurston County
Communications (911), utility companies, UPS, Thurston County Auditor and
the post office of the address change when it occurs.

ADDITIONAL FACTS
~ Police response time is faster within the City as officers are on duty
24 hours per day, have less land area to cover and are usually within
the City limits. Calls from county residents go out first to the
Thurston Co. Sheriff's Office, they have a much larger land area to
cover, after county notification Yelm P.D. will respond as/if needed.
~ Street standards are higher in the City.
~ pedestrian areas are required in the City.
~ Permits would be handled locally, except for those requiring health
department approval i.e. septic.
~ Fire protection remains unchanged.
~ Service availability first to city residents, i.e. water, sewer.

AN ORDINANCE ANNEXING CERTAIN TERRITORY TO THE CITY OF YELM,
WASHINGTON.
WHEREAS, the record owners of at least sixty percent of the
value of the property described below have petitioned for
annexation to the City of Yelm,
WHEREAS, the City Council of Yelm has held a dUly-noticed
public hearing regarding such annexation,
WHEREAS, the City Council finds that such annexation is in the
best interest of the City and conforms with annexation policies of
the City as set forth in the Comprehensive Plan and Yelm Municipal
Code Chapter 2.66.
NOW, THEREFORE, THE CITY COUNCIL OF YELM DOES ORDAIN AS
FOLLOWS:
Section 1. The following described territory ~s hereby
annexed and made a part of the City of Yelm:
Beginning at a point that is North 77059'10" E 1383.71 feet of
the Southwest corner of Section 13, Township 17 North, Range
1 East, W.M.: Thence North 410.70 feet; Thence South 55020'30"
West 335.93 feet to a point on the North line of the Yelm
Road; Thence South 51031' East 353 feet along the North line
of the Yelm Road to the place of beginning, containing 1.30
acres more or less. Excepting therefrom the Yelm Highway (SR
510) and the East 30 feet for Burnett Road. Situate in
Thurston County, State of Washington.
Section 2. The above described territory is hereby zoned
Commercial- (C-l).
Section 3. The Comprehensive Plan and Yelm zoning Map be and
are hereby amended to incorporate the provisions of this Ordinance.
Section 4. Said property shall be subject to the existing
indebtedness of the City of Yelm and to pay said indebtedness shall
be assessed and taxed at the same rate and on the same basis as
other property within the City of Yelm.
Section 5. The City Clerk shall record a copy of this
Ordinance in the Office of the County Auditor and file a certified
copy with the Board of County Commissioners.

Yelm Reclaimed Water Project. Tom Skillings, Skillings and Connolly,
delivered a presentation on Yelm's Reclaimed Water Project.
Informatlon included the intent of the project, mission statement,
applications unique to Yelm, uses and standards. Another
presentation is scheduled for Yelm Chamber of Commerce meeting on
March 14.
Following the presentation, Gene Borges and Tom Skillings fielded
questions from the audience.
6. Public Hearinq - (ANX8128). Mayor Wolf closed the meeting and opened
the public hearing at 8:40 p.m. Councilmember Miller left the room.
No confllcts or objections to any participants were voiced.
Shelly Badger explained that the annexation was for a 1.5 acre parcel
located at Burnett Road and SR510. The owner has requested
commerclal zoning. The property is located in the Urban Growth Area
and shown wlth multi-famlly zoning in the Yelm Comprehensive Plan.

The Yelm Planning Commission recommended approval with zoning
consistent with the new Comprehensive Plan to be adopted in the near
future.
No public comment was forthcoming. Councilmember Gallagher noted
that a request to consider changing the zone should be anticipated.
Mayor Wolf closed the public hearing at 8:45 and Councilman Miller
returned to the meeting.

b. Thurston County Population & Employment Forecasting Update.
Shelly Badger explained the process involved in determining the
proJected number of people in the county, where they will llve and
where they will be employed. Council input was requested in the area
of future manufacturing employment for the area. Currently 5.5
percent of the county employment is in this category. Historically
this percentage has been declining. Variable items considered
included: new industries, Ft Lewis and net out-bound commuters.
Following discussion Councilmembers felt that the 5.5 percent figure
should be used.
c. Park Use Request - This request had been administratively
approved to allow publication of the event.

USE REQUEST FROM FIONIA REEVES ON 2/13/95 FOR A WILDERNESS AWARENESS
WORKSHOP. CARRIED.
d. Ordinance No. 546. Chief Dunnam explained that he had been
working with Jim Blundell on preparation of this ordinance. The
intent of the ordinance is to limit or restrict the use of
skateboards, go-carts and similar devices. A monetary penalty or
community service hours could be imposed on individuals violating the
ordinance.

ORDINANCE 546 RESTRICTING THE USE OF SKATEBOARDS AND SIMILAR DEVICES.

11. Reports:
a. Planning - Councilmember Lawton reported that due to public

hearings he had to leave the meeting. Shelly Badger reminded
Councilmembers of the Joint Comprehensive Plan public hearing
scheduled for Monday, January 30, 6:00 pm, at the Yelm Fire Station.
Councilmember Miller will not be able to attend. Revisions to the
plan are to be distributed following this evening's meeting.
Adoption of the final draft lS scheduled for the February 22, City
Council meeting.
b. Library Report - Kristin Blalack reported on the usual reduction
of activity at this time of the year, which allows staff to work on
projects that have been accumulating; job interviews for a new staff
position scheduled for 1/26; and the next Friends of the Library
meeting at 6 pm on 1/26.
Shelly Badger added that she had met with Dean Hooper to talk about
ideas for a future facility. Some good ideas were presented and a
meeting with the Library Board would be scheduled in the future.
c. Liaison Reports:
1) City Hall - Planning position has been advertised.
2) Court - Councilmembers were invited to attend a court seSSlon
tomorrow, and to extend birthday wishes to the judge.
3) Public Works - Councilmember Parsons reported that she met with
Ken GarmanN and paid a visit to the PW yard, she described the tour
as educational. Another meeting has been scheduled to become
acquainted with water department facilitles and operations.
Ken Garmann reported that the defectlve sewer floats should be
replaced this work. He is working on project funding/grants for
streets, sidewalk water system improvements, with most grants due in
Feb./Mar./April.
Also on the Public Works slate is the joint clty/telephone company
parking lot and street enhancement project and work on street lights.
Thurston Co. would like to meet with staff concerning Wellhead
Protection. Councilmember Parsons indicated that direction at
previous meetings had been vague. Other discussion questioned
expectations and costs. Ken Garmann added that Yelm is far ahead on
this issue but he would like to set up a meeting.
4) Police - Councilmember Miller reported that "Gangs? Not My
Child" had been prepared for distribution to area parents. Some gang
graffiti problems have been experlenced at the schools. The booklet
intent lS to alert parents of what signs to watch for that could mean
a child is involved with a gang and what action to take. Officer
Asmus combined materials to produce the booklet which will be
available at the PD and throughout the community.
The skateboard park dedication will be a 3:30 pm, Monday, January 30.
Thanks to PW employees for extra hours getting ready for the openlng.
Ken Garmann added that all the other volunteers who had played a part
in the project should be applauded.

Nisqually Tribe; Officer Bourgeois will be leaving in February for
another position; Deputy Joe Williams leaving to pursue other
interests and vehicle to be sold.

Council, Capital Medical Center Photo Session, Chamber, Port of
Olympla for discusslon concerning development of a Yelm informatlon
packet and marketing, largest deterrent is 1-5 Access, Major
Nisqually River Council, and meetings with staff members.

I, Agnes Colombo, City Clerk' of the City of Yelm, do hereby
certify that I received on December 16, 1994, a Notice of 60%
Petition for Annexation for an area located in the vicinity
northeast of Burnett Road and east of Yelm Avenue (SR 510). On
May 2, 1995, the Deputy Clerk proceeded to make a determination
of said Petition for Annexation.
The petition contained one signature, and was verified by
comparing it with the Thurston County Auditor's voting records.
The assessed valuation of the area is $22,000.00.
The assessed valuation of signatures represents $22,000.00. The

We, the undersigned, being the owners of not less than sixty (60%), in value
(according to the assessed valuation for general taxation) of the real propert}
described on Exhibit "A" attached hereto, do hereby petition that such territor}
be annexed to and made a part of the City of Yelm under the provisions of ReVlsec
Code of Washington Section 35A.14.120. This petitlon is accompanied by a maf
which outllnes the boundaries of the property sought to be annexed.

1. That appropriate action be taken to entertain this petition, fixing a date

2. That following such hearing and subsequent to approval of the Thurston County
Boundary Review Board if such is convened, the City Council determines by
Ordinance that such annexation shall be effective; and that property so annexec
shall become a part of the City of Yelm, Washington, subject to its laws anc
ordinances then and thereafter in force
The petitioners agree that all property within the territory hereby sought to be
annexed shall be assessed and taxed at the same rate and on the same basls as
property wlthin the City of Yelm or any now outstandlng indebtedness of said City,
including assessments or taxes in payments of any bonds issued or debts
contracted, prior to or existing at the date of annexation simultaneous witr
annexation, and that the property shall be zoned as Commercial CC-1) ane
governed by the zoning ordinance of the City of Yelm.

PROPOSED ANNEXATION ALONG
HWY 510, NORTHEAST OF BURNETT RD
The City of Yelm Planning Commission and City Council will be
holding public hearings to receive comment on a proposed annexation
of a 1.43 acre piece of property along Highway 510 just Northeast
of Burnett Road. The requested zoning is Commercial (C-1).
The Planning Commission will hold a public hearing on January
17, 1995, at 4:00 p.m. in Yelm City Hall Council Chambers, located
at 105 Yelm Ave. W., Yelm, WA. All interested parties are invited
to attend. written comments must be received prior to the hearing
and can be mailed to the Yelm Plannlng Commission, PO Box 479,
Yelm, WA 98597, or delivered to City Hall.

RE Request for Zoning Change
Dear Public Officials
On January 25, 1995 the Yelm City Council approved the annexation request for the
1 43 acre piece of property along Highway 510 just northeast of Burnett Road. This
property is currently zoned as single family (R-6) in the Comprehensive Plan
We are proposing a commercial development on the 1059 acres on the southeast
side of Burnett Road and directly across from the 1 43 acre piece This land is zoned
commercial (C-1) Together the two properties compose the intersection of SR 510
and Burnett Road.
We are requesting a change in zoning for the 1 43 parcel from R-6 to C-1, thus
allowing us to incorporate the property into the overall development plan now
underway
The specific characteristics of the property allow for a variety of potential uses, both
private and "public" The back half of the property has a natural depression ideally
suited for a large storm water retention area that could serve both the development
and the proposed SR 510 upgrade beginning at Burnett Road
The north and west sides of the property are heavily treed and provide a natural buffer
between high density residential and commercial. The property could further serve as
"open space" requirements for the proposed development

Finally, future plans to realign Burnett Road and 93rd Avenue would be more readily
accomplished with both sides of Burnett Road being under one zoning and one
development plan
We appreciate the City Council and the Board of Commissioners in reviewing this

this change provides to both private and public concerns.

PROPOSED ANNEXATION ALONG
HWY 510, NORTHEAST OF BURNETT RD
The City of Yelm Planning Commission and City Council wlll be
holding public hearings to receive comment on a proposed annexation
of a 1.43 acre piece of property along Highway 510 just Northeast
of Burnett Road. The requested zoning is Commercial (C-l).
The Planning Commission will hold a public hearing on January
17, 1995, at 4:00 p.m. in Yelm City Hall Council Chambers, located
at 105 Yelm Ave. W., Yelm, WA. All interested parties are invited
to attend. Written comments "must be received prior to the hearing
and can be mailed to the Yelm Planning Commission, PO Box 479,
Yelm, WA 98597, or dellvered to City Hall.
The City Council will hold a public hearing on January 25,
1995, at 7:30 p.m. in Yelm City Hall Council Chambers, located at
105 Yelm Ave. W., Yelm, WA. All interested parties are invited to
attend. written comments must be received prior to the hearing and
can be malled to the City Council, at Yelm City Hall, PO Box 479,
Yelm, WA 98597, or delivered to City Hall.

~~PETITION TO ANNEX TO THE CITY OF YELM
TO: THE CITY COUNCIL OF THE CITY OF YELM
We, the undersigned, being the owners of not less than sixty (60%), in value
(according to the assessed valuation for general taxation) of the real property
described on Exhibit "A" attached hereto, do hereby petition that such territory
be annexed to and made a part of the City of Yelm under the provisions of Revised
Code of Washington Section 35A.14.120. This petition is accompanied by a map
which outlines the boundaries of the property sought to be annexed.
This page is a group of 1 pages containing an identical text and petition
intended by the signers of this petition to be presented and considered as one
petition and may be filed wlth other pages containing additional signatures which
cumulatively may be considered as a single petition.
The undersigned petition the City Council and ask:
1 That appropriate action be taken to entertain this petition, fixing a date
for a public hearing, causing notice to be published and posted, specifying the
time and place of such hearing, and inviting all persons interested to appear and
voice approval or disapproval of such annexation; and
2. That following such hearing and subsequent to approval of the Thurston County
Boundary Review Board if such is convened, the City Council determines by
Ordinance that such annexation shall be effective; and that property so annexed
shall become a part of the City of Yelm, Washington, subject to its laws and
ordinances then and thereafter in force.
The Petitioners agree that all property within the territory hereby sought to be
annexed shall be assessed and taxed at the same rate and on the same basis as
property within the City of Yelm or any now outstanding indebtedness of said City,
including assessments or taxes in payments of any bonds issued or debts
contracted, prior to or existing at the date of annexation simultaneous with
annexation, and that the property shall be zoned as Commercial CC-1) and
governed by the zoning ordinance of the City of Yelm.

NOTICE OF INTENT TO COMMENCE
ANNEXATION PROCEEDINGS
TO: The City Council of the City of Yelm
The undersigned are owners of not less than ten percent in value,
according to the assessed valuation, of the property as described
below We hereby advise the City Council of the City of Yelm that
it is the desire of the undersigned property owners of that area to
commence annexation proceedings'
The property referred to is described on Exhibit "A": attached
hereto and as shown by the attached map
It is requested that the City Council of the City of Yelm set a
date not later than sixty days after receipt of this request for a
meeting with the petitioners to determine:
1 Whether the City Council will permit a petition regarding this
annexation to be circulated;
2 Whether the City Council will require designation of zoning
upon annexation;
3 Whether the City Counci 1 wi 11 require the assumption of
existing City indebted~ess by the area to be annexed
