NOTICE IS HEREBY GIVEN THAT your business at 407 103rd Ave SE is in violation of Chapter 13,
Sections 13.04.220 YMC Cross - Connection and Backflow Control Program
ALLEGATIONS OF FACT
1. Jeff and Brenda Engelhart are the legal owners of Leaps & Bounds Child Care & Early
Learning, Inc. located at 407 103rd Ave SE.
2. Leaps and Bounds Child Care & Early Learning operates a child care service at 407 103rd
Ave SE.
3. On November 20, 2013 Leaps and Bounds Child Care and Early Learning was informed
via US Mail of the cross connection control requirements and allowed 15 days to correct
the situation.
ALLEGATIONS OF LAW
1. The above described property is with the City of Yelm
2. The City has the authority to require cross connection control per Section 13.04.220

3. January 10, 2014 Leaps and Bounds Child Care and Early Learning is operating the
daycare in violation of Chapter 13, YMC.
IT IS ORDERED THAT Leaps and Bounds shall cease the cross connection control violation.
Failure to comply with the terms of this notice of violation may result in further actions by the
City of Yelm, including, but not limited to the issuance of additional civil penalties of up to
$250.00 per day of violation, discontinuance of public water service or further enforcement
action through a court of competent jurisdiction.
