RE: STORAGE OF LANDSCAPE MATERIALS SOUTHEAST OF 4TH STREET
Dear Gordon:
On Monday, November 29th, we met to discuss your project proposal
(above) and what follows is a summary of that meeting.
1. At your request, the engineering department (myself) met with
you onsite. and conducted a drainage survey to determine the
minimum drainage requirements as per city ordinance number
458.
2. There does appear to be off-site runoff from Yelm Avenue (SR
507) and from 4th Street.
3. The engineering department developed quantities for the
onsite runoff as well as the offsite runoff.
4. Based on your proposal and the ultimate use that we discussed
for the property, a scheme to handle the required treatment
and storage of the stormwater for this proposal was presented
to give you a better idea of the size and cost(s) that could
be associated with your proposal. It was made clear that the
'city can not design private. stormwaterfacilities and- that
should you decide to proceed with this proposal a licensed
engineer in the State of Washington would have to submit a
design, for review and-approval, on your behalf.
5. The city engineering department attempted to utilize the least
costly of all alternatives and used the unadopted propo~ed
revisions to the Drainage Design and Erosion Control Manual
for Thurston County and the Cities of. Olympia, Lacey and
Tumwater (the City of Yelm's drainage manual) in developing
the required minimum requirements for treatment and storage of
stormwater associated with your proposal. The unadopted
revisions are substantially less than the requirementp that
are in place at this time. This was-done as a courtesy and
was intended to assist you in your decision as to how best to

6. The "f';cheme" consis'ted of a grass iined'swale, a grass filter
strip and an in,f-iltration gallery. As we discussed, your
engineer may be abl~ to fit your needs more precisely ~ should
you opt to comply with the requirements of ordinance 4.58.
7. The variance process, as outlined by city ordinance number
458, is as follows:
A. A letter requesting a variance to any or all of the
reqllirements shall be submitted to the Drainage
Administrator - Dennis Cochran, P. E. (2626 12th Court SW,
Olympia, WA 98502), as we discussed.
R.. The drainage administrator shall review your request,
make a decision and respond to you in writing.
C. If you are dissatisfied with the decision of the drainage
administrator, you could then appeal his decision
directly to the city council (as we discussed).
8. Gordon, yburequested my assistance in composing a letter. to
Dennis and I responded by pointing out some condit.i,.ons that -
are existing that may be creating a hardship f'or you .

report should not be done until a completed checklist is submitted.
For that reason, I am attaching a copy of the original memo that I
sent to Jerry Prock resulting from my initial site visit on
November 8th, 1993. This was done at Jerry's request as he is the
individual in the city entrusted with the issuance of grading
permits.
I have written the letter, as per your suggestion, to Gordon
recapping our meeting of November 29th. The engineering department
will be writing a formal staff report once the completed checklist
has been received by the planning department. If I can be of
further assistance, please let me know.

SUBJECT: GORDON'S
On Monday, November 8th, the engineering department conducted a
site visit to determine what, if any, impacts the proposed'land use
(landscape material storage) would have as it relates to stormwater
runoff.
Currently, the existing site is bordered on three sides by a
"ditch" that is parabolic in shape, approximately three feet across
at the top and 12 'to 14 inches deep. Deposits of sediment are
apparent and vegetatlon (moss) can be observed on the sides of the
ditch. This would seem 'to indicate that the soils within the ditch
have "sealed". Further" for this "sealing" effect to take place a
substantial amount of sediment would have to be 'deposited
suggesting a substantial 'amount of water passing through the ditch
- at least seasonally.
A dry well of sorts is,'disce.rnable in the ~hea~ corner qf the
pr,operty,. This dry well is described as being 20 feet long, eight
feet wide and seven feet deep. No filt~r fabric is observable and
the waShed rock has been covered with native top soil~
Given that an engineer designed stormwater plan is required for
greater than 5,000 square feet of impervious area (Drainaoe Desion
and Erosion Control Manual for the City of Yelm), that the site
will requir,e paving and the apparent quantity of flow that exists
currently in the "ditch" section - an engineer designed d~ainage
p~an would seem to be appropriate for this project prior to the
issuance of any grading permit.
