SECTION ONE -- ADMINISTRATION
I BACKGROUND
In 1971, the Shoreline Management Act (RCW 90 58) was approved by the voters of the
State of Washington. This law regulates the development and use of certam nver, lake
and manne shorelines WIthin the State A part of this law reqUIres local governments
(CItIeS and countIes) to adopt local "Shorelme Master Programs" The purpose of the
local Master Programs is to apply the state law to the shorelines wIthm each JunsdICtIOn
The local ShorelIne Master Program must be conSIstent WIth the ShorelIne Management
Act and with state administratIve regulations adopted pursuant to the Act. This
document, along with the admmistratIVe ordmances of local governments, constitute
shorelIne management for the Thurston Region.
The Act provides for regulation of shoreline development and use m two principal ways
First, it requires that each local Shorelme Master Program contain policies and
regulatIOns which define permitted uses and activitIes All development aCtIVIty within
shoreline jurisdIctIOn must be conSIstent with the Master Program, and hence these
polIcies and regulatIOns In one respect, the Master Program IS lIke a comprehensIve
plan for shorelInes because It contams policies, and in another respect it is SImIlar to a
zoning code WhICh contains specIfic performance standards and regulatIOns (The
relatIOnshIp between local zomng code and the Master Program IS dIscussed m a
following SectIon IV.B (refer to page - 4 -)
The second way the Act regulates shorelme actIvities IS by requmng permIts for certam
types of development or use ComplIance WIth the permit reqUIrements IS m addItion
to the need to comply wIth the program regulatIOns Thus, even If a person does not
have to obtam a permIt for a project, it still must comply with the regUlatIOns

II. PERMITS
A bnef description of reqmred permits follows. The procedures by whIch permIts are
obtained and admmistered is discussed In a following SectIOn V (refer to page - 8 -)
A Substantial Development Permit
State law proVIdes that no "SubstantIal Development" shall be undertaken on
Shorelines of the State wIthout first obtaining a Substantial Development PermIt
(SDP) "Substantial Development" IS defined as any development of whIch the
total cost or faIr market value exceeds two thousand five hundred dollars
($2,500), or any development which materially interferes wIth the normal publIc
use of the water or shorelines of the state. The law proVIdes a limIted number
of exceptions to this permIt reqmrement (refer to RCW 9058 030(3)(e))
SubstantIal Development Permits are Issued by the JurisdictIOn in which the
development will occur The Junsdiction's final deCISIOn to approve or deny a
Shoreline Permit may be appealed by any aggrieved person to the State
Department of Ecology, the state Shorelines Hearing Board and to the court (refer
to Section V.C, page - 10 -) State law provides that permIts shall be granted
only when the development proposed is consistent WIth the policy of the
ShorelIne Management Act, the state shoreline regulations r:w ACs) and the local
Master Program (refer to WAC 173-14).
B ShorelIne CondItIonal Use PermIt
State law authonzes local government to mclude m theIr Master Programs land
uses and development WhICh may be permitted by ConditIOnal Use PermIt. The
purpose of a conditional use permit is to allow greater fleXIbIlity m varymg the
applIcation of the use regulatIOns of the Master Program ReVIew cntena
governmg Issuance of the Conditional Use PermIt are prescnbed by state
regulatIOn and prOVIsions of thIS program. Uses whIch are speCIfically prohIbIted
by the master program shall not be authorized. ApplIcatIOn for CondItIOnal Use
PermIt approval IS made to the local government WIth JunsdlctlOn, and a publIc
heanng IS held Final approval or dIsapproval is granted by the State Department
of Ecology (refer to WAC 173-14)

C ShorelIne Vanance PermIt
State law authorizes the grantmg of relIef from specIfic bulk, dImenSIOnal or
performance standards of the master program m extraordmary sItuatIOns Such
relief may be obtamed through a Shoreline Vanance Permit. RevIew cntena
governing issuance of the Variance Permit are prescribed by state regulation and
provisions of this program. Application for Variance PermIt approval IS also
made to the local government wIth jurisdictIOn, and a public hearing is held
Final approval or dIsapproval IS granted by the State Department of Ecology
(refer to WAC 173-14)
D Letter of ExemptIOn from SubstantIal Development PermIt Process
All developments that are not defined as substantIal developments are exempted
from the requirement to obtam a Shoreline Substantial Development PermIt.
However, these developments must stIll comply with the standards of the
ShorelIne Master Program In addItIOn, these developments may stIll need a
Shoreline Conditional Use Permit or a Shorelme Variance
A project proponent must obtam the approval of the local government where the
development wIll occur That JurisdIctIOn wIll ensure that It conforms to the
Shoreline Master Program and to state law. If it complIes, a letter of exemptIOn
states that there are no further ShorelIne permits to obtam, and may contam
conditions WhICh the proponent must meet.

III PENAL TIES AND ENFORCEMENT
The ShorelIne Management Act imposes significant penaltIes for vIOlatIOn of the act,
regulations and master programs A vIOlation constitutes a gross mIsdemeanor, whIch
is pUnIshable by fine or imprisonment (RCW 90.58.220), In addItIOn to the crImmal
penalty, the Act Imposes liabIlity on any person violating the act or conditions of a
permit for all damage to publIc or private property arismg from the VIOlatIOn
Furthermore, the violator may have to restore an area affected by a VIOlatIOn, and pay
the entIre cost of restoration, mcludmg attorney's fees and court costs (RCW 90.58.230)
IV APPLICABILITY
A. GeOgraphIc ApplIcabilIty
This program applIes to all CItIes, towns and unmcorporated areas of Thurston
County
B RelationshIp to Zomng and Other Land Use Controls
In additIOn to the polIcIes and regulations of use activities con tamed wIthm the
Shoreline Management Act and this Master Program, other laws also regulate land
use and development withm shoreline areas For example, the State BUIlding
Code requires the Issuance of a buildmg permIt for the construction of structures,
the State SubdiVIsIOn Act reqUIres subdIVIsion approval If the land IS to be
dIVIded mto lots, and State Health Regulations require permits for water and
sewerage systems A person proposmg a project wIthm the shorelInes must
comply WIth these and other laws as well as meetmg the reqUIrements of the
Shoreline Management Act and the local Master Program
Frequently, local government wIll have adopted zomng regulations and
comprehensIve land use plans WhICh apply both within and outsIde shoreline
areas When these codes are applIed withm the shorelme area, there may be
dIfferences in the zoning regulations and the plan polICIes as compared WIth the
regulations and poliCIes of the Master Program. Because the Master Program IS

techmcally a state law (Le., WAC), the requirements of the Master Program will
prevaIl in the event of a conflIct with the local zomng or plan Whether there is
a "conflict," wIll depend upon the specific subject under consIderatIOn Generally,
however, a conflIct WIll not exist if the zomng or plan reqUIrements are more
protective of shorelme environment than the Master Program For example, If the
zomng district allows a density of one unit per acre, and the Master Program
allows a density of two umts per acre without mtendmg to dIscourage lower
densities, no "conflict" would eXISt. In this case, the reqUIrements of the more
restrictIve code would preVail (i.e., zonmg)
C Lands Adiacent to Shorelines
The Shorelme Management Act expressly contemplates that the use and
development of land adjacent to shorelInes complement the polIcy of the Act and
Master Program. The purpose of this section is to dISCUSS the manner m WhICh
this coordinatIOn IS to be achIeved.
In order to understand the relationship between land use control in the shorelme
area and on adjacent lands, It IS necessary to recogmze the distmctIOn between the
regulatory permit process and the land use planning process SImply stated, a
development which is undertaken without obtaining the applIcable shorelIne
permIts or which IS mconsIstent WIth use regulations of the Master Program, IS
unlawful On the other hand, a use or development WhICh IS to some extent
Inconsistent with a plan policy IS not necessarily unlawful, although It may be
denied or condItioned on the basis of its inconsIstency WIth the plan. These
principles apply to the regulation of shorelme and adjacent lands m the followmg

2 Part of the property IS in the shorelines, part lIes outside, and all the
"development" IS outside the shorelme As m the pnor sItuatIOn (a), no
shoreline permit may be required because all of the "development" lies
outside the shorelIne, and thIS remams true even though a portIOn of the
land lies wIthm the shorelmes "Development" refers to development for
which a shoreline permit would otherwIse be requITed (e g., development
with a fau market value of $1,000 or more) However, use and actIOns
within the shoreline, even though they do not constitute "development,"
must be conSIstent with the regulations of the Act and shoreline program.
Furthermore, as is the case with property lying completely outside the
shorehne, development of the property lying outSIde the shorelme should
be reviewed for conSIstency with the Act and shorelIne program when
other reVIew or permIt processes are followed.
3. Part of the property is m the shoreline, part lIes outSIde, and all or part of
the "development" IS proposed WIthin the shoreline A permIt IS reqUIred
for the "development" WIthin the shorelines In additIOn, uses and other
actions withm the shorelines must comply with the master program
regulatIOns Furthermore, when the development proposal conSIsts of a
single, integrated project and a shorelIne permIt IS requued due to
development within the shorelines, review and approval of development
outside the shorelines pursuant to other laws may be postponed untIl
shorelIne permit reVIew IS accomplIshed If the pubhc interest would be
served by such a revieW sequence Finally, although development
conditIOns may be attached to developments withm shorelmes, condItIOns
may not be attached, pursuant to the Shoreline Management Act, to aspects
of a development lying outside the shorelines However, certam
development condItions may be attached to portIons of a development
lying outSIde the shorelmes pursuant to reVIew processes other than the
shoreline permit process (e g, SEPA, subdIviSIOn review), and these
conditions may be expressly designed to further shorelme policy (as in the
case of subdiVISIOn approvals) or may mdIrectly produce that result (as m
the case of SEP A revIew)

XVI. RESIDENTIAL DEVELOPMENT
A. Scope and Definition
ACtiVIty associated with prOVIsIOn of human dwelling faCIlItIes, mcludmg
subdivision of property, accessory buildings common to reSIdentIal structures and
indIVIdual utIlity services to residential units.
B PolIcies
1 Residential development on shorelines and wetlands should be planned
WIth mmimum adverse environmental and VIsual Impact.
2 Clustering of residential development IS encouraged to mimmIZe adverse
environmental impact and to provide open spaces
3 Residential developments created after the effectIve date of thIS Program
should proVIde adequate common access to the shorelIne and open space
along the shoreline for all residences of the subdIVIsion. The access and
open space should be of adequate size to prOVIde for recreation and to
msure against unreasonable interference WIth adjacent properties
4 When subdividing land, the area under shoreline jurisdiction may be set
aside as an open space tract even if the tract would be smaller than the
mimmum lot size requirement in that shorelme enVIronment. The publIc
interest is served by maintaming shorelme property m a relatIvely
undeveloped state, and private interests are furthered by allowmg more
flexibility in site design.
5 ReSIdential developments created after the effective date of this Program
should provide easements for access to or along the shorelines for the
general public if there has been significant histOrIcal usage by the publIc
Historic use is regular use by the public over a penod of years rather than
mCIdental or occasIOnal use by one or only few members of the publIc
This polIcy IS not mtended to apply to constructIOn of an mdIvIdual
dwelling on a single lot.

6 Residential development should be conSIstent WIth the envIronmental
designation in which It is located as well as the local jUnSdlct!on' s land use
plans and ordinances If a conflIct arises between the regulatIOns of the
Master Program and some other regulation of the local jUnSdlctIOn, then
the most restrictive standard or density shall prevail.
7 Removal of vegetation should be mimmized and any areas dIsturbed should
be restored to prevent erosion and other envIronmental Impacts
8 Waste materials from construction shQuld not be left on shorehnes or
beaches but stored upland.
9 A variety of housing types on land should be encouraged proVIded that
they are consistent with the environmental desIgnation cntena and the
zoning regulations for the site.
10 Residential structures should be located to mInImIZe obstructIOn of VIeWS
of the water from upland areas. The intent of thIS pohcy IS to encourage
the retention of views in and through new reSIdential developments ThIS
policy is not intended to prohibIt the development of mdlvldual shorelme
lots simply because it may mmimize or ehmmate VIews from upland
properties.
11 Residential development along shorelines should be desIgned and SIted to
make unnecessary such protectIve measures as filhng, beach feedmg,
bulkheading, shorehne berms, constructIOn groms or JettIes, or substantIal
grading of the site.

3 Rural Environment

ResIdential densities in this enVIronment shall not exceed two
dwellIng units per acre, regardless of housing type

For shoreline lots which j!e not ~lustered, the mimmum lot SIze
shall be twenty thousand:J20,000)~quare feet of dry land area and
the minimum lot width shall be one hundred (l00) feet (measured
at the ordinary high water mark and at the bUIlding setback Ime)
Lot coverage with impervious surfaces in this environment shall not
exceed thirty percent (30%).

The basic setback for residentIal structures shall be fifty (50) feet
from the ordmary hIgh-water mark and/or comply WIth General
Regulation #16
d.
Land clearing and gradmg is permitted after obtammg a shorelIne
permit, an exemption from the Admimstrator, or a land cleanng
permIt from the local jurisdictIOn for preparatIOn of new bUIldmg
sltes. A buffer of existing ground cover must be mamtamed m the
area between the ordinary high-water mark and twenty (20) feet
from the structure. The ground cover m the buffer may be dIsturbed
only after approval of the Admmistrator where one or more of the
following conditions apply.
(1) A building site has been approved in the buffer area and an
erOSIOn control and vegetation protectIOn plan has been
approved by the Admmistrator
(2) The applicant wishes to landscape the area wIth other
vegetation and has an erOSIOn control plan approved by the
Admmistrator.
(3) When the constructIOn of access pathway IS proposed for to
the shorelme, vegetation will be removed only withm the
boundaries of constructed access pathway

In response to your request on October 22, 1992, I have conducted
an onsite lnvestigation to determine the presence or absence of
jurisdlctional wetlands The following report documents this
analysis
Findlngs indicate there is an intermittent drainage course, Yelm
Creek, which flows along the westerly boundary of the project
site. We sampled four (4) test plots along the drainage corridor
and find AQ jurisdictional wetland onsite or within 150 feet of
the project site boundary. The creek may be considered a
shorelines management area but this is not within the scope of
this study
The conclusion of the onsite wetlands analysis is there are no
wetlands wlthin the project area which could be hydrologically
assoclated with the creek channel or part of another wetland
system This was determined using the onsite federal manual
methods The analysis included a number of test plots within the
site to determine if hydric soil, or a soil which is prone to
holding or ponding water, was present
These findings are discussed in detail in the following sections
of the report. I believe these findings are correct and in
accordance with current standards and policies for wetland
determination as recommended by the Washington state Department
of Ecology (WDOE) and/or adopted by Thurston County

This 1S a wetland reconnaissance report for a SEPA environmental
checklist determination for Jim Kitchen, Property Owner The
report is provided for City of Yelm review to comply with their
requirements for filling and grading at the site
Figure 1 shows the site and vicinity on the USGS quadrangle map
The project site is located along the west side of Crystal
Springs Road, just south of the north City limits boundary, and
east of the Yelm Creek channel It is situated in the NW1/4 of
Section 19, T17N, R2E, WM., Thurston County, Washington.
Figure 2, Soil Survey Map, shows the best available soils data
for the project site, based on the Soil Conservation Service's,
1990 report
Figure 3 is the portion of the County Assessors Parcel Map which
shows the project site and vicinity with the sample test plot
locations plotted to scale within the site.
Figure 4 is the field sketch map made by this investigator which
shows the locations of test plots, drainage course and other
onsite and adjacent offsite features, including the site
boundary The test plot locations were made by John Comis
Assoc1ates with chained measurements to the fence or road right

the "ROUTINE Onsite Determination Method" for typical, generally
undisturbed areas with normal environmental conditions.
The onsite assessment procedure is used to determine if a
jurisdictional wetland is present in the area This method is
described in Part IV of the manual The manual specifies an area
must meet all three criteria to be classified as a jurisdictional
wetland' there is characteristic wetlands vegetation, the soil
shows it has been water saturated in the past; and groundwater
must come within 18 inches of the surface for at least 7
consecutive days each year in the growing season
If an area has no vegetation present (called "disturbed and/or
atypical"), then soils and hydrology are the only indicators of a
wetland ecosystem which must be present for an area to be
classified as a "jurisdictional wetland".

Either the plant community assessment procedure or the hydr~c
soil assessment procedure is used to determine if a specific test
plot is a wetland or non-wetland along the boundary area The
procedure used for each test plot is indicated on the individual
data sheets. The results of each sample test plot is recorded on
a field data form and included in APPENDIX 1, following this
report.
The standards used by Thurston County for wetlands management are
applied to regulated wetland areas If a wetland has a large
enough area requiring identification (larger than 2500sf if
Category 3, larger than 10,OOOsf if Category 4), then appropriate
measures for buffering and impact mitigation shall be proposed in
the mitigation of impacts for a new development's filling,
clearing and/or grading plan

For this wetland study, "regulated" jurisdictional wetlands are
defined using the definition adopted by the Washington state
Legislature in the 1990 Growth Management Act.
''Wetland or wetlands means areas that are immdated or saturated by
surface water or ground water at a frequency and duration sufficient to
support, and that under normal circumstances do support, a prevalence of
vegetation typically adapted for life in saturated soils conditions
Wetlands generally include swamps, marshes, bogs, and sirrdlar areas
[Regulated] Wetlands do not include those artificial [jurisdictional]
wetlands intentionally created fram nonwetland sites, including, but not
lirrdted to, irrigation and drainage ditches, grass-lined swales, canals,
detention facil~ties, wastewater treatment facilities, farm ponds, and
landscape amenities However, [regulated] wetlands include those
artificial wetlands intentionally created to rrdtigate conversion of
[other regulated] wetlands" (Note. brackets [J are added to indicate
modifiers inserted by this investigator JCA 1992)
For th~s study, wetlands are identified using the 3-parameter
criteria, as presented in Part 1 of the unified federal manual
If an area has vegetation, soils and hydrology present which are
indicators of a wetland, then the area is classified as a
"jurisdictional wetland"

For a wetland soil determination, we use the hydric soil
criterion prescribed in Part II of the federal manual Hydric
soils are defined as "a soil that is saturated, flooded, or

ponded long enough during the growing season to develop anaerobic
conditions in the upper part [horizons] that favor the growth and
regeneration of hydrophytic vegetation" (1985, as amended by
the National Tech Committee for Hydric SOlIs in December 1986)
In general, this must occur in the upper 18" of the soil profile
and usually for one week or more during the period when soil
temperatures are above biologic Zero (410F) (S,o,il"",T.,a.XO.1J,OillY.,
1975)
In general, "organic hydric SOlIs" develop as a result of
prolonged anaerobic conditions with long periods of saturation
impeding decomposition (peat or muck) and have greater than 16"
of organic matter in the surface layer (Histosols) "Mineral
hydric soils" have less than 16" of organic matter (if some, the
'histic epipedon' is present), are saturated for more than 7
consecutive days during the growing season (the period when soil
temperatures are above biologic zero, 41oF, as defined by "Soil
Taxonomy", 1975; usually March-October), and contain dominant
gleying and/or mottling
The soil color and/or presence of mottling and gleying in a
sample are primary field indicators of whether a mineral soil is
elther hydric or nonhydric Nonhydrlc soils are generally a
rusty red or yellow color, while hydric soils are black, gray, or
washed out in color A hydric mineral soil must have a low
chroma color feature (at least 2 or less) in the soil matrix
Gleying and mottling are color indicators of prolonged saturation
and Indicate that anaerobic conditions probably exist for
suffIcient periods of time to develop a wetland soil ecology if
allowed to persist Gleyed soils are generally gray in color
The gleying results from the leaching of the dissolved (reduced)
iron and manganese minerals out of the soil column Soils gleyed
to the surface or to the surface layer of organic material are
generally considered hydric Soils that are saturated throughout
the year are usually uniformly gleyed to the surface (Tiner and
Veneman 1987)
Mottles are generally yellow to reddish brown blotches
accumulating in mineral soil due to a fluctuating water table
during the growing season The size, number and color of mottles
reflects the duration of soil saturation and thus whether the
soil is hydric. Mottling in hydric soils should be "distinct" or
"prominent" in the upper horizon Mineral soils that have a
grayish matrix (chroma 2 or less) with mottles are hydric if the
mottles are not relict mottles Mineral soils with a
predomInantly brown or yellow matrix and light gray mottles are
not usually hydric 1*
The National Technical Committee for Hydric Soils has developed
criteria for hydric soils and a list of the Nation's hydric soils

the limitations described in the federal manual (page 12-13) for
the National and state lists, the SCS also maintains lists of
hydric soil map units for each county in the U S
For a wetland hydrology determlnation, we use the presence of
inundation and/or saturation for a sufficlent "hydroperiod" to
determine whether hydrology criterion is met. The depth to free
standing water in a pit or soil probe hole must be less than 18"
in wetland margins where hydric and upland soils and vegetatlon
are transitional Topographic elevations, encrusted detritus or
debris, silt llnes, hydraulic gradients or computed runoff
analysis are indicato~s of surface inundation or soil saturation

On October 22, 1992, we conducted field investigations to
determine and locate any wetlands within the project boundary
We also investigated adjacent property within 150' of the project
boundary for wetlands which could have buffers which reasonably
extend into the project site
The fleld investigatlons were conducted by John G Comis, Wetland
Specialist, or under his direct supervision For the purpose of
this investigation, four (4) sample test plots were located
through the site and dug by hand to depths of approximately 18
inches These test plots are staked and flagged with blue and
pink colored ribbon at the numbered locations (A-l thru A-4)

The existing physical features for the project site include
* no buildings within the onsite area as identified on
Flgure 4;
* no sheds or appurtenant farm buildings;
* fence lines and roads around the area;
* a large drainage course, Yelm Creek, along the westerly
side of the site (The main drainage channel was a dry creek bed
with gravel/cobble bottom at the time of the study. )
The site has cleared pasture for livestock and/or farming. The
onsite area along the paved roadway has been partly filled by end
dumping with earthen material. The filled area begins at the
roadway and extends between 50' (on the south line) to 100' (on
the north line) into the site The filled area ends
approximately 75' to 100' from the creek channel. There are no
trees within the site but smaller shrub species and a line of
himalayan blackberry bushes have grown up along the creek channel
(see Figure 4)
The topography across the site is generally flat The site is
situated at the edge of a broad topographic plain between
elevations 320 to 330 (NGVD) as indicated on Figure 1, the
topography map. The creek flows north along the edge of the
plain, adjacent to the 20' high wooded hillside The filled area

of the site is approximately at the same elevation as the
roadway
The topographic depression along the creek was investigated and
no jurisdictional wetland was found in the area This is
discussed below

The dominant onsite plant community is facultative (FAC) as

Wildlife Service, May 1988. These are located throughout the
project area adjacent to the designated ditched areas
Onsite conditions were found to be generally cleared pasture land
wlth some portions overgrown with invasive, non-native species
Dominant plant communities consist of bunch grass, pasture and
orchard grasses (Holcus, Festuca, Agrostis), himalayan blackberry
(Rubus discolor), scot's broom (CytlSUS scoparius), and reed
canary grass (Phil arund) Some tall trees are established
around the area which are either native or planted orchard
species including Douglas fir, hawthorn, apple, and cherry The
cleared areas within the central area of the site have some bull
thistle, common plantain, Canadlan thistle, and clovers mixed
wlth grasses as dominant plant community species.
There are no unusual or non-native plant species identified in
the plant community There are no endangered, threatened or
sensitive plant species. This is based on observations at the
site and comparison with the current report by the Washington

The generalized Thurston County soil survey report (see Figure 2)
indicates a well drained Spanaway serles (110 to 113) across this
site area. The soil map unit is not listed with a "hydric
component" by the Soil Conservation Service in the Thurston
County soil survey area (see llst in Appendix 2).
As indicated by the detailed soils analysis in Appendix 1, this
study confirms the soils on the site are consistent with the SCS
soil description for a Spanaway series (110) We sampled a total
of 4 test plots (A-1 thru A-4) for wetland soils analysis The
test plots were dug by hand to a depth of approximately 18 to 20
inches in October of this year In addition to the test holes,
we examined the areas along the creek channel.

The test plots indicate the soil does NOT have sufficient hydric
soil characteristics The test plots indicate UQ hydric soil
units. Generally we found a matrix chroma color of 2 or 3
(wetted color), no mottling or gley color (below 18" from the
soil surface), no histic epipedon, a deep root zone, insufficient
organic content (a mineral soil) and Insufficient soil moisture
As stated above test plots were made across the site and in the
areas along the drainage course The lowest point on the site
(at A-4) was selected to be the most probable locations to find
hydr~c soils if they existed wIthin the site. The soil indicated
insufficient aquic soil moisture regime by the absence of
signifIcant red, yellow or brown oXIdation as expected in
hydromorphic soils
Anaerobic conditions do not exist in the upper soil profile for
sufficient periods of time to produce a medium for wetland
ecology to develop ThIS is probably due to an insufficient
hydroperiod in this area This is discussed further in the
following section
The detailed soils data for the indivIdual sample plots are
documented on the field data sheets included in APPENDIX 1 The
portion of the SCS soil description for this site area is
included on Figure 2

The field investigations were conducted during normal winter
weather conditions (October-November) and therefore hydrology
conditions are judged to be "wet". The hydrology analysis using
direct field indicators for saturation and/or inundation should
be present at this time. This analysis used a soil sheen test
for soil moisture and a squeeze test for saturation in the study
to deduce prolonged hydroperiod saturation for the site
The site is situated within the Yelm Creek watershed The main
creek is along the west side of the site in a large 30' wide by
4' deep channel. The Yelm Creek channel flows generally north
from the site toward the Nisqually River, about 2 2 miles away
The creek was not flowing at the time of this investigation but
was moist in the channel bottom. The watercourse is probably
"influent" along this reach due to the droughty soil conditIons
in this part of the system. The tributary area of the watershed
is large and can collect much surface runoff during the wetter
portions of the year Some surface flow occurs each year in the
creek channel
The creek effectively drains the onsite runoff away from the
project area There is UP evidence of encrusted detritus,
discoloration on leaves or accumulation of woody vegetation to
indicate the continued presence of standing water on any part of
the site.

The time the onsite area may be subject to inundation or
saturation is of sufficiently short duratlon The hydroperiod
has not produced hydric soil conditions in the lower areas of the
site along the creek channel. Furthermore, the channel has
served to keep the Spanaway soil drained in thlS area
The field data sheets in Appendlx 1 indicate no inundation or
saturation In the upper 18" of the soil profile Furthermore, as
lndicated by test plot A-4, no isolated inundation was found at
the bottom of a very small depresslon at the lowest area of the
site
In conclusion, the hydrologlc conditions d,Q,J1Qt. eXlst within the
site for sufficient periods (at least 7 consecutive days in the
growing season, March thru October) and at depths (18 inches or
less) to sustain a wetland ecology

The conclusion is no regulated, jurisdictional wetland exists
within the project site except for the "riverine" wetland within
the creek channel bottom
Furthermore, no previously existing wetlands have been altered by

and conveys runoff only during wetter winter periods and storm
events
There are no significant wildlife habitats within the project
site
No fishery habitat is directly involved with this project site
Since the creek channel has intermittent flow, there is no
spawning or rearing habitat within the watercourse through this
reach

The Span away series consists 01 very deep.

average annual air temperature is about 51 degrees F
