AN ORDINANCE PROVIDING FOR A CHANGE IN ZONING OF TWO
PARCELS OF LAND LYING EAST AND WEST OF VANCIL ROAD FROM
RESIDENTIAL AGRICULTURE TO MULTI-FAMILY RESIDENTIAL (R-
2) AND AMENDING THE YELM COMPREHENSIVE PLAN
ACCORDINGLY
WHEREAS. pursuant to application #8047 the Planning Commission
has held a public hearing with due notice and recommends a change
in the offlcial zoning map of Yelm as described below.
WHEREAS the City Council has declined to hold a public hearing
on such request. and
WHEREAS, the Commission found that this proposal conforms with
the intent, purpose and standards of Yelm Comprehensive Plan and
Chapters 17 22 of the Yelm Municipal Code and the Council does
concur.
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF YELM DOES ORDAIN
AS FOLLOWS
Section 1 Pursuant to RCW 35 63 120. Ordinance 346 and the
zoning map of the City of Yelm as it applies to the following
described property shall be and is hereby amended from
Residential Agriculture (RA-5) to Multi-Family Residential (R-2)

associated with Vancil Road's traffic capacity, as well as

On Tuesday, October 20, the Yelm Planning Commission
recommended approval of your request to change the zoning of
eight acres along Vancil Road from Residential Agriculture
to Multi-Family Residential zoning and to amend the Yelm
Comprehensive Plan accordingly Commission members
suggested consideration of designating properties to the
north but south of the proposed new arterial known as Y-2
also as multi-family (I understand that Alf Birkland would
support such a change )
The City Council will consider this recommendation on
Wednesday, October 28 The Council may accept the
Commission's recommendation or, if requested, schedule a
public hearing I encourage you to attend the Council
meeting

Staff Analysis
Once again the City is confronted with a request for multi-family
zoning where the City's comprehensive plan is indefinite
regarding the standards for siting such uses The principal
issue appears to be whether this area should constitute a
transitional area between the Yelm Avenue commercial area and
future lower residential densities to the south
A decision is made more difficult by the undetermined alignment
of future arterials and collectors in the area
