SUBJECT: SUB8084 - Preliminary Plat Approval
On Monday, September 28, 1994, the Yelm City Council granted
approval for a Preliminary Plat for a 63 lot manufactured home
subdivision for your property located East of Burnett Road
approximately 1,000' north of Yelm Avenue (SR 510). However, the
followlng conditions of approval were set by the Council:
1. A 6' fence (soild) on the perimeter of the property be
installed at the developeres expense;
2. Condition #1 of the MDNS requires the developer to meet
all conditions of the traffic report by SCA, dated
November 15, 1993;
3. Condition #2 of the MDNS requires an agreemnet be in
place for the necessary upgrade to the water system to
meet the minimum fire flow requirements througthou the
project site prior to plat construction,
4. The lot numbering sequence be corrected to reflect the
omlssion on Lot #4;
5. Create a more usable open space by locating the wet
ponds clos~ to the property lines and the
infiltration basins could have flatter slopes and
shallower depths;
6 Street standards as shown on the preliminary plat may
be revised to the City current standards.
7. Fire hydrant location and spacing be reviewed and
approved by the Fire Marshall at time of construction
drawings.
These condltions must be met prior to construction and/or final
plat approval. PLEASE RETAIN IN YOUR FILES, THIS LETTER
CONSTITUTES APPROVAL OF THE PRELIMIARY PLAT.

The Preliminary Plat approval was granted under Title 16 of the
Yelm Municipal Code. Pursuant to the requirements of Title 16, if
construction has not substantially begun by September 28, 1997 the
preliminary plat approval will expire at that time. Title 16 also
contains the information on procedures and requlrements for Final
Plat Approval. Copies of Title 16 are availabe at Clty Hall.

Dear Mr. Peterson
I'm writing this letter to address some concerns my neighbors
and I share regarding the above proposal.
I spoke to several people in the surrounding area regarding
this proposal and many of them share my concern with that many
units being placed right in our back yards. Many of us have
been long time residents of Yelm, and enjoy the peace and quiet
this area is well known for, we are not against growth in our
community as long as it is done in a tasteful manner.
First of all we ask that the City Planner take into consideration
the noise pollution that many added families would bring to
our area.
Second: Since these units will be sold individually we have
no assurance of the crime impact such units would manifest,
Considering this is a long term project.
Third: In speaking to Mr. Carpenter, My concern with the size
of the lots being proposed, Mr. Carpenter informed me that the
lots would average about a 50 X 100 foot lots. I lived in Tacoma
from 1960 to 1984 when I and my Husband moved to this beautiful
City of Yelm. The average lot for a home in Tacoma was at that
time a 50 X 120 foot lot. Which once again addresses my concern
for overcrowding.
Fourth: We ask the City Planner to please do more research on
the 4" pipe proposed for the septic unit, please take into
consideration that 63 new units will be placed on this site.
Fifth: Our area is growing very rapidly, has the issue of added
security, such as added Police, street lighting, and an over
all plan to educate our Yelm citizens on neighborhood watch
programs.
While beauty is still in the eye of the beholder we do not feel
that this would be a very beautiful thing for us to have to
look at as we are enjoying our morning coffee looking out our
windows as we have done for so many years. A 63-1ot Manufactured
Home unit is not our idea of beauty.
We Respectfully ask the City Planner to please take our proposal
into consideration
1. On the 63-unit proposal, we ask a reduction of 50%.
2. We ask that Mr. Carpenter place a 6ft fence around the area
to provide some security, and also place some rapid growing
trees to muffle some of the noise, and perhaps give us
something else to look at besides this unjust over-crowding.
3. To be better informed about what are the requirements for
city septic, many of us are not connected to the city unit
thus are a little uninformed about requirements.
4. We wish to know, what plans does the City of Yelm have for
increased security. Are their programs available to the
public on different measures we can take to protect our
homes and families from such a growth.
Enclosed are the names, addresses, and phone numbers of the
people that share my concern. We hope that our issues be
addressed in the September 28, 1994 meeting, scheduled at 7:00
p.m.

63-LOT MANUFACTURED HOUSING SUBDIVISION
PRAIRIE VISTA (SUB 8084)
The City of Yelm has issued a Mitigated Determination of Non-
Significance (MDNS) under the State Environmental Policy Act Rules
(WAC 197-11) for the following project: 63-Lot Manufactured
Housing Subdivision in a Single-Family Residential (R-1) Zone.
The project, (approximately 14.6 acres) is located East of Burnett
Road SE., about 1000 feet North of SR 510 (Yelm Avenue) in Section
13, Township 17 North, Range 1 East, W.M.
After review of the completed environmental checklist and other
information on file with the City, the City of Yelm has determined
that, after mitigation, this proposal will not have a significant
adverse impact on the environment. Copies of the MDNS are
available at Yelm City Hall, 105 Yelm Ave W.

Background
The City received the original application for a 56 lot
subdivision in February of 1993. Since then the City and
applicant have negotiating development opportunities for subject
property A rezone of the property had to take place and studies
for traffic and drainage be completed Last June the applicant
submitted a 70 lot manufactured housing subdivision to the City
At that time, the Planning Commission directed the proponent to
complete the application requirements, meet City Codes, and look
at reducing the density in the area The applicant has
resubmitted a completed application for a 63 lot subdivision
proposal

Design and Development Standards: The proposal complies with the
"working" development standards, The applicants proposal
does show sidewalks on both sides of the internal street
network, standards only require one side

Ordinance The Planning Dept felt that since the applicant
applied prior to adoption of the new ordinance, the choice
was given to the applicant to comply with either ordinance
Staff Analysis: Based upon the above staff report and findings
that the proposed project is in accordance with the policies and
regulation of the City of Yelm, the applicant's revised proposal
represents a 10% decrease in density, and the approved traffic
and drainage reports the City Planning Department recommends
approval of the 63-1ot manufactured housing subdivision with the
following conditions:
1) That the State Environmental Policy Act (SEPA)
determination be issued and the comment period
expire
2) That an agreement be in place for the necessary
upgrade to the water system to meet minimum fire
flow requirements throughout the project site
3) Lot numbering sequence be corrected, Lot #4 has
been omitted

5) If the applicant chooses, he may wish to use the
latest street profile, less sidewalk is required

RECITALS
A. The Developer has subrmtted an application to the City of Yelm for the construction
of 70 smgle family dwelling umts, commonly known as Prame Vista Development (the "Project").
The Project IS located on property that lies within District boundaries, more partIcularly described
on ExhibIt A, attached hereto and incorporated herein by reference.
B The State EnvIronmental Policy Act, Chapter 43.21C RCW ("SEPA"), provides
processes and procedures whereby major actIOns by state and local agencIes, inc1udmg, but not
lIrmted to, plat or PUD approval or the issuance of building perrruts, may be revIewed to determine
the nature and extent of their Impact on the environment. Impacts on public services, mc1uding
schools, are environmental impacts for the purposes of SEP A. SEP A reqUires the mitigation of
adverse envIronmental Impacts.
C The DIStriCt'S student populatIOn and growth projections mdIcate that the Project
WIll have an Impact on the District, when cumulatIve Impacts of other projects are consIdered.
D RCW 82.02.020 authonzes the DIStnCt to enter mto a voluntary agreement wIth the
Developer for payment to rmtigate the Impact of the Developer's Project.

as a result of the Developer's Proj~ct and that thIS Agreement IS necessary as a result of that Impact.

of the Project, the Developer has offered to pay the District the followmg sum of money' Five
Hundred and Noll 00 Dollars ($500 00) for each smgle family mobile home umt or the total sum of

the 70 single family mobile home umts.
3 Any extension, renewal, modification or amendment to the Project that results m an
adjustment m the number of dwellmg units or a change from mobile home umts shall result m a
corresponding pro rata adjustment in the Mitigation Payment.
4 The Developer agrees that the payment of the full Mitigation Payment (m the
amount of five hundred and NollOO Dollars ($50000) per dwellmg umt or thIrty five thousand
and NollOO Dollars ($35,50000) for the project, shall be a condition ofbUIldmg permit issuance
and shall be made prior to or at the time of bUIlding perrrut issuance for each single famIly mobile

of the MitigatIOn Payment pursuant to this Agreement and hereby covenants and undertakes that It

claIm, or challenge or proceeding to challenge thIS Agreement, claIm any repayment or
reImbursement of funds, performance or Improvements provided for therem, or any of its terms
and condItions, on any ground or basis whatsoever
9 The DIStrICt hereby waives any objectIon to the Project as presently proposed.
10 The DIstnct and the Developer agree that the Mitigation Payment will be full and
complete Ill1t1gation for the Impact of the Project as presently proposed on the District.
11 ThIS Agreement shall be bmding upon and inure to the benefit of the heirs,
executors, adIll1mstrators, successors, and aSSIgns of both of the Developer and the DIstnct.
12 If an action must be brought to enforce the terms of this Agreement, such actIOn
shall be brought in Thurston County Supenor Court. The prevaIlmg party shall be entitled to
payment of ItS costs and reasonable attorneys' fees.

SECTION 1 PROPOSED PROJECT DESCRIPTION
The proposal IS to create 63 smgle family lots and three open space tracts (two tracts for stormwater
treatment and disposal) on 14 6 acres more or less. Approximately 2530 If of public roadway will be built
to service the subdivision and will be dedicated to the City of Yelm at the time of final plat. The
conveyance scheme IS to collect road runoff mto gutters and convey the runoff to catch basms and
ultimately the runoff will be piped to the various wet ponds for treatment. After treatment, one of two
retention ponds will mfiltrate the runoff into the ground. The stormwater facilities located on the north side
of the plat consist of a wet pond which spills mto the retention pond after treatment. The stormwater
facilities located m the middle of the plat consists of a wet pond that provides "live" storage above the wet
pond "dead" storage. Following treatment, the runoff spills mto a retention pond for disposal. Upon
prelimmary approval, site specific soil logs will confirm infiltration rates in excess of ten mches per hour and
the prelimmary size requirements may then be reduced.
It shall be necessary to extend City services (sewer and water) to the site. These services will not pose a
conflict with onsite stormwater facilities as all crossmgs will be deSigned to either go over or under city
utilities as the state health code and common constructIOn practices dictate.
A suggestion has been made by the City Plannmg Staff that the stormwater runoff resultmg from any
Improvements to the Intersection of Burnett Road and SR 510 be "handled" by the development. This is
appropriate and IS not In dispute, however, until the actual Improvements are deSignated/identified by the
City's Engineer, a deSign at IS not feasible at thiS time and IS not provided. It IS expected that any runoff
accommodation offsite (intersection Burnett/SR 510) will have to be taken care of within the right-of-way of
Burnett Road. Storage of the runoff will most likely be by means of mfiltration galleries located under the
roadside shoulder
SECTION 2. EXISTING CONDITIONS
Currently there IS one Single family dwelling located on the site. ThiS residence IS currently serviced by a
private well and septic drain field. Once the city utilities are constructed and approved for connection, the
smgle family residence will abandon the well and septic field. The remainder of the site is mostly
pasture/prairie With the main low area traversmg the site in a southeast to northwest direction. Site relief
varies from 338 in the northeast corner to 329 near the middle of the site. The site high pomt IS located on
top of a ridge (340) located in the southwest third of the property There are no city utilities currently
along Burnett Road.

SECTION 3 INFILTRATION RATE(SI/SOILS REPORT
The infiltration rate used for this preliminary design is 10 Inches per hour On March 24, 1994 this office
conducted two soils logs on the Dave Wilson property located just west of the trailer court In back of "Dirty
Dave's Pizza" "Dirty Dave's" IS located Just to the southeast (2 city blocksl and area soils are not expected
to be radically different from the soils present at Prairie Vista. The soils logs (copies provided In Appendix
Bl confirm gravelly sandy loam consistent with the soils predicted for Prairie Vista by the Soil Survey of
Thurston County Washington. SCS predicts infiltration rates In excess of 20 Inches per hour for the
Span away soil type. To ensure that adequate space IS prOVided for stormwater treatment and disposal for
this preliminary design, a conservative rate of 10 inches per hour has been selected for use. Upon
preliminary approval and prior to final design drawing, soil logs will be excavated to verify soil type and
Infiltration rate.
SECTION 4 WELLS
There IS one single family well located on the site. This well shall be abandoned per DOE requirements once
City services are available for connection. The well is located near lot #33.
SECTION 5: FUEL TANKS
There are no known fuel tanks associated With the single family residence and none were discovered during
the topographic survey of the site.
SECTION 6: SUB.BASIN DESCRIPTION
The area topography IS such that the slope of the land IS fairly gradual in nature from the intersection at
Burnett Road and SR 510 and IS predominately In a northwesterly direction. Two ridges traverse the site In
a northwesterly direction creating a low area In the middle of the plat. Site relief is 10 feet In the most
extreme condition. Due to the highly permeable nature of the area soils, no offsite runoff is detectable, nor
is any runoff from upstream properties to the east and south noticeable. This site IS located within the Yelm
Creek drainage basin near the boundary of the Thompson Creek basin.
SECTION 7 ANALYSIS OF THE 100 YEAR FLOOD CONDITION
This site is not located Within any 100 year flood plain.
SECTION 8: AESTHETIC CONSIDERATIONS FOR THE FACILITIES
The onslte stormwater treatment and disposal areas have been located away from Burnett Road In order to
lessen the Visual impact to the public. These facilities have been grouped together and provided with
relatively shallow depths in an attempt to minimize the visual impact to the residents.

SECTION 10: COVENANTS, DEDICATIONS AND EASEMENTS
Easements to the stormwater facilities shall be shown on the final plat. Stormwater facilities located withm
road rights-of-way will be dedicated to the City of Yelm at the time of final plat. Covenants will be created
glvmg responsibility for operation and maintenance of the wet/retention ponds to the Homeowner's
Association.
SECTION 11 PROPERTY OWNER'S ASSOCIATION AND ARTICLES OF INCORPORATION
The owner will provide these for the City's review prior to final plat.

SECTION 2 TRAPPING SEDIMENT
Siltation fencing placed along the south and west property lines will protect down stream property and the
City's right-of-way located along Burnett road.
Temporary ditches located at subgrade will collect sediment as well as convey sediment to the partially
excavated pond.
Sediment that is trapped may be distributed into the bottom of the wet ponds at the close of construction.
Inlet protectIOn provided at each catch basin will protect the stormwater collection system.
SECTION 3 PERMANENT EROSION CONTROL AND SITE RESTORATION
All disturbed areas, the blofilter and the pond will be stabilized with grass at close of construction. Though
not permanent m nature, the perimeter siltation fence may be left "up" to provide additional protection once
the lots begm to develop.

After reviewing the information submitted for the Prairie Vista preliminary plat the
following comments are presented for your review.
o The March 12, 1994 preliminary plat map shows 70 lots being proposed. The
previous preliminary plat submitted in 1993 showed only 56 lots. The road layout is
also completely different. Based on these differences it 15 recommended that the
City treat the submittal of this most recent preliminary plat as a new submittal not a
minor change of the original submittal.
~ The drainage calculations do not follow the Thurston Regional Drainage Manual
format or methodology It is recommended that the drainage report be redone and
that a preliminary drainage plan be submitted that would include show drain pipe
routes and catch basin locations. From the information at hand it would be difficult
to determine the adequacy of the design concept. Test holes should also be dug. As
you know, the City has been reqUIring preliminary drainage plans, reports and test
holes from other similar projects.
3. It is recommended that the interior roadway Right -of-Way (R.O W ) be a minimum
of 54 feet and that Burnett Road have a half R.O W equaling 30 feet. Attached are
typical cross sections of roadways recommended to be used. This will be in line
with the sections recently reviewed by the Yelm planning commission.
(!) It is recommended that a scaled plan be submitted showing proposed sewer and
water utilities. Fire hydrant positioning should also be shown.
5. A Traffic Impact Analysis Report was received and is under review

57-LOT MANUFACTURED HOUSING SUBDIVISION
The City of Yelm Planning Commission will be holding a
public hearing to receive comment on a proposed 67 lot
preliminary plat subdivision The project is located along the
east side of Burnett Rd The request includes the designation of
a manufactured housing subdivision so that either single-family
homes can be built on site or manufactu~ed homes moved on site.
The City Planning Commission will hold a public. hearing on

ISSUE
Last' year the City Council approved a rezone of property along
Burnett Rd from RA, 1-5 to R-1 Residential After the appr'ov~l;
when the City was recording th~ rezone ~nd am~hding the Zoning
Map it was discovered that the legal descriptibn of the property
did not represent a five acre parce~ that was intended to have
been rezoned
RECOMMENDATION
It appears that it was the in~ent of the proponent as well as th~
City Council to have originally approved the re~one proposal to
include the five acre parcel In light of this, ~nd that a
rezone would correct an existing "spot zone' , .and that property
within the City Limits to south. north, and east is currently
zo.ned R-1 R'es i dent i a 1 the P lann i ng Qept recommends, that the'
rezone be approved' .

Map it was discovered that the legal description of the property
did not represent a five acre parcel that was intended to have
been rezoned
RECOMMENDATION
It appears that it was the intent of the proponent as well as the
City Council to have originally approved the rezone proposal to
include the five acre parcel In light of this, and that a
rezone would correct an existing "spot zone" , and that property
within the City Limits to south, north, and east is currently
zoned R-1 Residential the Planning Dept recommends that the
rezone be approved
It is important that the proponent understand that rezoning the
property does not guarantee development, and that any development
is subject to availability of services to the site as well as all
applicable City ordinances, regulations and policies

access the SIte from Yelm Avenue, and the shm-maJoflty (55%) IS expected

Ordinance, Open Space Ordinance and section 6 of the Yelm zoning
Ordinance for SUbdividing the subject property into a single
family neighborhood.
No major changes to the site plan are needed from the Planning
Department perspective.
Transportation
Per the Yelm Comprehensive Transportation Plan and the Washington
state Department of Transportation, District #3, an abbreviated
traffic analysis should be required. The analysis should provide
sufficient background and anticipated traffic information in
order to determine the affects this project will have on Yelm
City streets and State Route 510. Mitigation measures shall be
proposed for those areas significantly impacted.

Building plans to building official site and
frontage improvements:
2 copies to City Engineer;
1 copy to Planning;
1 copy to Public Works Superintendent
1 copy to D.O.T. (when applicable)
NOTE:
A. Engineer incorporates comments from others
and returns one red line to applicant;
B. Director gets comments from water and sewer
and forwards to Engineer.
FINAL REVIEW
Following final review, Applicant presents original
Mylar Reproducible to City for
signature;
Applicant provides City with 4 copies of signed
drawing;
Applicant provides construction
staker with 1 signed copy (minimum);
Applicant provides contractor with 1 signed copy
(minimum), which must be on job site
at all times when work is underway.
PRE-CONSTRUCTION CONFERENCE

POST CONSTRUCTION
Design Engineer prepares record drawing(s) and any
certifications and provides reproducible Mylar (india-
ink) or approved Diazo or Photographic copy to city for
permanent record.
