Call to Order
. Mayor Rivas called the meeting to order at 7:30 p.m.

Public Comment
- Ed Wiltsie, Rainier, indicated that Councilmember Fetterly had

expressed an interest in Representative George Miller’s report regarding Wal-Mart.
Mr. Wiltsie provided a copy of Miller’s report along with reports from
ProgressiveTrail.Org, goodjobsfirst.org and edworkforce.house.gov. Mr. Wiltsie also
submitted a letter to the Mayor and City Council concerning the Wal-Mart SEPA
process. As comment before council is not appropriate at this time, the letter becomes
part of the public comment record as part of the SEPA process.

a. Stevens St. Roadway Improvement Completion & Retainage Release. Mayor Rivas
called for the staff report. Stephanie Ray reported that in March the final punch list of
construction items were completed and the TIB grant finalized. Total construction
costs: $781,307.65; TIB: $511,703; City $269,604.65. Staff requested authorization to
release retainage to Wood & Son Earthwork & Utility Contractors.

b. 103 Street Roadway Project Consultant Agreement with HDR Engineering for
Design Work and Construction Administration. Stephanie Ray reported that the City
has been awarded a $492,500 TIB Grant and a $131,578 TRPC Grant to complete

the design and construction of 103 Street from West Road to Creek Street. The

consultant selection process was completed in February and HDR Engineering was
selected as the engineering firm best suited to complete design documents and
provide construction project administration. A scope of work was provided.
Discussion concerned how match dollars may be applied.

10. Mayor and Council Reports and Initiatives and Board/Commission Business
Councilmember Baker reported that the Yelm Adult Community Center (formerly
Senior Multipurpose Center) had requested City assistance in moving to their new
location and in storing items. They are hoping to sell the Yelm Avenue building.
Council Harding attended meetings with Congressman Adam Smith and Senator
Marilyn Rasmussen and a Yelm Transportation Committee meeting.
Mayor Rivas also attended the meeting with Congressman Smith and indicated that
$2.5 million has been included in the House Budget for the Yelm Loop engineering.
An additional $70 million will be needed to complete the project.
Executive Session –
Mayor Rivas closed the meeting at 7:50 and announced that

council would go into executive session for approximately 20 minutes to discuss
pending litigation. Staff advised the public that an additional five minutes was needed.
Mayor Rivas reopened the meeting at 8:17 p.m.
