The City of Yelm's Engineering Department has reviewed the
preliminary drainage report and plans for the above referenced
project and has the following comments:
DRAINAGE REPORT
1. It appears that the storage facilities for this project have
been sized utilizing 3,000 cubic feet of storage provided per
acre. Please understand that the minimum requirements (which
are in place at this time) are: 6,000 cubic feet per acre bf
impervious area and 3,000 cubic feet per acre of disturbed
area. The drainage manual is currently under revision at the
county level and once the revised manual has been adopted for
use (county wide), the City of Yelm will review the revised
manual and determine what, if any changes are required prior
to adoption by the city council. The latest revision does
allow for a "lessening" of the storage requirements based on
infiltration rate; for example: at 20 inches per hour - the
storage minimums will be 3,000 cubic feet per acre of
impervious and 1,000 cubic feet per acre of disturbed area.
2. Several variance requests have been granted recently to allow
for the use of the proposed "reduced" storage minimums. The
variance process is administrative in nature and is described
in the drainage manual. In all of the requests thus far~ the
proponent has. been required to provide the city engineer
(drainage administrator) with the results of infiltration
tests as described in Appendix L of the drainage manual.' This
has been required to substantiate the use' of higher
infiltration rates (greater than 6 inches per hour). It is
likely that, as a condition of variance approval, a similar
requirement will be made of you - should you decide to pursue
utilizing the "reduced" storage requirements as cited above.

TRAFFIC ANALYSIS
I.
Introduction
The purpose of this traffic study is to gather and develop a data base
of current traffic operations on the street system serving the
proposed office building. Based on these findings, assessments of
likely future traffic conditions on the surrounding street system as
well as the key intersections were made. Appropriate mitigating
measures, if required, are then defined in order to counteract any
impacts associated with this development to insure safe and efficient
operation of traffic in the area.
proiect Description
The project is defined from a traffic planning standpoint as a 8,000
square feet of general office with a mix of tenants. The total site
area is approximately 3/4 of an acre. For traffic purposes the
project is expected to be built and occupied by 1995. The project is
located adjacent to SR-507 and southerly of the SR-510 and SR-507
intersection within the town of Yelm. Figure 1 shows the project
location and an overview of the surrounding street network. Figure 2
illustrates the local roadway system and Figure 3 shows the proposed
site plan.
Existinq Conditions
A. Existing street system
1. SR-510 is approximately 24 foot wide state route in good
condition with two lanes provided along its length and
enhanced improvements at its intersection with SR-507.
2. SR-507 is also a 24 foot wide state route in good condition
with two lanes provided along its length except within the
city of Yelm where increased improvements occur at major
intersections.

All field data for this study was collected during December of 1993.
Included in this field data are manual and mechanical counts as
provided by WSDOT plus a review of the city of Yelm comprehensive
Transportation plan and accompanying environmental impact statement.
The AWDT for the roads serving the project are shown in Figure 3.
Also included in this figure is the PM peak hour count taken at the
intersection of sR-507 and SR-510. The estimated truck percentage
used in the analysis is 2 percent.

The PM peak hour information was then used to perform capacity
computations in accordance with Transportation Research Board special
Report 209, commonly known as the 1985 Highway capacity Manual.
capacity analysis is used to determine level of service (LOS). The
methodology for determining the LOS at unsignalized intersections
strives to determine the delay for vehicles desiring to move across
conflicting traffic streams which have the right-of-way. The range
for unsignalized intersection level of services is LOS 'A', indicating
little or no delay, to LOS 'E', indicating capacity. The range for
LOS at signalized intersections is the same but indicates the overall
delay in terms of time delay for the motorists using the
intersection. The program used to study this intersection is SIGNAL85
by strong concepts which seeks to optimize the intersections
capabilities.

The applicable growth rate for background traffic in this area was
assumed to be five percent per year. Higher growth rates might be
expected but for a short term time frame, 5 percent per year should be
adequate. This growth rate was then applied to the 1995 counts shown
in Figure 6 to determine the traffic expected in 1995 with the project
built and occupied. These traffic counts are compiled in Figure 7.

A review was made of the project entrances for the need for left turn
pockets for project traffic. Figure 910-6 from the WSDOT Design
Manual was used as the basis for determining the need. As the
analysis found in the appendix shows, a positive left turn pocket is
not required at the entrance onto SR-507.

The construction of this project is expected to add or redirect
approximately 208 vehicle trips to the roads in this area. Of this
expected daily volume, 29 vehicle trips are expected to occur during the
PM peak hour and 27 trips are expected to occur during the AM peak hour.
The LOS with project traffic at the intersection of SR-510 and SR-507 is
not expected to reduce in LOS with the addition of project traffic during
the PM peak hour. Approximately 10 ~M peak hour trips is expected to be
added to the five corner intersection at Morris Road and SR-507.

The new entrance associated with the project is anticipated to operate at

The trip generation data is based on the Institute of Transportation
Engineer's publication, Trip Generation, Fifth Edition. The land use
codes (LUC) most applicable to this development is LUC 710, General
office. The PM data is used as the design hour and applied to the
street system in order to be used for future capacity analysis.
Generally the street traffic during the AM peak hour is 75 percent of
the PM peak hour.

The destination and origination of this traffic influences the turning
movements into and out of the project which in turn influences the LOS
analysis. Once the trip allocation has been determined, trip
assignment and distribution of the future project traffic is applied
to the road system.

The trip generation for the project is oriented generally in all four
directions as the traffic is primarily work based home, work based
shopping trips and work based other trips. As Figure 5 shows a slight
emphasis to the north has been assumed and reflects the trips
presently passing the site as found in the PM peak hour.

Based on the above analysis the trips generated by the projects are
expected to follow the general trip patterns as shown in Figure 5.

A site visit was performed, and no wells were found

No fuel tanks were found on the site
6 SUBBASIN DESCRIPTION
This site is located In the Nisqually Drainage Basin and is located in a sensitive
aquifer
The site lies near the crest of a hill, with the terrain sloping gently to the south
west From the SW property corner the terrain slopes at 4-5 % until the ground
elevation drops below the two adjacent embankments for the BN railroad and SR
507 Any potential surface drainage from the site would be confined to the stnp
of land between the embankments There are no structures along this flow path
and due to the pervIous nature of the soils, little if any surface flows are in
evidence
Approximately 800 feet southwest of the site and at the south side of SR 507 IS
found a large pothole With wetlands and an open pond The subject site is in the
watershed of this pothole I estimated the flood elevation of this pond to be in
more than 30 feet below the average site elevation
7 100 YEAR FLOOD PLAIN
The 100 year floodplain for this water shed is associated with the pothole
described above The estimated 100 year flood elevation does no abut the
subject property Additionally there are no structures located near the pothole
flood zone
On site elevations are designed such that the 100 year storm will drain away
from the structures

8 AESTHETIC CONSIDERATIONS

9 DOWNSTREAM ANALYSIS
Downstream Analysis
Runoff generated from development on the site shall be infiltrated Into the ground
by way of a retention/detention facility The design will be based on 3000 cubic
feet per acre of impervious surface, accompanied by a request for variance from
the current drainage ordinance requirement of 6000 cubic feet per acre The
lower retention requirement is consistent with proposed revisions to the Thurston
Co Drainage Design Manual
A small area along the south west boundary line sheet flows to the south and
west onto the State Route 507 Right of Way likeWise, a small area along the
North East property line sheetflow to the BN Right of Way
The downstream condition is described under item 6 above Any surface flows
from the site will drain along ditches in the SR 507 ROW or along the toe of the
BN embankment until the two ditches join The flow will eventually infiltrate and
flow in a southerly direction towards the pothole described
10 COVENANTS, DEDICATIONS, AND EASEMENTS
Attached to this section of the report are excerpts from the Thurston County
Drainage Manual These show proposed maintenance covenants The
responsibility for maintaining on site drainage systems shall remain with the
property owner
APPENDIX E COVENANTS
E.1 Maintenance Covenants
Whenever storm drainage facilities are to be maintained by a property owners'
aSSOCIatIOn within a subdivision, a covenant stating the property owners' specific
mamtenance responsibilities must be recorded on the plat and recorded against each lot
in the subdiVISIOn. The covenant shall include the following or substantially smrilar
language:
"MAINTENANCE COVENANT
Easements are hereby granted for the installation, inspection, and mamtenance
of utilities and drainage facilIties as delmeated on the plat for subdivision
No encroachment will be placed WIthin the easements shown on
the plat whIch may damage or interfere with the installation, inspection, and
mamtenance of utilitIes. Maintenance and expense thereof of the utilIties and
dramage facilItIes shall be the responsibility of the property owners association
as establIshed by covenant recorded under Auditor's file number
"

If a property owners' association is to mamtain dramage facilities then the following or
substantially similar words shall appear in the document creatlng the property owners'
association:
"In the event Project Proponent (or successors or the Property Owners Association), in
the judgment of the Jurisdictio~ fails to maintain drainage facilities within the plat or
if the Proponent or successors willfully or accidentally reduces the capacity of the
drainage system or renders any part of the dramage system unusable, the F roponent or
successors agree to the following remedy: After 30 days notice by registered mail to the
Proponent or successors, Jurisdiction may correct the problem or maintain facilities as
necessary to restore the full design capacity of the drainage system. Jurisdiction will bill
the Proponent or successors for all costs associated WIth the engineenng and
construction of the remedial work. Junsdiction may charge interest as allowed by law
from the date of completion of construction. Jurisdiction will place a lien on the property
and/ or on lots in the Property Owners Associanon for payments in arrears. Costs or
fees incurred by the junsdictiOD, should legal actJon be required to collect such
payments, shall be borne by the Proponent or successors"

2 TRAPPING SEDIMENT
Temporary erosion control measures for the construction period will consist of the
following
A) Installation of Erosion Control Fencing in order to trap sediment before it
reaches adjoining properties
B) Installation of a Stabilized Construction Entrance Pad consisting of 4 to 8
Inch quarry spalls in order to clean wheels of mud before the vehicles leave
the site The contractor shall have adequate rock stockpiled so rock can be
added as necessary to maintain proper function of the pad
If the pad does not adequately remove mud from the wheels, the wheels
shall be hosed off before the vehicle enters the street Washing shall be
done on a rock pad, and wash water shall be directed to an on site
sediment trap
