Dear Property Owners,
In the past few months questions have risen concerning on-street
parking in the above referenced subdivisions with inquiries to
the Public Works Department to clarify thi~s issue. After
extensively reviewing the existing roadway conditions in these
subdivisions, the City has reached the following conclusions;
* Road widths of twenty four feet (24'-on) do not allow
sufficient width for two driving lanes of twelve feet (12'-on)
each and on-street parking
* The narrow road widths will not allow for the passage
of emergency vehicles such as ambulances or fire trucks if
vehicles are parked on the road.
* The intent at plat approval of allowing
road widths in these residential subdivisions was
sufficient off-street parking would be provided at
individual lot.

* Subdivisions without curbs, which have swales, rely
upon these swales to provide stormwater runoff treatment as a
part of the drainage requirements for each site It has been
reported that severe damage to these swales is resulting from
vehicles using the swales for parking. Please do not park in the
swales.
* The City of Yelm will monitor these residential
subdivisions and respond to complaints.

All workmanship and materials shall be in accordance with City of
Lacey standards and the most current copy of the State of Washington
Standard Specifications for Road, Bridge. and Munidpal Construction.
The contractor shall be responsible for all traffic control in accordance
with M.U.T.C.D Prior to disruption of any traffic, traffic control plans
shall be prepared and submitted to the City for approval. No work
shall conunence until all approved traffic control is in place.
All curb and gutter, street grades, sidewalk grades. and any other
vertical and/or horizontal alignment shall be staked by an engin@€ring

Where new asphalt joins existing, the existing asphalt shall be cut to a
neat vertical edge and tacked with Asphalt Emulsion type CSS-1 in
accordance with the standard specifications. The new asphalt shall be
feathered back over existing to provide for a seal at the saw cut location
and the joint sealed with grade AR-4000W paving asphalt.
Compaction of subgrade, rock. and asphalt shall be in accordance with
the standard specifications.
Form and sub grade inspection by the City is required before pouring
concrete. Twenty-four hours notice is required for form inspection.
See City of Lacey Development Guidelines and Public Works Standards
for testing and sampling frequencies.

8. The City manufacturer and installs street name and regulatory signs at
the contractors/developers expense. Signs shall be requested at the
time construction begins.

GENERAL NOTES (STREET UGHT CONSTRUCTION)
All workmanship, materials and testing shall be in accordance with
WSDar / APWA. MUrCD, NEC or City of Lacey Development Guidelines
unless otherwise specified below. In cases of conflict the most stringent
guideline shall apply.
Electrical permits and inspections are required for all street lighting
installations within the City of Lacey The contractor is responsible for
obtaining said permits prior to any type of actual construction. These
permits are available from the Building Department at Lacey City Hall.
A clearly marked service disconnect shall be provided for every lighting
circuit. The location and installation of the disconnect shall conform to
National Electrical Code (NEC) and City of Lacey standards. The photo
cell window shall face north unless otherwise directed by the City The
service disconnect shall not be mounted on the luminaire pole. The
service disconnect shall be of a type equal to a Meyers
MEUGL-M100C-UM or Unicorn CPIIIB-01113A service, 120/240
VAC, 103W, Caltrans Type 3B with contactors, photo electric cell and
test switch. All service disconnects shall be used to their fullest
capabilities, i.e.. ma:x1mum number of luminaires per circuit.
AlllIghtlng wire shall be copper with a minimum size of #8. All wire
shall be suitable for wet location~. All wire shall be installed in
schedule 40 PVC conduit with a minimum diameter of 1-1/4 inches. A
bushing or bell-end shall be used at the end of a conduit that
terminates at a Junction box or luminaire pole. Conductor
identification shall be an integral part of the insulation of the
conductors throughout the system I.e., color coded wire. Equipment
grounding conductor shall be #8 copper. All splices or taps shall be
made by approved methods utl11z1ng epoxy kits rated at 600 volts (i.e.,
3-M 82-A2). All splices shall be made with pressure type connectors
(wire nuts will not be allowed). Direct burial wire will not be allowed.
All other installation shall conform to NEC, WSDar / APW A and MtrrCD
standards.
Each luminaire pole shall have an in-line, fused, water tight electrical
disconnect located at the base of the pole. Access to these fused

disconnects shall be through the hand-hole on the pole. The hand-hole
shall be facing away from on-coming traffic. Additional conductor
length shall be left inside the pole and pull or junction box equal to a
loop having a diameter of one foot. Load side of In-line fuse to
lumlnalre head shall be cable and pole bracket wire. 2 conductor, 19
strand copper # 1 0 and shall be supported at the end of the lumlnalre
ann by an approved means. Fuse size, disconnect installation and
grounding in pole shall conform to NEC standards.

Approved pull boxes or junction boxes shall be installed when conduit
runs are more than 200 feet. In addition, a pull box or junction box
shall be located within 10 feet of each lwninaire pole and at every road
crossing. Boxes shall be clearly and indelibly marked as lighting
boxes by the legend, "L.T." or "LIGlITING". See WSDOT standard plan
J-11a.

All lighting poles shall have tapered round shafts with a linear taper of
between 0.125 and 0.14 inches per foot. All poles shall be Hapco
50700-005 or 50700-006 for single arm and Hapco 50701-010 for twin
ann or approved equal. In existing developed areas, the City may
approve/require use of other poles to establish consistency within the
developed area.

GENERAL NOTES (WATER MAIN INSTALLATION)
1. All workmanship and material shall be in accordance with City of Lacey
standards and the most current copy of the State of Washington Standard
Specifications for Road. Bridge and Municipal Construction.
2. A preconstruction meeting shall be held with the City prior to the start of
construction.
3. Water mains shall be PVC Class 200. ASI'M D 2241 SDR21 with rubber
gaskets ASI'M D1869, or AWWA C900 Class 200, C90S Class 235, or
ductile iron cement mortar lined thiclmess Class 50.
4. Gate valves shall be res1l1ent wedge. NRS (Non Rising Stem) with Q-rings
seals. Valve ends shall be mechanical Joint or ANSI flanges. Valves shall
conform to AWWA 509-S0. Valves shall be Mueller. M & H. Kennedy,
Clow R/W or Waterous Sertes 500. Existing valves to be operated by City
employees only.
5 Hydrants shall be Waterous Pacer, Dresser M & H Reliant Style 929,
Mueller Centurion. or Clow Model F -2500. Hydrants shall be bagged

6.170 Backfl1llng
Backfl1llng and surface restoration shall closely follow
installation of pipe so that not more than 100 feet is left
exposed during construction hours without approval of the City.
Selected backfill material shall be placed and compacted
around and under the water mains by hand tools to a height of
6 inches above the top of the water main. The remaining
backfill shall be compacted to 95 percent of the maximum
density in traveled areas, 90 percent outside traveled area.
Where governmental agencies other than the City have
jurisdiction over roadways, the backfill and compaction shall be
done to the satisfaction of the agency having Jurisdiction. If
suitable backfill material, as determined by the City, is not
available from trenching operations, the City may order the
placing of bedding conforming to 9-30.7 A around the water
main and gravel base conforming with Section 9-30.7(3) of the
Standard Spec1flcations for bacldllling the trench.
6.175 Street Patching and Restoration
See Chapter 4B.170 and 4B.180 for requirements regarding
street patching and trench restoration.
6.180 Hydrostatic Tests
Prior to the acceptance of the work, the installation shall be
subjected to a hydrostatic pressure test of 200 psi for 15
minutes, and any leaks or imperfections developing under said
pressure shall be remedIed by the contractor. No main shall be
hydrostatically tested until the Unes are flushed of chlorine.
The main shall be tested between valves. Insofar as possible,

no hydrostatic pressure shall be placed against the opposite
side of the valve being tested. Test pressure shall be
maintained while the entire installation Is inspected.

The contractor shall provide all necessary equipment and shall
perform all work connected with the tests. Tests shall be made
after all connections have been made and the roadway section
Is constructed to subgrade. This Is to include any and all
connections as shown on the plan. The contractor shall
perform the test to assure that the equipment to be used for the
test Is adequate and in good operating concUtion and the air in
the line has been released before requesting the Clt)' to witness
the test.

6.190 Sterilization and Flushing

Sterilization of water mains shall be accomplished by the
contractor in accordance with the requirements of the
Washington State Department of Health and in a manner
satisfactory to the elt)'. At no time shall chlorinated water from
a new main be flushed into a body of fresh water. This Is to
include lakes, rivers, streams, drainage ways, and any and all
ollier waters where fish or other natural water life can be
expected.

When a chlorine concentration has been established throughout
the line, the valves shall be closed and the line left undisturbed
for 24 hours. The line shall then be thoroughly flushed and
water samples taken by the Clt)' at least 24 hours after flushing
and disinfecting for approval by the local health agency.
Should the initial treabnent result in an unsatisfactory
bacteriological test, the original chlorination procedure shall be
repeated by the contractor until satisfactory results are
obtained. The sample can only be taken on Mondays,
Tuesdays, and Wednesdays until noon. Testing and sampling
shall take place after all underground utillties are installed and
compaction of the roadway section Is complete.

DESCRIPTION
Supplement this Section WIth the followmg:
Work included under Sections 7-09 through 7-12 and including 7-15 shall also
apply to the construction of samtary sewer force mains, service lines and
appurtenances for both temporary and permanent installation.
7-09.2
MATERIALS
PIPE FOR PRESSURE SEWER LINES
All pipe 2 inches and greater m diameter shall meet the following reqwrements:
Polyvinyl Chlonde Pipe (PVC): PVC 1120 pipe as shown on the contract
documents shall be IPS-Gasketed type bell and spigot pipe meeting the
requirement ASTM D 1784 WIth a pressure rating of 200 psi and an SDR of 21.
C900 pipe as shown on the Contract Plans shall meet the requirements of A WW A
C900 and ASTM D 1784 Class 200, DR 14 with bell and spigot gasket type
joints.
Polyethylene Pipe (PE): PE pipe as shown on the contract documents shall be
high density polyethylene (HOPE) complying with ASTM 3350, havmg a working
pressure of 160 psi and an SDR of 11 or SDR 21. Joints shall be thennal butt
fusion type meetmg the requirements of ASTM D 3261.
Ductile iron pipe and fittings (01) shall be polyethylene lined class 53 ductile iron
pipe. The polyethylene lining shall be 40 mils nominal, 35 mils minimum and
shall be a blend of high-density and low-density polyethylene conformity to
ASTM D 1248 compounded with an inert filler and carbon black to provide
resistance to ultraviolet rays during storage above ground. Prior to preheating,
75 % or more of the high temperature oxide film must be removed through proper
preparation of pipe interior surface. Fittings shall be sandblasted. Pipe and
fittings shall be uniformly preheated to a temperature adequate to provide unIform
fusing of the polyethylene powders and proper bonding to the pipe and fittings.
The lining at the ends shall be hermetically sealed and every pipe and fitting shall
be subjected to and pass a 400-volt wet sponge, or equivalent, spark test. A

described in ASTM C 541.
Steel casing pipe where shown on the ContraCt Plans shall be standard wall pipe
(.375") conforming to ASTM A 53.
All pipe less than 2 inches in diameter shall meet the following requirements:
Schedule 40 and Schedule 80 PVC pipe as shown on the Contract Plans shall be
solvent welded type connections and meet the requirements of ASTM D 1785.
1"11 lINGS
All pipe fittings shall have a minimum working pressure equal to the pressure
rating of the largest diameter pipe in which it is connected to.
Bell and Spiiot Fittin&s
Gasket-type bell and spigot fittings for pipe 2 inches and larger: All push-on
gasket fittings shall have an IPS (Iron Pipe Size) fit in accordance with ASTM D
2122 and a socket length which meets the requirements' of ASTM D 2665 and
meet the requirements of ASTM D 3139.
C900 PVC Pipe Fittinis
C900 fittings shall be bell and spigot gasket-type fittings conforming to A WW A
C900 and ASTM 1784. Elastomeric gaskets shall conform to ASTM D 3139.
The fittings shall have a pressure rating of 200 psi and an SDR of 14.
Transition gaskets between C900 and IPS PVC pipe shall conform to ASTM F
477.
Solvent Weld Fittin&s
All Schedule 40 and Schedule 80 solvent weld fittings for pipe less than 2 inches
or as shown on the ContraCt Plans shall meet the requirements of ASTM D 2466
and D 2467, respectively. Schedule 40 fittings shall NOT be threaded without
written acceptance by the Engineer. Solvent weld joints shall meet the
requirements of ASTM D 2564.

MECHANICAL JOINTS
Unrestrained Joints
Mechamcal Jomts: Where specified, mechanical joints for above or below ground
seI'Vlce shall meet the requirements of ANSIl A WW A CllOI A21.10 and ANSIl
AWWA CllllA21.11. Bolts and nuts shall comply with paragraph 2.1C2.
Gaskets shall be not less than 50 percent neoprene, combined with elastomer and
free from factice and other deleterious substances.
Restramed Joints
Restrained joints for pipe shall be provided where specified. Joints shall be
capable of deflection after completed assembly. Joints for pipe diameters 12
inches or less shall be capable of 3 degrees of deflection and a working pressure
of at least 250 psi. Ductile iron glands shall conform to ASTM A 536-80. The
jomt shall meet the requirements of A WW AI ANSI C1531 A21.53. Joints shall be
Megalug as manufactured by EBAA Iron, Inc. or approved equal.
GASKETS
All gasket material used for joining PVC piping shall conform to ASTM F 477.
TONING WIRE FOR PRESSURE SEWERS
Toning wire shall be 14 gage insulated copper wire approved by Labor and
Industries for direct bury applications.

HYDROSTATIC PRESSURE TEST FOR SEWER PROJECT
All sewer mains, servIce lines, and appurtenances shall be hydrostatically tested
in sections of convenient length. All pumps, gauges, plugs, saddles, corporation
stops, miscellaneous hose and piping, and measuring equipment necessary for
performing the test shall be furnished and operated by the Contractor Gauges
and meters used in the test shall be accompanIed with certificatIons of accuracy
from a laboratory approved by the Engineer
The sewer pipeline shall be backfilled suffiCiently to prevent movement of the
pipe under pressure. All thrust blocks shall be in place and tIme allowed for the
concrete to cure before testing. Where permanent blocku1g is not reqwred, the
Contractor shall furnish and install temporary blocking and remove it after
testing.
The sewer lines shall be filled with water and allowed to stand under pressure a
sufficient length of time to allow the escape of arr and allow the hning of the pipe
to absorb water.
The test shall be accomplished by pumping the sewer hne up to the required
pressure, stop the pump for IS minutes, and then pump the sewer hne up to the
test pressure again. Dunng the test, the sectIon being tested shall be observed to
detect any visible leakage. There shall not be an appreciable or abrupt loss in
pressure during the IS-minute test period.
The quantity of water reqUired to restore the pressure shall be accurately
deternuned by pumpmg through a positIve dIsplacement water meter with a sweep
umt hand registenng one gallon per revolutIon. The meter shall be approved by
the Engineer.
The maximum allowable leakage for sewer lines shall be, according to A WW A
C600, Section 4 Hydrostatic Testing, as follows:

Portions of the sewer line that are felt to be critIcal, or suspect, should be left
with the jomts exposed during the testing procedure to allow visual inspection.
The use of dye in the testing water will assist the location of leaks if ground
water is present in the trench. Any visible leakage detected shall be corrected by
the Contractor regardless of the allowable leakage specified above. Should the
tested section fail to meet the pressure test successfully as specified, the
Contractor shall, at his expense, l~ and repair the defects and then retest the
pipeline.
Prior to calling out the Engineer to witness the pressure test, the Contractor shall
have all equipment set up completely, ready for operation and shall have
successfully performed the test to assure himself that the pipe is in a satisfactory
condition.
Defective materials or workmanshIp, discovered as a result of a hydrostatic field
test, shall be replaced by the Contractor at his expense. Whenever it is necessary
to replace defective material or correct the workmanship, the hydrostatic test shall
be rerun at the Contractor's expense until a satisfactory test is obtained.
The Contractor shall provide the water Decessary to nn the pipelines Cor
testing purposes. Water shaD be purchased Crom the Water Utility. The
price paid by the Contractor Cor water will be 60e per 100 cubic Coot.
Contractor to coordinate with the City of Yelm Water Utility. The Contractor
will be responsible for transporting the water to the project site. The Contractor

by closmg valves in turn and relIeving the pressure beyond. This test of the
valves will be acceptable if there 1S no immediate loss of pressure on the gauge
when the pressure comes agamst the valve being checked. The Contractor shall
verify that the pressure differential across the valve does not exceed the rated
worlang pressure of the valve.

Prior to any main line testing, all service lines within the main line test area shall
be installed, tested, and approved:. The Contractor shall test no more than 5,000
linear feet for the first test to qualify crews and materials. Sections of collection
main line to be tested shall not exceed 10,000 linear feet per each individual test.
Once successful test results have been achieved, the Contractor may request in
writing test sections greater than 10,000 linear feet for the Engineer's approval.
The Contractor is required to keep his pipe testing and service line testing
concurrent with his pipeline laying operations.

SEWER SERVICE LINE TESTING
In order to test the service line from the main line to the service box, the ball
valve (or self-tapping saddle if used) at the sewer main shall be closed and the
test pump shall be attached at the end of service line, a minimum of one foot
beyond the service box as shown on the Drawings (or at the end of the stubout
at locations where no semce box is required). This portion of the service line
shall be tested under a hydrostatic pressure of 150 psi. The test will be deemed
successful if the pressure is constant for a mimmum of 1 minute.

7-11.3(12) Disinfection of Water Mams

DISINFECTION OF SEWER MAINS
Disinfection of sewer mains will not be required. The Contractor shall take
precaution not to allow any unnecessary debris to enter the pipeline. Any excess
dirt, rocks and debris will be flushed from the pipe main line and service lin~
prior to ~ceptance by the Owner. The successful Contractor shall scour the lines
usmg a polyfoarn pig mserted at the cleanouts provided prior to final acceptance.
Flushing shall be accomplished prior to activatmg the air release valves and cur
vacuum release valves. The Contractor is responsible to coordinate Wlth the
wastewater treatment plant contractor during pigging operations.

The Department has identified the proposed subdivision as having an adverse impact on the
intersection of Edwards St. and SR 510 The Department requests that the developer
mitigate all impacts associated with the proposed development.
While individual projects may have minor impacts, together they are creating a lower level
of service on SR 51 0 We propose that the developer agree to participate in the funding to
upgrade the state route To further explore the options associated with such improvements,
we would like to meet and discuss different funding programs.

Dear Harry,
As you know, on Tuesday, October 20, the Yelm Planning
Commission conditionally recommended that the City Council
approve your proposed twenty-lot preliminary plat of five
acres east of Crystal Springs Road The Commission
recommended that this plat be subject to the conditions set
forth on the attached page 4 of the staff report and that:
(1) The access point from Crystal Springs Road be located
across from Kings Lane to reduce safety hazards
(2) Provision be made for access to property to the north
and/or northeast
(3) The plat include a 12-foot buffer zone with 4-foot
mounds and fir trees along the east side and a state-
ment that requirements for buffer zones on industrial
property to the east and south have been waived
The City Council will consider this proposal and
recommendation at a public hearing at 7:30 p m on
Wednesday, November 18 I encourage you to attend the
Council hearing

1. The meeting was called to order at 4 00 by Tlm Schlosser
Members present. Joe Huddleston, John Klnnee, Torn
Cundy, Jlm Keyes and Tlm Schlosser Jim Brown, Torn
Gorman, Roberta Longmire and George Knight were unable
to attend. Guests. Tlm & Janet Leggott, Jack Peugh, Ken
Garmann, Frank Jones, Jeff Creeclius and Torn Shaut. Dick
Wilson, Torn Parklnson, Pat Wheeler, Rlck Kolills, Fred
Tharp, Don & Charlotte Miller, Warren Simmons, and Harry
Lewis. Staff members present Todd Stamm and Agnes
Colombo.
As a quorum was not present, the September 15, 1992,
regular meetlng and September 29, 1992 work seSSlon
mlnutes were not approved at thls tlme and the meetlng
proceeded to Publlc Hearlngs. Tlm Schlosser explalned
that no action could be taken untll a quorum was present.
3. Amended Cullens Road Annexation and Zoning (ANX8064).
Request to expand pending twenty-acre annexatlon to a
total of 120 acres. Original annexation initlated by
Robert Henderson to annex flve acres along Cullens Road
has been expanded once to include Clifford McFall's
property. Mr & Mrs Guzzetti are requestlng lncluslon
of their 100 acres with Residentlal/Agricultural zoning
whlch is very slmilar to the current county zoning of 1
dwelllng per flve acres.
Public Hearing Opened at 4 10 p.m. All speakers were
requested to identify themselves prior to speaking. No
conflict of lnterest was ex:pT"essed. No audience
objections to any Plannlng Commission members
participation was voiced. No members had received
lnformation, other than staff reports, prior to the
public hearing
Stamm gave an overview of the staff report. Analysls
indlcates that a) the proposed annexation and zonlng
appears to be consistent with Yelm's Comprehensive Plan,
b) zoning for development should await completlon of the
new comprehensive plan, c) the request creates "slice"
of county property between Yelm Creek and Cullens Road
which would reduce ownership approval needed from 60% to
50% for annexation purposes, d) street could be left In

Jack Peugh - questioned locatlon of duplex. Four-plex to
his north sits rlght on the dlvlsion line and locatlon of
the proposed (Y-2) road. He indicated that he had over
the years been in contact with both the county and clty
on thls property and hls deslre for commerclal zonlng.

Stamm explained that when a propertY,rnakes a proposal we
must respond In 90 days.
Jim Keyes stated that zonlng doesn't always follow
property lines and that perhaps Mr. puegh could work with
Erling Birkland (to his west) and bring a proposed
alignment to the City.
Tlm Schlosser stated that If the road goes north of the
4-plex there would be no access to commerclal and
suggested he work with Erling Birkland to arrive at a
solution.
Jack Peugh - stated that he would contact Erling Birkland
to discuss the matter.

Tom Shaut - expressed his obJections to the proposed
rezone and the negative effects it would have on traffic,
Yelm Creek and what lS baslcally a single-famlly
residential area except for his buslness which was
grandfathered when annexation to the City occurred. He
also questioned access to the property and lndicated that
he had been allowlng access by use of drlveways on elther
slde of his buslness, Tom, Dlck and Harry's Meat Market,
but he had In a letter dated October 19, 1992 denled
contlnued use of the drlveways to Mr Asher. A copy of
the letter was presented to the CommlSSlon
Stamm revlewed hls staff report. Staff analysls of the
multi-family rezone request lndlcates that a) the City's
comprehenslve plan is lndeflnite regarding standards for
siting multi-famlly, b) prlnclpal lssue of whether this
area should constltute a transitional area between
commercial and resldentlal, c) lmpacts on Yelm Creek and
the wetlands associated with the creek, whlch could
require setbacks of from 50-150 feet and d) road
capaclty.
Stamm stated that whatever decision was made a clear
statement of reasons would be required.
Commlssion members questloned the road and proposed
changes the Yelm Transportatlon plan Stamm replied that
the funding requests were stlll before DOT making funding
uncertaln.
Schlosser noted that the proponent was not in attendance.
Janet Leggott - spoke and expressed her concern about the
proposed change and the effects on the neighborhood and
also its impact on the wlldlife in the Yelm Creek area
She also felt that multl-family close to the creek was a
hazard to small children whose families would be drawn to
this type of housing and felt that the possible 50 or
more apartments, as mentloned In the DNS exceeded the
capaclty of the area. She questioned the capaclty of the
sewer system to handle the development and the lmpact of
development of thls magnltude on the animals on the other
slde of the creek

Ken Garmann - stated that if approved the auto trafflc on
all surrounding streets would increase dramatlcally and
was not In favor of the rezone.
Tom Schaut - addressed lssues lncluding eXlstlng homes on
the property, access problems, rental property belonging
to the proponent, tne situation with increased traffic
from such a project, the water line problems created by
Mr. Asher in the past and the fact that Mr. Asher built
two houses on one parcel In the past as well as Mr.
Asher's general dlsregard for compllance wlth applicable
rules. He also stated that problems exist with flooding
from Yelm Creek
Todd Stamm remlnded the audience and CommlSSlon that thlS
actlon lS for zoning only, anything else would be part of
the development process
Pat Wheeler - stated that she had worked on the Yelm
Creek restoratlon and was concerned about the effects of
multl-famlly on the area. She sald that she had spoken
with Gordon White, who headed the restoration project,
and he expressed his concern about the negative impact
thls type of development would have on the creek. She
also indicated that Mr Asher's current rental units were
not well cared for.
Warren Simmons - stated that the wetlands on the property
would reduce available land from SlX to about four acres
which would not be sufficient for such high density
development.
Jim Keyes advlsed that Mr. Asher would still have to
comply wlth all Health Dept. requirements etc.
Tim Schlosser added that the only issue belng addressed
to day is the appropriateness of the zonlng request
Tim Liggott - stated that he didn't understand how an
access road would be posslble In the amount of SDace
available.
Tim Schlosser emphaslzed that was not the lssue belng
addressed to day, that Mr. Asher could, if he wanted,
tear down his house to allow access.

Torn Shaut - commented that due to the heavy volume of
trafflc on Yelm Avenue people are already uSlng West Road
as a bypass and that lt was too narrow for existing
traffic. He felt that no addltlonal traffic should be
allowed untll the long range lmprovements have been made.
Pat Wheeler - questloned the long range plans for the
area. She was told that the Comprehens1ve Plan 1S be1ng
worked on now

Schlosser recapped the sltuat10n lncluding the general
lack of fac1li ties and road condl t10ns and that the
Comprehens1ve Plan was being worked on at this tlme and
the views of the neighbors.

THIS TIME AS THE REQUEST WAS NOT TIMELY, FACILITIES TO
SUPPORT THE PROPOSAL WERE LACKING AND DUE TO THE LACK OF
ADEQUATE ROADS TO SUPPORT SUCH DEVELOPMENT. MOTION
CARRIED.
When questioned Stamm indicated that letters could be
sent to the City Councll concernlng the Vlews of
residents.
Jim Keyes stated that the Planning Commission and C1ty
Counc1l need to develop standards for denslty along the
Creek.
Harry Lewis - agreed that the creek needed protection but
hoped that development wouldn't be totally ellmlnated.
Pat Wheeler - told of problems wlth young people Slnce
the llttle pocket park was put in on First Street by the
creek.

7 Crystal Springs Estates Preliminary Plat (SUB8065) A
proposal for a 20 lot subdivlsion east of Crystal Sprlngs
Road.
The Planning CommlSSlon had recommend that the Councll
not approve the rezone request for thls property Councll
approved the request subject to rezoning of two parcels
to the north from Industrlal to Resldentlal and the
slting of the UCBO on the parcel to the south.
Harry Lewls - stated that he had been worklng on the
project Slnce June and that nelghbors don 't want an
lndustrlal use there. He also said that the City Councll
fel t that the buffers would be created by the UCBO,
Jones' property and the rezone (to the north) and that a
40 foot roadway between hls and the UCBO site added
addltional buffering.
Stamm revlewed the staff report. Staff Analysis pointed
out eleven items to be considered lncluding: lntersection
location, access to Crystal Springs Road, connection to
City utillties, sidewalk improvements, road standards,
lot entrance size, street lighting, fire hydrant
placement and conformance with Fire Distrlct needs.
Additlonally any industrial developer must provlde a 60
foot buffer.
Members questloned the SUP recommendatlon for the UCBO
and that it was not intended to contrlbute to zoning
changes in the area. They expressed concern at the
further erOSlon of Industrlal zoned property. John Klnnee
pointed out that land avallable for Industrlal/ light
lndustrlal is belng lost and can't easlly be replaced.
He also questioned how they can protect the home buyers
from the chance that an industry could be put in next to
them at a later date. Tlm Schlosser pointed out that the
plat would note this fact and the purchaser would have to
accept that or not purchase Members felt they had no
choice but to recommend approval.

Dear Harry,
As you know, on Wednesday, September 23, the Yelm City
Council conditionally approved your request to change the
zoning of your property east of Crystal Springs Road from
Industrial to Single-Family Residential The Council
concluded that the selection of the Lefebvre property as the
community center site and the support of owners of other
immediately adjacent property constituted substantial
changes in circumstances since the Commission hearing
justifying this amendment to the land use plan
As set forth in the enclosed resolution, this zoning change
will only be effective upon two events occurring The two
neighbors to the north must submit applications to similarly
rezone their property, and the site selection and approval
of UCBO's community center must be finalized
In accordance with the resolution, the Crystal Springs
Estates preliminary plat will be scheduled for review by the
Planning Commission at their next regular meeting As we
have discussed, you should be prepared to proposed
appropriate buffers for this residential development from
the potential uses of the neighboring industrially zoned

The Yelm City Council will hold a public hearing at 7 30 p m on
Wednesday, August 26, 1992, to receive comments on a request from
Harry Lewis of Olympia to change the comprehensive plan
designation and zoning of a parcel west of Crystal Springs Road

Dear Council Members:
The following is information concerning the rezone request for
four-plus acres on Crystal Springs Road that may be helpful in
your decision concerning that request.
As you are serving in a semi-judicial role for this hearing, I am
prohibited from talking with you personally. I have therefor
prepared the following and hope that you will have the opportunity
to visit the property prior to the hearing.
Having lived in Yelm for twenty years, I sincerely believe that
locating an undustry or other business on the acreage under
consideration would not be in the best interest of the neighbors
and the community. The following is my argument for zoning change
from industrial to residential:
1. No access to Rhoten Road for truck traffic will burden Crystal
Springs and the Middle School with truck traffic.
2. This property was zoned industrial 15 - 20 years ago. Change
has occurred over the years from industrial to residential in
this specific area, presently surrounded by residential homes
on three sides. Placing industry on the property would create
problems for adjacent home owners, the School District and the
City in my opinion.
3. The subdivision would include buffering on the east border with
tree screening and berms by the developer to, mitigate and define
conflicting uses.
4. All titles adjacent to industrial property will include notations
indicating that fact to assist in mitigating future problems.
5. Under the requirements of the Growth Management Act, the cities
need provisions for reasonable housing. This small lot
subdivision would assist in providing those requirements.
6. The rezone would not detract or devalue the existing industrial
zoned area. The site located in the outside corner of the
industrial zone would not impinge on future industrial applications.

7. All adjacent neighbors contacted objected to siting industry
on the property and objected to industry or business locating
on the site (see enclosed list of signatures.)

I firmly believe the rezone to residential is in tl\e best interest

Dear Harry,
As you know, on Tuesday, July 21, the Yelm Planning
Commission recommended that the City Council deny your
request to change the zoning of four and one-half acres
along Crystal Springs Road from Industrial (IZ) to single
family residential (R-1) The Commisslon found that the
proposed zonlng would be inconsistent with the comprehensive
plan designation of this site for industrial uses and
declined to amend the plan after finding that reduction in
the potential industrial area of the city would not be in
the communlty's best interests and would create the
possibility of increased land use conflicts Consistent
with this recomendation, the Commission also recommended
that the requested preliminary subdivision plat approval be
denied
Per your request, these applications have been scheduled for
public hearings before the City Council on Wednesday, August
26, 1992 Notices of those hearings will be distributed ln
the near future Please feel free to contact me if you have

I strongly object to your GHY.jTAL SPRINGS ReAD PLAN Al'1.i>1El,Dl'~l'TT
AND REZCI~E as it affects my property for the following reasons.
1. The proposed eastern boundary of the proposed SINGLE FAuILY
RESIDENTIAL takes in all but a 47' to 40' strip on the eastern
boundary of my pronerty thereby making it of little or no use
and devalueing my entire property. If a zoning change is to
occur, it must at least encompass my entire property or be
ammended in a more sensible manner.
2. My prorerty is currently used for a small family business
(CUSTCM RACING COLORS) and a small horse breeding business
in addition to a residence. It would appear more appropriate
if it were to remain zoned as is.

will hold a public hearing at 4:00 p.m.
on Tuesday, June 16, 1992; to receive

Lewis of Olympia to change the com-
prehensive plan designation and zon-

Springs (R-1) and to sub~lvlde the
parcel into twenty lots. ThiS 4% acre
parcel is located at 750 Crystal
Springs Road about 800 feet south of

North', Range 2 East W.M., and is
