On March 28, 2001, the CIty Council consIdered the Notice of Intent to Commence AnnexatIOn for
your property located at 10945 Vancil Road SE. After reVIew of the staff report and Council
dISCUSSIOn, the CIty Council demed your petitIOn at thIS tIme

The CIty Council denied the NotIce of Intent to Commence AnnexatIOn based on the followmg findmgs.
1 The SIte IS not wIthm the CIty'S current water servIce area. The CIty is currently
updatmg the Water ComprehensIve Plan and does not know at thIS time if the servIce
boundary will be expanded or If thIS property would be included m an expanded
boundary Therefore, the City could not proVIded water servIce to the property wIthm a
reasonable tIme, and
2. That the Y-2 TransportatIOn COrrIdor fUns along the northern property lme of the
proposed annexatIOn SIte As development occurs on SItes WhIch the cOrrIdor crosses
the City must eIther purchase the future nght-of-way or allow for bUIld out of the SIte.
AnnexatIOn of thIS SIte would sIgmficantly mcrease development potentIal. Therefore, It
IS not m the best finanCial mterest of the CIty to annex thIS property at thIS tIme
The update to the Water ComprehensIve Plan should be complete later thIS summer I WIll forward a
request to the PublIc Works Department that if the servIce boundary IS extended to conSIder your
property wIthm a new boundary I will contact you when the draft Water ComprehensIve Plan IS out for
publIc reVIew

Enclosed IS the staff report to the City CouncIl regardmg your PetItIOn to Commence AnnexatIOn.
As the staff analyzed the request there were two areas of concern, water availabilIty and the Y-2
TransportatIOn COrrIdor Each of these IS addressed m the staff report. Because of these Issues
the staff found It necessary to recommend that the City Council deny your request at thIS tIme I
can not predIct what the Council's actIOn WIll be, but I did want you to be aware of the staff
recommendatIOn.
The CIty Council WIll be consIdenng the PetItIOn to Commence AnnexatIOn at theu regularly
scheduled meetmg on Wednesday, March 28, at 730 p.m.

The undersigned are owners of not less than ten percent in value, according to the
assessed valuation, of the property as described below We hereby advise the City
Council of the City of Yelm that it is the desire of the undersigned property owners of that
area to commence annexation proceedings
The property referred to is described on Exhibit "A" attached hereto and as shown by the
attached map
It is requested that the City Council of the City of Yelm set a date not later than sixty days
after receipt of this request for a meeting with the undersigned to determine
1 Whether the City Council will permit a petition regarding this annexation to be
circulated,
2 Whether the City Council will require designation of zoning upon annexation,
3 Whether the City Council will require the assumption of existing City indebtedness
by the area to be annexed
