Mike,
Thanks for your reply. I have talked to the individual at this location and he claims not to be involved in hulk hauling,
however, on several occasions early in the morning I have observed him hauling auto bodies toward Lacey. As such I
gave you and the Department of Licensing the courtesy of my observations and will continue with the on going process
of getting his vehicles removed. Thank you.

Hi Gary, I'm the trooper that inspects vehicle wreckers, scrap processors, and hulk haulers, for the Department of
Licensing in Thurston County. I am in receipt of your letter dated October 31, 2013, to Lesh Properties. The letter was in
reference to complaints received reference the activities at 1011 -1017 Yelm Ave West. The letter listed possible vehicle
wrecker and or hulk hauler violations.
Per RCW a person has to be in the business of selling major component vehicle parts to require a vehicle wrecker
license. In order for a hulk hauler license to be required a person has to be in the business of transporting vehicles or
vehicle parts to a licensed vehicle wrecker or scrap processor. I have observed this property on three or four different
occasions and fellow troopers have also observed it looking for this type of activity and have not seen any. Although
there are several vehicles that appear to be stored on the property this does not constitute a violation of vehicle
wrecker or hulk hauler laws.
If there is more evidence developed of illegal vehicle wrecking or hulk hauling or you have any questions regarding this
type of activity please contact me. It would also be beneficial to know the name of the person renting the property and
is responsible for the stored vehicles. Thank you.
