AMENDING THE YELM COMPREHENSIVE PLAN ACCORDINGLY

WHEREAS, pursuant to application #8072 the Planning Commission
has held a public hearing with due notice and recommends a change
ln the offlcial zoning map of Yelm as described below,
WHEREAS, the City Council has declined to hold a public hearing
on such request.
WHEREAS, the Commission found that development of such property
could and should be without direct access to West Road and should
be subject appropriate participatlon in providing necessary
improvements to 103rd Avenue, and
WHEREAS, the Commission found that thlS proposal conforms wlth
the intent, purpose and standards of Yelm Comprehensive Plan and
Chapters 17 22 of the Yelm Municipal Code in that the site acts
as a transition from commercial to slngle-family land uses, and
the Council does concur,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF YELM DOES ORDAIN
AS FOLLOWS:
Section 1 Pursuant to RCW 35 63 120. Ordinance 346 and the
zoning map of the City of Yelm as it applies to the following
described property shall be and is hereby amended indicated
Multi-Famlly Residential (R-2) zoning for that property described
as Parcel Number 1 of Short Subdivision #8019 (auditor's file
~8706190115) withln Lot 18 of Block 36 of McKenna's Irrlgated
Tracts
Section 2 This Ordinance shall become effective on the 30th
day of December , 1992, being a date not less than five days
following its publication

Dear Mr Iverson,
Following its public hearing on Wednesday, November 18, the
Yelm Planning Commission recommended that the City Council
approve your request to zone your property on 103rd Avenue
as R-2 for multi-family use and to amend the City's
comprehensive plan map accordingly The Commission found
that the proposal was consistent with the Plan policy of
using multi-family development as a transition use from
commercial to single-family uses The Commission
recommended that this zone be granted subject to the
understanding that development of this property could not
include access to West Road and that sharing in the cost of
improvements to 103rd Avenue would be required when the
time comes ..
The City Council will consider this recommendation at 7:30
p m on Wednesday, December 9, 1992 The Council may accept
the Commission's recommendation or, if requested by you or
someone else, the Council may schedule a public hearing I
encourage you to attend the Council meeting

o m on Tuesday, November 17 1992, to recelve comme~ts on a

intersection of West Road and 103rd Avenue as multi-family
resldentlal (R-2J zoning and to amend the Yelm Comprehensive PLan
accordlngly Such zoning would permit apartments with up to

Staff Analysis
Since 103rd is classified as a collector, the key issue seems to
be whether this site is a 'transition" location between single
family and commercial/industrial uses Second, a policy needs to
be clearly established whether traffic analysis and possible
mitigation related to individual projects should be conducted at
the zoning stage or subdivision/site plan review stage of
devlopment If the requested zoning were approved development of
this property may still be conditioned on sharing the costs of
related transportation system improvements not yet identified
If approval is recommended the Commission must clearly
distinguish this proposal from the multi-family rezone proposed
by David Asher along West Road

at the intersection of 103rd Avenue and West Road and find
that we are missing some information Needed are an
enviromneatl checklist with the $50 fee, and a list of the
property owners within 300 feet of your property (the City
will prepare this list for you for an additional $50)
These two forms are enclosed This information is needed as-
soon as possible
You should also know that last Tuesday the Planning
Commission recommended deniaT of multi-family zoning for
David Asher's property at the west end of West Road along
Yelm Creek This recommendation was based primarily on the
unacceptable impact of additional traffic in the area prior
to the planned extension of West Road to Stephens Street
I'd be ple~sed to discuss the implication of this decision
for your property
I need to know what course of action you want to take by
5.00 pm, Monday, November 2, if this request is to be
heard by the Planning Commission at their November meeting
on the 17th
