Please understand that the minimum requirements (which are in place at this time) are: 6,000 cubic feet per acre bf impervious area and 3,000 cubic feet per acre of disturbed area. The drainage manual is currently under revision at the county level and once the revised manual has been adopted for use (county wide), the City of Yelm will review the revised manual and determine what, if any changes are required prior to adoption by the city council. The latest revision does allow for a "lessening" of the storage requirements based on infiltration rate; for example: at 20 inches per hour - the storage minimums will be 3,000 cubic feet per acre of impervious and 1,000 cubic feet per acre of disturbed area. 2. Several variance requests have been granted recently to allow for the use of the proposed "reduced" storage minimums. The variance process is administrative in nature and is described in the drainage manual. Introduction The purpose of this traffic study is to gather and develop a data base of current traffic operations on the street system serving the proposed office building. Based on these findings, assessments of likely future traffic conditions on the surrounding street system as well as the key intersections were made. Appropriate mitigating measures, if required, are then defined in order to counteract any impacts associated with this development to insure safe and efficient operation of traffic in the area. proiect Description The project is defined from a traffic planning standpoint as a 8,000 square feet of general office with a mix of tenants. The total site area is approximately 3/4 of an acre. For traffic purposes the project is expected to be built and occupied by 1995. The project is located adjacent to SR-507 and southerly of the SR-510 and SR-507 intersection within the town of Yelm. Figure 1 shows the project location and an overview of the surrounding street network. Figure 2 illustrates the local roadway system and Figure 3 shows the proposed site plan. Existinq Conditions A. Existing street system 1. SR-510 is approximately 24 foot wide state route in good condition with two lanes provided along its length and enhanced improvements at its intersection with SR-507. 2. Included in this field data are manual and mechanical counts as provided by WSDOT plus a review of the city of Yelm comprehensive Transportation plan and accompanying environmental impact statement. The AWDT for the roads serving the project are shown in Figure 3. Also included in this figure is the PM peak hour count taken at the intersection of sR-507 and SR-510. The estimated truck percentage used in the analysis is 2 percent. n LJ u n u The PM peak hour information was then used to perform capacity computations in accordance with Transportation Research Board special Report 209, commonly known as the 1985 Highway capacity Manual. capacity analysis is used to determine level of service (LOS). The methodology for determining the LOS at unsignalized intersections strives to determine the delay for vehicles desiring to move across conflicting traffic streams which have the right-of-way. The range for unsignalized intersection level of services is LOS 'A', indicating little or no delay, to LOS 'E', indicating capacity. The range for LOS at signalized intersections is the same but indicates the overall delay in terms of time delay for the motorists using the intersection. The program used to study this intersection is SIGNAL85 by strong concepts which seeks to optimize the intersections capabilities. u n n LJ n LJ n LJ n LJ The following table shows the LOS presently existing at the SR-507 and SR-510 intersection adjacent to the projects. Higher growth rates might be expected but for a short term time frame, 5 percent per year should be adequate. This growth rate was then applied to the 1995 counts shown in Figure 6 to determine the traffic expected in 1995 with the project built and occupied. These traffic counts are compiled in Figure 7. Figure 910-6 from the WSDOT Design Manual was used as the basis for determining the need. As the analysis found in the appendix shows, a positive left turn pocket is not required at the entrance onto SR-507. 11 LJ " v. conclusions and Mitiqatinq Measures LJ 'I The construction of this project is expected to add or redirect approximately 208 vehicle trips to the roads in this area. Of this expected daily volume, 29 vehicle trips are expected to occur during the PM peak hour and 27 trips are expected to occur during the AM peak hour. The LOS with project traffic at the intersection of SR-510 and SR-507 is not expected to reduce in LOS with the addition of project traffic during the PM peak hour. Approximately 10 ~M peak hour trips is expected to be added to the five corner intersection at Morris Road and SR-507. Forecasted Traffic Demand and Analvsis A. Trip Generation '1 J u The trip generation data is based on the Institute of Transportation Engineer's publication, Trip Generation, Fifth Edition. The land use codes (LUC) most applicable to this development is LUC 710, General office. The PM data is used as the design hour and applied to the street system in order to be used for future capacity analysis. Once the trip allocation has been determined, trip assignment and distribution of the future project traffic is applied to the road system. c.J LJ 'I The trip generation for the project is oriented generally in all four directions as the traffic is primarily work based home, work based shopping trips and work based other trips. As Figure 5 shows a slight emphasis to the north has been assumed and reflects the trips presently passing the site as found in the PM peak hour. The covenant shall include the following or substantially smrilar language: "MAINTENANCE COVENANT Easements are hereby granted for the installation, inspection, and mamtenance of utilities and drainage facilIties as delmeated on the plat for subdivision No encroachment will be placed WIthin the easements shown on the plat whIch may damage or interfere with the installation, inspection, and mamtenance of utilitIes. Maintenance and expense thereof of the utilIties and dramage facilItIes shall be the responsibility of the property owners association as establIshed by covenant recorded under Auditor's file number " Page E . Jurisdiction will bill the Proponent or successors for all costs associated WIth the engineenng and construction of the remedial work. Junsdiction may charge interest as allowed by law from the date of completion of construction. Jurisdiction will place a lien on the property and/ or on lots in the Property Owners Associanon for payments in arrears.
