Minutes Page 1 of 3 YELM CITY COUNCIL REGULAR MEETING TUESDAY, APRIL 12, 2016 MINUTES 1. Mayor Harding called the meeting to order at 6:00 pm. 2. Roll Call Present: JW Foster, Tad Stillwell, Tracey Wood, Joe DePinto and Hendrickson. Molly Carmody was available by conference/speaker phone. 16-039 MOTION BY RUSS HENDRICKSON EXCUSING COUNCILMEMBER BOB ISOM FROM THE MEETING. CARRIED. 3. Agenda Approval 16-040 MOTION BY TRACEY WOOD APPROVING THE AGENDA AS PRESENTED. Councilmember Stillwell asked to amend the motion to include a minute Executive Session to review and discuss the City Administ applicants. 16-041 MOTION BY JOE DEPINTO TO GO INTO A 15 MINUTE EXECUTIVE SESSION TO DISCUSS CITY ADMINISTRATOR APPLICANTS. H attending college have not been finalized at this time. Arbor Days Proclamation- th Mayor Harding read the proclamation aloud and stated this is th Annual Arbor Days Celebration. 5. Public Comment Mark Jensen, Yelm resident has owned property in Yelm for 30 ye here permanently 3½ years ago. Mr. Jensen stated that March 23 m st 241 . Mr. Jensen spoke about the effects that Agenda 21 has on our City and Count unconstitutional. He asked the Council to please not support the U.N. Agend Micah James Anderson, Yelm resident was upset about the proces water utility account put in his name. He also stated that Yelm stole his car when they illegally impounded it. Mr. Anderson als Harassment case against Yelm Police Officer Devon Taylor and wou him fired immediately. Mr. Anderson wanted to meet with the City Dille and Chief Stancil regarding these issues. Scott Bannister, Yelm resident invited Council to the Great Ame th Lakewood on the 25 for a public speaking and dinner event regarding the Constitution. 6. Mayor and Council Initiatives Councilmember Foster attended the Thurston County Building Symposium and the Council Retreat held on April 9, 2016. Councilmember Foster with all the rain, the retention ponds have water in them and as take responsibility for making sure children or other loved ones dangers of the ponds. Councilmember Carmody attended an orientation at the Intercity Transit Board meeting and talked with Intercity Transit Department Heads, whic positive and interesting. Councilmember DePinto appreciated the general audience and plans to attend th the Constitutional event on the 25 of this month at the Great American Casino in Lakewood. Councilmember Hendrickson attended the Yelm Emergency Operations Board meeting where they discussed the AlertSense system and announced the first part of summer. Chief Stancil will give Council an upd Study Session. Mayor Harding attended the busy conducting Interviews for the City Administrator position. 11. Executive Session At 6:28, Mayor Harding announced that Council would into a 15 minut Session to discuss the qualifications of the applicants for the position. RCW 42.30.110 (g). Resolution No. 566, Stormwater Management Plan Page 1 of 2 City of Yelm STAFF REPORT To: Mayor Ron Harding Yelm City Council From: Ryan Johnstone, Public Works Director Chad Bedlington, Public Works Manager Date: April 18, 2016 (for April 26, 2016 City Council Meeting) Subj: Resolution to Adopt the Stormwater Management Plan Attach: City of Yelm Stormwater Management Plan Resolution 566 Recommendation Approve Resolution Number 566 to adopt the Stormwater Management Background Utility planning documents such as a Water System Plan or Genera provide the foundation and guidance necessary to ensure that the necessary goals while also maintaining regulatory compliance. Th Stormwater Utility did not have a planning document that provides this until now. The drafting and adoption of the Stormwater Management Plan will add covering core elements as required by the Department of Ecology gaps in needed data and system mapping, and provides an initial Please refer to the attached SWMP Introduction (page 1-1) for ad On July 14, 2015 City Council approved the Mayor to enter into a Parametrix to assist the City in preparing the SWMP.
