However, the followlng conditions of approval were set by the Council: 1. A 6' fence (soild) on the perimeter of the property be installed at the developeres expense; 2. Condition #1 of the MDNS requires the developer to meet all conditions of the traffic report by SCA, dated November 15, 1993; 3. Condition #2 of the MDNS requires an agreemnet be in place for the necessary upgrade to the water system to meet the minimum fire flow requirements througthou the project site prior to plat construction, 4. The lot numbering sequence be corrected to reflect the omlssion on Lot #4; 5. Create a more usable open space by locating the wet ponds clos~ to the property lines and the infiltration basins could have flatter slopes and shallower depths; 6 Street standards as shown on the preliminary plat may be revised to the City current standards. 7. Fire hydrant location and spacing be reviewed and approved by the Fire Marshall at time of construction drawings. These condltions must be met prior to construction and/or final plat approval. Dear Mr. Peterson I'm writing this letter to address some concerns my neighbors and I share regarding the above proposal. I spoke to several people in the surrounding area regarding this proposal and many of them share my concern with that many units being placed right in our back yards. Many of us have been long time residents of Yelm, and enjoy the peace and quiet this area is well known for, we are not against growth in our community as long as it is done in a tasteful manner. First of all we ask that the City Planner take into consideration the noise pollution that many added families would bring to our area. Second: Since these units will be sold individually we have no assurance of the crime impact such units would manifest, Considering this is a long term project. Third: In speaking to Mr. Carpenter, My concern with the size of the lots being proposed, Mr. Carpenter informed me that the lots would average about a 50 X 100 foot lots. I lived in Tacoma from 1960 to 1984 when I and my Husband moved to this beautiful City of Yelm. The average lot for a home in Tacoma was at that time a 50 X 120 foot lot. Which once again addresses my concern for overcrowding. Fourth: We ask the City Planner to please do more research on the 4" pipe proposed for the septic unit, please take into consideration that 63 new units will be placed on this site. Fifth: Our area is growing very rapidly, has the issue of added security, such as added Police, street lighting, and an over all plan to educate our Yelm citizens on neighborhood watch programs. While beauty is still in the eye of the beholder we do not feel that this would be a very beautiful thing for us to have to look at as we are enjoying our morning coffee looking out our windows as we have done for so many years. A 63-1ot Manufactured Home unit is not our idea of beauty. We Respectfully ask the City Planner to please take our proposal into consideration 1. On the 63-unit proposal, we ask a reduction of 50%. 2. We ask that Mr. Carpenter place a 6ft fence around the area to provide some security, and also place some rapid growing trees to muffle some of the noise, and perhaps give us something else to look at besides this unjust over-crowding. 3. To be better informed about what are the requirements for city septic, many of us are not connected to the city unit thus are a little uninformed about requirements. 4. We wish to know, what plans does the City of Yelm have for increased security. Are their programs available to the public on different measures we can take to protect our homes and families from such a growth. Enclosed are the names, addresses, and phone numbers of the people that share my concern. Prairie Vista SubdivIsion Page 4 ;, SECTION 1 PROPOSED PROJECT DESCRIPTION The proposal IS to create 63 smgle family lots and three open space tracts (two tracts for stormwater treatment and disposal) on 14 6 acres more or less. Approximately 2530 If of public roadway will be built to service the subdivision and will be dedicated to the City of Yelm at the time of final plat. The conveyance scheme IS to collect road runoff mto gutters and convey the runoff to catch basms and ultimately the runoff will be piped to the various wet ponds for treatment. After treatment, one of two retention ponds will mfiltrate the runoff into the ground. The stormwater facilities located on the north side of the plat consist of a wet pond which spills mto the retention pond after treatment. The stormwater facilities located m the middle of the plat consists of a wet pond that provides "live" storage above the wet pond "dead" storage. Following treatment, the runoff spills mto a retention pond for disposal. Upon prelimmary approval, site specific soil logs will confirm infiltration rates in excess of ten mches per hour and the prelimmary size requirements may then be reduced. It shall be necessary to extend City services (sewer and water) to the site. These services will not pose a conflict with onsite stormwater facilities as all crossmgs will be deSigned to either go over or under city utilities as the state health code and common constructIOn practices dictate. A suggestion has been made by the City Plannmg Staff that the stormwater runoff resultmg from any Improvements to the Intersection of Burnett Road and SR 510 be "handled" by the development. This is appropriate and IS not In dispute, however, until the actual Improvements are deSignated/identified by the City's Engineer, a deSign at IS not feasible at thiS time and IS not provided. It IS expected that any runoff accommodation offsite (intersection Burnett/SR 510) will have to be taken care of within the right-of-way of Burnett Road. Storage of the runoff will most likely be by means of mfiltration galleries located under the roadside shoulder SECTION 2. EXISTING CONDITIONS Currently there IS one Single family dwelling located on the site. ThiS residence IS currently serviced by a private well and septic drain field. Once the city utilities are constructed and approved for connection, the smgle family residence will abandon the well and septic field. The remainder of the site is mostly pasture/prairie With the main low area traversmg the site in a southeast to northwest direction. Site relief varies from 338 in the northeast corner to 329 near the middle of the site. The site high pomt IS located on top of a ridge (340) located in the southwest third of the property There are no city utilities currently along Burnett Road. Prairie Vista Subdivision Page 5 " SECTION 3 INFILTRATION RATE(SI/SOILS REPORT The infiltration rate used for this preliminary design is 10 Inches per hour On March 24, 1994 this office conducted two soils logs on the Dave Wilson property located just west of the trailer court In back of "Dirty Dave's Pizza" "Dirty Dave's" IS located Just to the southeast (2 city blocksl and area soils are not expected to be radically different from the soils present at Prairie Vista. The soils logs (copies provided In Appendix Bl confirm gravelly sandy loam consistent with the soils predicted for Prairie Vista by the Soil Survey of Thurston County Washington. SCS predicts infiltration rates In excess of 20 Inches per hour for the Span away soil type. To ensure that adequate space IS prOVided for stormwater treatment and disposal for this preliminary design, a conservative rate of 10 inches per hour has been selected for use. Upon preliminary approval and prior to final design drawing, soil logs will be excavated to verify soil type and Infiltration rate. SECTION 4 WELLS There IS one single family well located on the site. This well shall be abandoned per DOE requirements once City services are available for connection. The well is located near lot #33. SECTION 5: FUEL TANKS There are no known fuel tanks associated With the single family residence and none were discovered during the topographic survey of the site. SECTION 6: SUB.BASIN DESCRIPTION The area topography IS such that the slope of the land IS fairly gradual in nature from the intersection at Burnett Road and SR 510 and IS predominately In a northwesterly direction. Two ridges traverse the site In a northwesterly direction creating a low area In the middle of the plat. Site relief is 10 feet In the most extreme condition. Due to the highly permeable nature of the area soils, no offsite runoff is detectable, nor is any runoff from upstream properties to the east and south noticeable. This site IS located within the Yelm Creek drainage basin near the boundary of the Thompson Creek basin. SECTION 7 ANALYSIS OF THE 100 YEAR FLOOD CONDITION This site is not located Within any 100 year flood plain. SECTION 8: AESTHETIC CONSIDERATIONS FOR THE FACILITIES The onslte stormwater treatment and disposal areas have been located away from Burnett Road In order to lessen the Visual impact to the public. These facilities have been grouped together and provided with relatively shallow depths in an attempt to minimize the visual impact to the residents. SECTION 9: DOWNSTREAM ANALYSIS Prairie Vista Subdivision Page 6 SECTION 9: DOWNSTREAM ANALYSIS No analysIs IS provided for this design as there is no off site stormwater release. SECTION 10: COVENANTS, DEDICATIONS AND EASEMENTS Easements to the stormwater facilities shall be shown on the final plat. Stormwater facilities located withm road rights-of-way will be dedicated to the City of Yelm at the time of final plat. Covenants will be created glvmg responsibility for operation and maintenance of the wet/retention ponds to the Homeowner's Association. SECTION 11 PROPERTY OWNER'S ASSOCIATION AND ARTICLES OF INCORPORATION The owner will provide these for the City's review prior to final plat. Clear the areas associated with roadway constructIOn. 3 Cut the roads to subgrade. 4 Build temporary shallow ditches to carry the runoff away from the roadways. 5 Excavate the wet ponds to act as a sediment traps and partially excavate the retention ponds. 6 Install stormwater lines and utilities. 7 Install catch basms and provide inlet protection. 8. Ballast the roadways. 9 Construct the curb. 10. Crush the roadways. 11 Abandon the temporary dram age ditches. 12. Pave the roadways. 13 Complete the ponds. 14 Distribute any collected sediments into the bottom of the wet ponds. 15 Stabilize all disturbed areas the ponds. Prairie Vista Subdivision Page 8 SECTION 2 TRAPPING SEDIMENT Siltation fencing placed along the south and west property lines will protect down stream property and the City's right-of-way located along Burnett road. Temporary ditches located at subgrade will collect sediment as well as convey sediment to the partially excavated pond. Sediment that is trapped may be distributed into the bottom of the wet ponds at the close of construction. Inlet protectIOn provided at each catch basin will protect the stormwater collection system. SECTION 3 PERMANENT EROSION CONTROL AND SITE RESTORATION All disturbed areas, the blofilter and the pond will be stabilized with grass at close of construction. Though not permanent m nature, the perimeter siltation fence may be left "up" to provide additional protection once the lots begm to develop. Based on these differences it 15 recommended that the City treat the submittal of this most recent preliminary plat as a new submittal not a minor change of the original submittal. ~ The drainage calculations do not follow the Thurston Regional Drainage Manual format or methodology It is recommended that the drainage report be redone and that a preliminary drainage plan be submitted that would include show drain pipe routes and catch basin locations. From the information at hand it would be difficult to determine the adequacy of the design concept. Test holes should also be dug. As you know, the City has been reqUIring preliminary drainage plans, reports and test holes from other similar projects. 3.
