AN ORDINANCE ANNEXING CERTAIN TERRITORY TO THE CITY OF YELM, WASHINGTON.
WHEREAS, the record owners of at least sixty percent of the value of the
property described below have petitioned for annexation to the City of Yelm,
WHEREAS, the City Council of Yelm has held a duly-noticed public hearing
regarding such annexation,
WHEREAS, the City Council finds that such annexation is in the best
lnterest of the City and conforms with annexation policies of the City as set
forth in the Comprehensive Plan and Yelm Municipal Code Chapter 2.66.
NOW, THEREFORE, THE CITY COUNCIL OF YELM DOES ORDAIN AS FOLLOWS:
Section 1. The following described territory is hereby annexed and made
a part of the City of Yelm:
That part of the East Half of Section 19, Township 17 North, Range
2 East, W.M., delineated as Lots 2, 3, 4, 5 and 6 of block 7,
McKenna Irrigated Tracts, as recorded in volume 9 of Plats, Pages
43-44, records of Thurston County, Washington. Together with that
portion of Rhoton Road SE lying Westerly and Railway Road SE lying
South and Easterly of Said Lots 2-6.
In Thurston County, Washington.
Section 2. Said property shall be subject to the existing indebtedness
of the City of Yelm and to pay said indebtedness shall be assessed and taxed
at the same rate and on the same basis as other property within the City of
Yelm.
Section 3. Said property shall be zoned Residential/Agricultural at 1
dwelling per 5 acres.
Section 4. The City Clerk shall record a copy of this Ordinance in the
Office of the County Auditor and file a certified copy with the Board of
County Commissioners.
Section 5. This Ordinance shall become effective on the 22nd day of
November, 1994, being a date not less than five days following publication.

Dear City of Yelm Resident:
You are probably aware that your property was recently annexed to the City of
Yelm. We at City Hall would like to welcome you and give you some basic
information on what being in the City means to you.
One of the most important issues for residents is that you are now permitted
to vote in City of Yelm elections and to run for an elected office. To run
for office you must be: 1) at least eighteen years of age, 2) a
registered voter, and 3) a resident, for on~ year, of the City or any
territory which has been annexed to the City. You can call the Thurston
County Auditor's Office for additional information.
You don't have to re-register to vote in City elections. Your polling place
will probably change so watch the paper/voter pamphlet for details. You will
also be receiving a letter or new voter registration card from the Elections
section of the Thurston County Auditor's Office. If your annexation occurs
close to an election, you will want to contact the Auditor for instructions.
You can reach them at 1-800-624-1234 ext. 5408 with any questions. When you
go to your new polling place to vote, if you find that your name has not been
included on the rolls please request a questioned ballot. This allows you to
vote, your address will be verified by the Thurston County Auditor's Office
prior to counting your ballot.
Current Yelm elected officials are: Mayor Kathy Wolf, Council: Amos Lawton,
Martha Parsons, Don Miller, Bob Gallagher and Velma Curry. Mail may be
directed to them at the City Hall address shown above. You may also leave
messages for elected officials at City Hall.
The Yelm Planning Commission, Historic Preservation Commission, Parks
Advisory Committee, Library Board of Trustees and Historical Society members
are advisory committees to the City Council. positions are appointed by the
mayor with council approval. If you would like more information about any of
these, please call City Hall.
At some point in the future Yelm may assign a new address to your property.
We will notify you of the change and we will also notify Thurston County
Communications (911), utility companies, UPS, Thurston County Auditor and
the post office of the address change when it occurs.

ADDITIONAL FACTS
~ Police response time is faster within the City as officers are on duty
24 hours per day, have less land area to cover and are usually within
the City limits. Calls from county residents go out first to the
Thurston Co. Sheriff's Office, they have a much larger land area to
cover, after county notification Yelm P.D. will respond as/if needed.
~ Street standards are higher in the City.
~ pedestrian areas are required in the City.
~ Permits would be handled locally, except for those requiring health
department approval i.e. septic.
~ Fire protection remains unchanged.
~ Service availability first to city residents, i.e. water, sewer.

WHEREAS, the record owners of at'f':i.:t=ast sixty percent of the value of the
property described below have ;"petitioned for annexation to the City of Yelm,
WHEREAS, the City Council of Yelm has held a dUly-noticed public hearing
regarding such annexation,
WHEREAS, the City Council finds that such annexation is in the best
interest of the City and conforms with annexation policies of the City as set
forth in the Comprehensive Plan and Yelm Municipal Code Chapter 2.66.
NOW, THEREFORE, THE CITY COUNCIL OF YELM DOES ORDAIN AS FOLLOWS:
Section 1. The following described territory is hereby annexed and made
a part of the City of Yelm:
That part of the East Half of Section 19, Township 17 North, Range
2 East, W.M., delineated as Lots 2, 3, 4, 5 and 6 of block 7,
McKenna Irrigated Tractsj as recorded in volume 9 of Platsj Pages
43-44, records of Thurston County, Washington. Together with that
portion of Rhoton Road SE lying Westerly and Railway Road SE lying
South and Easterly of Said Lots 2-6.
In Thurston County, Washington.
Section 2. Said property shall be subject to the existing indebtedness
of the City of Yelm and to pay said indebtedness shall be assessed and taxed
at the same rate and on the same basis as other property within the City of
Yelm.
Section 3. Said property shall be zoned Residential/Agricultural at 1
dwelling per 5 acres.
Section 4. The City Clerk shall record a copy of this Ordinance in the
Office of the County Auditor and file a certified copy with the Board of
County Commissioners.
Section 5. This Ordinance shall become effective on the 22nd day of
November, 1994, being a date not less than five days following publication.

I, Agnes Colombo, City Clerk of the City of Yelm, do certify
that I have reviewed the attached Petition for Annexation and
find that the petition includes the signatures of the owners
(as defined by RCW 35A.01.040(g)) of sixty percent in value
according to the assessed valuation for general taxation of
the property for which annexation is requested as described
therein. The total assessed value of said property is
$ 480,100.00 and the total value of the petitioner's
property lS $ 310,400.00 Further, I have reviewed the
petition and find it to be substantially in accordance with
the rules of petitions as set forth at RCW 35A.01.040.

ANNEXATION REQUEST NO. 8099
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF YELM
SETTING FORTH THE DECISION OF THE COUNCIL REGARDING A
NOTICE OF INTENT TO CIRCULATE A PETITION TO ANNEX CERTAIN
TERRITORY TO THE CITY OF YEk~.
WHEREAS, the Yelm City Council has received the attached notice of
intent to commence annexation proceedings,
WHEREAS, pursuant to the procedures established by Revised Code of
Washington 35A.14.120 and Yelm Municipal Code Chapter 17.64, the
City Councl1 has met with the initiating parties,
WHEREAS, the Council has duly considered said request to initiate
annexation,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF YELM DOES RESOLVE,
AS FOLLOWS:
Section 1 - Decision. That the Council hereby [~ccepts~ / rejects
/~ecept5 with modificatiou~ ] the proposal to initiate annexation
and [(QOe~ QOC3 uvL ] grant the inltiating parties permission to
circulate a final petition to annex.
Sectlon 2 - Corn rehensive Plan and Zonina. That the Councl1 [ wil~
will not requrie the simultaneous adoption of proposed zoning
and comprehensive plan use designations for the area to be annexed.
(If zonlng and plan designations are requrled such requirement must
be clearly indicated in the final petition.)
Section 3 - Assum tion of Cit Indebtedness. That the Council
~ will will Bot] require the assumption of a proport~onate
share of existing city indebtedness by the area to be annexed. (If
assumption of debt is required such requirement must be clearly
indicated in the final petition.)
Section 4 - Local Imorovement District. That the Council [~i~l
/ C\full not ~ require simultaneous formation of or consent to be
included within a local improvement district.
Section 5 - Water and Sewer District. That the Council [~:11 /
~ill not-, require that the area to be annexed be included within
an existing sewer and/or water district.

Section 6 - Expiration. Any permission granted by this resolution
to circulate a final annexation petition shall expire and be null
and void on that date which is exactly - one (1) year(s) after
adoption of this resolution. Therefore, any final petition along
wi th the required fee and such accompanying information as is
requried by the City to evaluate the proposal in accordance with
Chapter 2.66 of the Yelm Munlclpal Code must be presented to the
City Clerk prior to such date.

Dear Hr. Smith,
Thank you for the information you sent to us concerning the
proposed annexation of puget Power's Yelm Substation Property
into the City of Yelm. I have had my staff review this
information and make inquiries about the annexation.
It appears that annexation into the City would be neither
beneficial or detrimental to puget Power. The substation does
not require city utilities, sewer and water service, since it
is an automatic system and only requires periodic inspections
and maintenance.
Puget's position in this matter would be to remain neutral;
however you may attach this letter to your permit to notify
the city that puget Power would not oppose annexation.

1. 10% Annexation Petition filed with city.
A. Planning Commission review and recommendation to City Councll
B. City Council review and approval to proceed.
2. City informs Thurston County Boundarf Review Board (TC BR8) of approval
of 10% Petition.
3 Preparation/submittal of 60% Petltion by Petitioner to City. This sub-
ffilttal includes environmental checklist.
4 City reVlew of environmental documents and:
A. Issues a "Determination on Non-Slgnificance" and proceeds to
step #5.
B. Issues a "Determination of Significance" and Petitioner pre-
pares an Environmental Impact Statement.
5. Clty then:
A. Advertlses Public Hearlng on annexation and informs adjacent
property owners of proposed annexation to allow comment.
B. City holds Public Hearing on proposed annexation after a
minimum 10-day notification.
6. 60% Peti tlon, along with environmental paperwork and TC BRB paperNork
(prepared by City) submitted to TC BRB.
7 TC BRB lnitiates a 45-day comment perlod.
8. At end of 45-day comment period, Thurston County either:
A. Agrees to not invoke jurisdlction and allows Yelm to proceed
wlth the annexation.
B. Invokes jurisdiction and initiates hearing process at the
Thurston County level.
9. When approved by TC BRB Yelrn:
A. City approves/denies final annexation.
B. City adopts annexation ordinance legally caUSll1g area to become
Yelrn city limits.
10. City assigns City addresses to all properties and informs new residents
of services changes, City department contacts, etc.
