MITIGATION FOR NETTLETON SITE-PLAN ENVIRONMENTAL CH~CKbl~f
The City of Yelm has determined that after the following
mitigation in conjunction with the checklist, the Nettleton Site-
Plan and metal warehouse building (SPR 80-94) does not have an
adverse significant environmental impact
The applicant shall contribute financially to the five-corners
intersection improvement and/or the Y-2 Alternate as specified in
the 1992 Yelm Comprehensive Transportation Plan Contribution lS
based on the number of automobile trips generated by this site
Contribution for the proposed use at this site shall not exceed
two thousand dollars($2,000)
The applicant shall agree to submit an agreement walvlng any
right the applicant might have to protest the formation of a
Local Improvement Oistrict(LIO) or Latecomer's Agreement

Dear Howard.
The City Planning Dept has determined that the number of parking
stalls required for this proposal will be 15 stalls one more
additional stall is recommended for a total of 16 stalls These
requlrements are based upon the letter written by Howard
Nettleton on January 7 1994 regarding number of potentlal
employees and types or uses that are proposed for the warehouse
Should the uses identified ln the letter change, the site may be
subject to additional parking requirements The parklng is based
upon the number of employees at each site and does not represent
retail business and the parking needs associated with that type
of use

Staff Analysis
The City of Yelm's Planning Department reccommends approval,
conditioned on the environmental checklist and SEPA comment
period(ended 11-4-93), and hook up to the City of Yelm Sewer
when it becomes available(septic design must be compatable with
Yelm STEP system and approved by the City Sewer Department)
Furthermore, The City Planning Department recommends that
approval be based upon the findings and requirements of the City
Engineering Department per the December 15, 1993 comment letter

NETTLETON WAREHOUSE
Upon review of the proposed project referenced above, The City of
Yelm's Engineering Department has the following comments:
1. This proposal is within the City of Yelm's Urban Boundary.
Currently and until the City of Yelm develops it's own development
standards, the City of Lacey's Development Guidelines and Publlc
Works Standards shall be used to evaluate new development.
ACCESS REQUIREMENTS
2. Alglers Street and Algiers Court are designated as a Urban
Private roadways in the City of Yelm's Comprehensive Transportation
Plan.
3. Proof of access to Algiers Street and Alglers Court shall be
required.
4. The maximum allowable access width shall be 26 feet.
5. The minimum radii at the access locations (parking
lot/delivery area) to Algiers Street and Alqiers Court shall be 25
feet to allow adequate turning radii for emergency vehicles.
6. Drlveable access shall be provided to within a 150 feet of the
farthest exterior wall of any new structures to satisfy the
requirements of the Uniform Fire Code; for details contact the
City of Yelm's Building Official (Jerry Prock) at 458-8407.

SITE IMPROVEMENTS
7. All parking and maneuvering areas shall be provided for on
site which will necessitate a parking layout with an adequate
turnaround area.
8. The roadway/access aisle must be a minimum of 20 feet in width
to meet emergency access requirements and shall meet the minimum
cross section requirements of:
A. 0.67 feet of compacted base rock.
B. 0.17 feet of compacted crushed surfacing.
C. 0.17 feet of compacted asphalt class IIB" .
9 . It is required that all parking/delivery areas be surfaced
with asphalt.
STORMWATER DRAINAGE REOUIREMENTS
10. Increased stormwater runoff from the road(s), building,
driveway and parking areas shall be retained on site and shall not
be directed to roadway ditches adjacent to Creek Street. All
designed facilities shall meet with the City of Yelm's Englneering
Department's approval.
11. If seasonal drainage crosses subject property; no filling or
disruption of the natural flow shall be permitted.
12. On-site stormwater management facilities shall be required
with their concept and design calculations and shall conform to the
Drainage Design and Erosion Control Manual for Thurston County and
the Cities of Lacey, Olympia and Tumwater. This work will be done
by a licensed civil engineer and shall be submitted to the Public
Works Department for approval prior to construction.
13. Stormwater runoff shall be controlled through all phases of
the project by facilities designed to control the quality and
quantity of discharges and shall not alter nor impact the existing
drainage or other properties.
14. All drainage facilities shall have sediment and oil traps
prior to discharge.
15. All drainage and roadway facilities (other than those existing
in the city right-of-way) are to remaln private and the
responsibility of the developer or owner.
16. Stormwater easements shall be provided for drainage routes and
shall be accurately ref~ected on the final plat map.

17. All drainage facilities shall be maintained by the developer
and/or homeowner's association.
18. The developer shall file the approved agreement and financial
security as set forth in Ordinance 458. Drainage bond must be set
up for a two-year period to ensure proper function and maintenance
of drains.
19. The City of Yelm has reviewed the preliminary drainage plan
that has been submitted for this project and has the following
comments:
A. The plan provided does appear to meet the minimum
requirements of the city drainage ordinance provided a
variance is obtained from the city engineer.
B. The city engineering department supports the variance
request for this project.
C. The runoff from the "new" paved parking area shall be
required to be intercepted and conveyed to the wet pond
without "co-mingling" with the existing runoff to the
east.
ROAD REQUIREMENTS
20. Design drawings and specifications for all roadway
construction must be submitted to the City of Yelm's Engineering
Department for review and approval prior to commencing any
construction. Roadway sections, pavement sections (surfacing),
specifications and submittal presentation format required are
presented in the City of Lacey's Development Guidelines and Public
Works Standards. These standards are provided as "Minimum" and
alternatives which provide superior design are acceptable.
21. The City of Yelm requires that all roadway sections be
designed by a licensed engineer and shall address (as a minimum)
AASHTO (American Associations of State Highway and Traffic
Officials) plan and profile and vertical curve requirements for
Minor and Major Arterials and the City of Lacey's Development
Guidelines and Public Works Standards for lesser roadways.
22. As a minimum, a Prlvate Local Access cross-section
wide paved road shall be constructed to service the site.
Street and Algiers Court meet this minimum requirement
roadway design drawings are required for this project.

23. Prior to roadway construction or improvements to existing
roadway facilities, a preconstruction conference shall be scheduled
with the City of Yelm's Engineering Department (458-8816). The
Developer and his/her contractor(s) need to be in attendance.

FRONTAGE IMPROVEMENTS
24. Algiers Street and Algiers Court are designated as Private
Local Access roadways in the City of Yelm's Comprehensive
Transportation Plan is within the currently adopted Urban Boundary
Map.
25. The development guidelines for the city require certain
frontage improvements for private roadways. The required frontage
improvement for Algiers Street and Algiers Court are as follows:
A. One five foot sidewalk.
B. One street light at the corner of Algiers Street and
Algiers Court.
26. Prior to constructing the improvements, the developer shall
submit a plan and profile of the improvements to Algiers Street and
to Algiers Court. The design drawings shall be in accordance with
the City of Lacey's Development Guidelines and Public Works
Standards.
27. Prior to receiving final approval, the required improvements
shall be constructed and approved.
28. A deferral may be available for the construction of the
required sidewalk, please contact the City of Yelm's Engineering
Department for details (458-8816).
29. The engineering department would support a one year deferral
for the construction of the required sidewalk.
TRAFFIC - STREET SIGNS
30. All traffic control devices shall be in accordance with the
Manual On Uniform Traffic Control Devices.
31. Traffic control and street name signs need to be placed where
required.
32. A duplicate original mylar drawing certified by the design
engineer as "as built" as outlined in the City of Lacey's
Development Guidelines and Public Works Standards needs to be
provided prior to receiving final approval.
33. Contact this office for final inspection as soon as all the
required field work has been completed.

34. This proposal is expected to adversely impact the existing
traffic condition at the Five Corners intersection. A fair share
contribution for this impact shall be required as per the MDNS
(Mitigated Determination of Nonsignificance) form the city's
Environmental Review Officer (Kathryn Wolf) dated 10/21/93.
WATER SERVICE
35. This project shall be served by the city's water supply. The
proponent shall be required to demonstrate that adequate fire flow
can be achieved for this project, please contact the City of Yelm's
Building Officlal (Jerry Prock) for details.
SEWER SERVICE
36. This project is located within the City of Yelm' s
Comprehensive Sewer Service Area and shall be required to connect
to the city sewer once it is available.
PERMITS/FEES
37. Prior to final approval, all required fees shall be paid to
the City of Yelm Engineering Department and Public Works
Department.
38. Prior to receiving final approval, the following items shall
be required:
A. Completion of all roads and drainage facilities.
B. Completion of all water system construction.
C. Completion of all sewer construction.
D. Final inspection.
E. Completion of all punch list items.
F. All required project signs shall be in place.
G. As-built mylars.
H. Financial security for necessary maintenance and
operation of drainage facilities.
I. Financial security for the completion of all improvements
required, i.e. (sidewalks).
J. Payment of all plan review, inspection and final fees.

Dear Ms. Wolf:
Thank you for the opportunity to comment on the determination of
nonsignificance to construct a 10,500 sq ft metal warehouse
proposed by Mr. Howard Nettleton. We reviewed the environmental
checklist and have the following concerns.
Any discharge of sediment-laden runoff or other pollutants to
waters of the state is in violation of Chapter 90.48 - Water
Pollution Control, and WAC 173-201A - Water Quality standards for
Surface Waters of the State of Washington, and is subjE~ct to
enforcement action.
Proper erosion and sediment control practices must be used on the
construction site and adjacent areas to prevent upland sediments
from entering Yelm Creek. All areas disturbed or newly created
by construction activities must be revegetated, use
bioengineering techniques, use clean durable riprap, or some
other equivalent type of protection against erosion whE~n other
measures are not practical.

The City of Yelm has determined that after the following
mitigation in conjunction with the checklist, the Nettleton Site-
Plan and metal warehouse building (SPR 80-94) does not have an
adverse significant environmental impact
The applicant shall contribute financially to the five-corners
intersection improvement and/or the Y-2 Alternate as specified in
the 1992 Yelm Comprehensive Transportation Plan Contr'ibution is
based on the number of automobile trips generated by this site
Contribution for the proposed use at this site shall not exceed
two thousand dollars($2,000)
The applicant shall agree to submit an agreement waiving any
right the applicant might have to protest the formation of a
Local Improvement District(LID) or Latecomer's Agreement

The City of Yelm has determined that after the following
mitigation in conjunction with the checklist, the Nettleton Site-
Plan and metal warehouse building (SPR 80-94) does not have an
adverse significant environmental impact
The applicant shall contribute financially to the five-corners
intersection improvement and/or the Y-2 Alternate as specified in
the 1992 Yelm Comprehensive Transportation Plan Contribution lS
based on the number of automobile trips generated by this site
Contribution for the proposed use at this site shall not exceed
two thousand dollars($2,000)
The applicant shall agree to submit an agreement waiving any
right the applicant might have to protest the formation of a
Local Improvement DistrictCLID) or Latecomer's Agreement

7 Drain ro~'- 75"-2.5" washed rock, 13 Yd req'd.
8 Filter fabric - Mirafi 140NS or equal geotextile fabric.
9. Backfill - approved excavated material.
NOTE. Installer shall have an approved copy of this design, with
all pages, on site at all times during construction.
Designer must be given adequate notice to witness a System
pressure test for as-built approval to be given.
Installer is responsible for preparing System for pressure
test
This design is intended for installation by a licensed
septic System installer.
