Dear Mr Asher,
Following its public hearing on Tuesday, October 20, the
Yelm Planning Commission recommended that the City Council
deny your request to change the zoning of six acres along
West Road from Single-Family Residential to Multi-family
zoning and to amend the Yelm Comprehensive Plan accordingly
The Commission found that this proposal was untimely as
sewer and water facilities necessary to support this
residential density are not yet in place, the planned
Stephens Street - West Road arterial connection has not been
constructed, and the change in zonlng was generally opposed
by residents of the area
The City Council will consider this recommendation on
Wednesday, November 4 The Council may accept the
Commission's recommendation or, if requested by you or
someone else, the Council may schedule a public hearing I
encourage you to attend the Council meeting

We would like to urge the cormnission to reject the proposed change of six acres
from single-family residential (R-l) to multi-family residential (R-2) for the
following reasons
1. West Road is designated in the Yelm transportation plan as a maJor arterial
The addition of 50 or more apartments on six acres would create additional traffic
problems already increasing.
(" '2 The buildings would be infringing onthe flood plain of Yelm Creek disturb-
ing the rehabilitation now in its infancy.
3. There is no shortage of land available for multi-family construction in
areas that do not now contain siQgle family dwellings.
4 The homes already constructed on West Road are siQgle-family dwellings.
Homeowners purchased these homes with the knowledge this was a single-family
residential district. To change the classification now would be a disservice to
the present homeowners. The addition of 50 rental units would change the character
of the neighborhood
5 David Asher knew the area where he purchased property was single-family
residential and where he has already constructed several single-family homes. There
is no urgent need to change the present classification
6. The best interest of the city would not be enhanced by the change in zoning

RE: Request for zoning change - David Asher
My husband and I would like to express our opposition to the
requested rezoning of David Asher's property. We urge the Planning
Commission to reject the proposal.
The rehabilitation of Yelm Creek has just begun. The creek is
very fragile. To impose a 50+ apartment complex on such a small
area would be devastating to the creek. In addition, we question
whether the development could be built without intruding into the
creek's flood plain.
Secondly, as a 50+ year resident of the neighborhood, we strongly
disapprove of a large apartment complex imposing on our neighborhood.
We live here because it is a single-residential district. We
suspect that many other homeowners in the neighborhood purchased
their homes with the belief that it would always be single-family
residential.
Third, our neighborhood does not and cannot support the phenomi-
nal increase in traffic a development of the proposed size would
impose.
David Asher knew the zoning was single-residential when he
purchased the property. He has already constructed several single-
family houses. The property should remain the currant zone of
R-l.
There is plenty of land available that is already zoned R-2.
PLEASE do not impose this rezone on our neighborhood.

come a truly snarled mess. 4. It would seem that there
are other areas within the scope of Yelm city limits that

City Council:
I recently received a Notice Of Public Hearing, regarding the
Asher Multi-Family Zoning, and would like to respond to this
proposal.
I request an appeal at this time regarding the above matter,
for the following reasons:
1. I believe a multi-family residence constructed on six
acres would have a negative impact on the Yelm Creek area,
by destroying natural habitat, wildlife, vegitation,
and wet-lands. The community has made extensive efforts
to preserve this area for future generations.
2. The single-family residential area will be greatly affected
by a multi family structure. The area in which the proposed
site would be built, allows for little parking, and no play
ground area for the children. This would force the children
to play in the streets, creek and the surrounding
neighborhood properties.
3. The roads surrounding the purposed sites would not handle
the increased traffic flow, due to over development to the
area, and poor accessability to the property.
4. The sewage or septic system is not efficent enough for the
area and could affect neighbors wells, and creek area.
5. I reside near some of the Ashers existing rental properties,
and am concerned with the poor maintenence of the rental
units, which would indicate poor or little maintence of
a multi-unit dwelling.
6. A multi-unit dwelling would decrease the existing value
of the residential properties, and is not cohesive to
a long term plan for this specific area.
I woud like to request at this time, this motion be denied.
I understand that this request is for a re-zoning proposal which
may be granted. If this proposal is accepted, I will request
at this time, a public hearing appealing the above proposal.
