RE KmgsvIew DIvIsIon II - Western Boundary Fence
Dear Ms Carlson.
I've prepared thIS letter to summanze our telephone conversatlOn today regardmg
your August 3, 1998 letter to Northwest Housmg Development (NHD) Your letter
contends that there IS a hen filed agamst the lots m KmgsvIew DIVISIon II to have a fence
built along the western boundary of the subdIvIsIon.
I have revIewed all documents filed m conJunctlOn WIth the KingsvIew DIVISIon II
Lots and I do not find any hen filed to enforce the constructlOn of a fence along the
western boundary of the subdIvIsIon. I do find that there IS a recorded contract between
the developer (Robmson Homes) and the City ofYelm (see attached) The recorded
contract has expIred and there IS no proVISIon m the contract that It passes to subsequent
owners I do not see where there IS any legal duty upon NHD or our program partICIpants
to complete the aforementlOned fence In fact, our tItle company has revIewed the
recorded document and removed reference to It from theIr tItle report.
NHD would like to accommodate the CIty and the homeowners m KmgsvIew
DIVISIon II by recommendmg to our buildmg program partICIpants who will be buildmg on
Lots 9, 10, 11 and 12 of Kmgsvlew DIvIslOn II that they have a 6 foot cedar fence
constructed along the western boundanes oflots 9, 10, 11 and 12 However, the
constructlOn funds are loans made to the owner/builders m our program. They must
authonze payment for a fence NHD cannot force them to pay for a constructlOn cost that
IS not a reqUIrement.
Assummg that the four program partICIpants affected (Lots 9, 10, 11 and 12) agree
to the expendIture then NHD will have the fence built along WIth the houses I expect to
be able to dISCUSS thIS WIth our program partICIpants by Wednesday, September 2, 1998
Meanwhile, our eleven ownerlbuilders, my staff and I look forward to buildmg eleven new
homes m Yelm.

Dear Mr Bradshaw'
As you are aware the City of Yelm has a lien recorded against the residential lots in the
Kingsview Court, Division Two Subdivision. The original property owner was required as a
condition of final plat to bond for theinstallatioli of a six (6) foot cedar fence along the western
property line The owner has never completed the required fencing, therefore the City cannot
release the lien.
If your company would assume the responsibility to install the fence, the City would be happy
to remove the lien upon the City's approval of the completedfence

Court, Division II. On April 12, 1995, the Yelm City Council
granted final plat approval, subject to signature by the Thurston
County Assessor and. Treasurer. The C~ty's Engineer ~nd Licensed
Surveyor have reviewed and approved the plat on behalf of the
City of Yelm.

forward it to the Treasurer's Office'for the,irsignature.After

SUBJECT: SUB8110 - Final Plat Conditions
It was nice to meet with you Monday to discuss the final details on
the Final Plat for Kingsview Court, Division 2. The following is
our agreement on the original conditions of approval and how those
conditions will be satisfied:
1. The open space/stormwater facility area shall be
labeled "Tract A" on the face of the final plat;
2. The developer will submit a Homeowners Agreement for
approval by the City. The Agreement, at a minimum,
shall contain provisions for the homeowners joint
ownership of "Tract A" and it's maintenance. The
Homeowners Agreement shall be referenced on the face of
the plat and recorded with the final plat;
3. The developer is responsible for the following
landscaping.
a. Installation of a 6' cedar fence along the
western property line, estimated cost of $2,100;
b. All planting strips will have 3" of topsoil
(minimum) and be hydroseeded, estimated cost of
$600.00;
c. The open space/storm water facility area
(Tract A) will be hydroseeded, estimated cost of
$1,400; and
d. The developer will install a handicap ramp,

estimated cost of $1,500.
4. The developer will provide the City with a Landscaping
Bond or an Assigned Savings Agreement for $8,400 (1.5
the costs for the landscaping requirements as listed in
item 3 above.) Please refer to Chapter 16.20
(enclosed) for any additional requirements that would
be applicable.
These conditions must be met prior to Final Plat Approval. Please
refer to Title 16, Chapter 16.12, of the Yelm Municlpal Code for
procedure and other applicable requirements for Final Plat

code. The fee for Final Plat is $500.00 and is payable when your
final plat packet is turned into the City of Yelm.

AN ORDINANCE AMENDING THE YELM ZONING ORDINANCE MAP BY
CHANGING A FIVE ACRE PARCEL KNOWN AS KINGSVIEW II LOCATED
ON RHOTON ROAD NW FROM RESIDENTIAL AGRICULTURAL TO
SINGLE-FAMILY RESIDENTIAL ZONING.
WHEREAS, the Yelm Planning Commission has held a public hearing
regarding this proposal as described in file ZONjSUB8110, and
WHEREAS, the City Council finds that the site of the proposed
single family residential zone is feasible and appropriate for said
property,

Section 1. That the Yelm Zoning Map and Yelm Comprehensive
Plan shall be and are hereby amended accordingly to reflect the
zone change designation to R-l of the following described property
In the Clty of Yelm, Thurston County, Washington:
The North one quarter of the Northeast one quarter of
the Northwest one quarter of Section 19, Township 17,
North Range 2 East, W.M., excepting therefrom Kingsview
Dlvisions 1, 3 and 4 as recorded in Volume 18 of Plats,
page 24, Volume 19 of Plats, and page 24 and in Volume
19 of Plats, page 56, respectively and except the East 20
feet for county road known as Rhoton Road, and the West
20 feet of said portion of Section 19 for county road
known as Crystal Springs Road. Situate in Thurston
County, State of Washington.
Section 2. This Ordinance shall be effective on June 7,
1994, being a date not less than five days following publication.

Liability of Planning Commission
Last week, you asked us to determine the scope of liability for the City of Yelm In
decisions made by the planning commission. In particular, the planning commission
is considering a rezone application and is concerned about future liability for damages
resulting from the physical condition of the soil
The Legislature abolished the concept of governmental immunity in a series of
enactments beginning in 1961, The Washington State Supreme Court has drawn
several very narrow exceptions to this rule. Where the decision is 8 discretionary act,
a "high level act exercised at a truly executive level" and "the product of a considered
policy decision", the municipality will be immune from liability. Chambers-Castanes
v. King ~ounty, 100 Wn.2d 275, 281, 282, 669 P.2d 451 (1983). In determining
whether this exception applies, the court will consider four questions:
(1) Does the challenged act, omission. or decision necessarily involve a
basic governmental policy, program, or objective? (2) Is the questioned
act, omission, or decision essential to the realization or accomplishment
of that policy. program, or objective as opposed to one which would not
change the course or direction of the policy, program, or objective 7 (3)
Does the act, omission, or decision require the exercise of basic policy
evaluation, judgment, and expertise on the part of the governmental
agency involved? (4) Does the governmental agency Involved possess
the requisite constitutional, statutory, or lawful authority and duty to do
or make the challenged act, omission, or decision?

This exception suggests that the City of Yelm would ordinarily be Immune from
liability for the policy decisions of the City Council and Planning Commission, if made
in good faith and in consideration of the above set of criteria from EvangelicSl/ United,
However, as Bob Hauth would say, one has as much success predicting liability as in
"predicting the direction the cow will be facing when she drops a platter" (ask Bob
for explanation)
We cannot predict with a great deal of precision whether the City will be held liable
for the legislative or quasi-judicial acts of its City Council and Planning Commission.
There remains a general rule that the municipality is not immune from liability. For

It has come to our attention that a request has been submitted to the City for
a re-zone of Tax Lot #2271-92-10100 from Residential Agriculture to Single Family
Residential. This parcel is immediately adjacent to the north property line of
the Industrial zoned property owned by Brizard Company.
Since a company representative will be unable to attend the meeting of the
Planning Commission, please accept this letter as notice of our opposition to
this re-zoning. It is our belief this would not be proper zoning for property
adjacent to Industrial Zoned property. Industrial uses generally produce
considerable noise, as well as being a poor environment for children to be
around. We would anticipate many complaints when a plant begins operating there
again. We believe a buffer zone, such as the current Residential Agriculture,
which produces open space out a distance from the property line, might be an
appropriate zoning.

Dear Mr. Peterson,
My understanding is that the scheduled public hearing at the City Council
on~7th will go on and that you will have your staff report and
re~k~ndations complete at that time. Hopefully the staff report and
recommendations will provide a more definitive direction to the discussions.
I would like to submit the following for consideration:
1. When looking at the best use for the property I noted the following'
A. It was zoned residential with an agricultural density. However, with
all infrastructure in place, the dictates of Growth Management would
not allow that to continue.
B. Gene Borgess had allocated 20 ERU's (4 per acre) for sewer hook-ups.
C. A residential development with proper buffering would impact the
adjacent industrial site less than an industrial or multi-family
project would impact the adjacent Kingsview or Queensview neighborhoods
D. The City had recently established its precedent with Crystal Springs
Estates on the west of Wood Fabricators.
E. The City appears to have several hundred acres of vacant land that is
zoned industrial and/or commercial.
Believe me, we would love to have the property zoned for multi~family or duplex
and would certainly welcome such a motion for the entire parcel, but when
weighing all of the above factors we felt our submitted proposal best
answered all of the elements.

partIcularly described on ExhibIt A, attached hereto and mcorporated herem by reference
B The State EnVIronmental PolIcy Act, Chapter 43.21C RCW ("SEPA"), provIdes
processes and procedures whereby major actlOns by state and local agenCIes, mcludmg, but not
lInuted to, plat or POO approval or the issuance of buIlding permits, may be revIewed to determme
the nature and extent of theIr Impact on the enVIronment. Impacts on publIc servIces, mcludmg
schools, are enVIronmental Impacts for the purposes of SEP A. SEP A reqUIres the nutIgatlOn of

9 The DIStnCt hereby waives any ObjectIOn to the Project as presently proposed.
10 The DIStnct and the Developer agree that the MitIgation Payment WIll be full and

11 ThIS Agreement shall be bindIng upon and Inure to the benefit of the heIrs,
executors, administrators, successors, and asSIgns of both of the Developer and the DIStnCt.
12 If an actIOn must be brought to enforce the terms of tills Agreement, such actIOn
shall be brought In Thurston County Supenor Court. The prevaIlmg party shall be entItled to
payment of ItS costs and reasonable attorneys' fees.
13 Tills Agreement constitutes the entire agreement between the partIes and any other

Storm Drainage for the site will be conveyed through a series of trap catch basins, storm drainage
concrete manholes, and storm pipe that will carry the storm drainage runoff from the proposed
roadway to a biofiltration swale at the south end of the property The existing drainage ditch along
Rhoton Road will be conveyed through a single storm pipe to the outfall at the south end of the
property, ensuring no additional flow enters the roadway ditch.
The soils report, performed by Northwest Resource Consultants, indicates that the permeability of
the area under the infiltration system is 20 in/hr at depths greater than 30 inches. In accordance
with Table 4 1 of the City of Yelm Drainage Desiqn and Erosion Control Manual, the minimum live
storage for the retention/detention facility with a 20 in/hr infiltration rate is 3,000 fe per acre of
impervious surface and 1,000 fe per acre of pervious "disturbed area" As shown on sheet C2C, the
eleven lots on the north and east sides of the proposed street will be equipped with roof downspout
french drain systems, similar to that shown in Appendix A, Figure A14 of the Yelm design manual
This decreases the amount of impervious area entering the storm system by 0.51 acres (2000 sf *
11 lots - neglecting 650 sf driveway area) The minimum storage volume calculations are as follows:
V;mp = 3,000 * 1 41 = 4,230 ft3
V per = 1,000 * 3.20 = 3.200 ft3
Total min. storage = 7.430 ft3
A computer simulation utilizing the Santa Barbara Unit Hydrograph was also used to determine the
minimum size of the infiltration facility This was done by taking the difference between the post
developed hydrograph and infiltration discharge as shown in Figure 1 The data used for
determining the post-developed hydrograph is listed below

The larger value of the two volumes, 7,430 fe, will be the design volume.
The methodology used in Appendix 'D' in the design manual does not appear to take into account
the extremely high infiltration rate of 20 injhr This method takes the difference in total runoff from
the pre-developed site to the post-developed site for the 2 year, 24 hour storm event, and used that
difference for the infiltration volume. The pre-developed conditions of the site have absolutely
nothing to do with the retention of the 100-year storm for the post-developed site, therefore it is our
best judgement that this section does not apply to the design of this particular development.
According to Section 74 1 of the design manual, the biofiltration swale surface area shall equal
2,000 square feet per impervious acre draining to the biofilter when the biofilter is placed in front
of the detention facility The impervious area contributing to the runoff from the street is that of both
on-site and off-site street and sidewalk (0.70 ac), plus the driveways of all 20 lots (0.30 ac) This
will require a minimum bottom surface area for the swale of 2,000 sq. ft. (1 00 * 2000) As shown
on sheet C2C, the biofiltration swale bottom surface area is equal to 2,002 sq. ft. (7' of bottom width
* 286 If of swale)
As shown on the preliminary utility plan, the proposed infiltration facility will be an enclosed
rectangular shaped french-drain system with an 18" perforated pipe from the biofiltration facility,
approximately 340' in length, 15' of bottom width, and 4 86' in depth (24,786 ft3 volume) The typical t/
cross section as shown on sheet C2C reveals a 5' wide, 2' deep trench with 6" drain rock for cover
over the top of the facility This is to ensure the flow from the adjacent yard areas does not leave
the site, rather it too is collected and infiltrated Assuming the drain rock to be placed into the
facility will become compacted over time, a void ratio of 0 43 (30% voids) was used to determine
the volume needed to satisfy the required storage volume. The adjusted volume is equal to 7430
ft3 j 0 30 = 24,767 ft3, demonstrating the facility is sized appropriately This design may be altered
for final construction plans once exact topographic conditions are known.
SECTION #2 - EXISTING CONDITIONS
The site is currently vacant and zoned Residential Agriculture. The applicant currently has a
concurrent application submitted for a Re-Zone to single family residential The 5 acre site is
relatively flat with approximately 1 % slope toward the south side of the property The easterly
border of the site is Rhoton Road which is proposed to serve as access. The property further east
of Rhoton Road is currently used as residential farmland, and because of the high infiltration rate
and the flat slopes of the area, runoff from this property is not anticipated to impact this project.
The westerly and northerly borders of the site are bounded by the existing single family residential
subdivision of Kingsview Plat. This property is also relatively flat and appears to drain into the
streets which serve as access. The southerly border of the project is an abandoned_ industrial site.
This site is also predominat~ly flat and slopes gently away from the project. The proposed 30' of
open space tract along the project's southerly edge is intended to provide a buffer to this
abandoned site.
Underground utilities are currently running through the site or adjacent to the site. An existing 6"
waterline bisects the property and the pressurized sanitary sewer main runs along the eastern edge
of Rhoton Road. Power and ,telephone are currently above ground on poles along the western edge
of Rhoton Road.

According to the Thurston County Health Department, Environmental Services, there is no public
record of any wells within the project area. In addition, no wells are proposed to serve the project.
The property is vacant.
SECTION #5 - FUEL TANKS
Again, no fuel tanks are known to currently exist on the property The property is vacant.
SECTION #6 - SUBBASIN DESCRIPTION
The drainage system between the site and receiving surface waters is a swale located along the
west side of Rhoton Road. Because of high permeability soils. the downstream impact will come
into play only after the 1DD-year storm event. In this case, then a small amount of storm runoff will
be released into the drainage ditch. There are no emergency services or environmentally sensitive
areas along the flow path.
Hazardous materials will not be transported or handled in the area tributary to detention/retention
facilities proposed for this project.
SECTION #7 - 100 YEAR FLOOD PLAIN
The project is not located within the 1 DD-year flood plain.
SECTION #8 - AESTHETIC CONSIDERATIONS

SECTION #9 - DOWNSTREAM ANALYSIS
Because the infiltration facility islocated lengthwise along the lower side of the project, there is little
chance of any surface water runoff leaving the site. The outfall into the existing drainage ditch on
Rhoton Road will be designed to meet the existing flow conditions, with an overflow for storms
greater than the 1 DD-year event.

Re Rezoning of 5 acre plot on
Rhoton Road (Kingsview 2)
Gentlemen
When I spoke to Mr. Ty Peterson, Yelm City Planner, regarding the rezoning
request for Kingsview 2, he suggested that I contact your commission about my
concerns since my property will abut part of the new development.
I have lived here since the house was built in 1975. One of the reasons
for purchasing this lot was the spectac blar view of Mt. Rainer. However, in
the last few years this view has been obscured by the overgrown vegetation on
the property planned for development. As a result of this property not being
maintained it has become an extreme fire hazard in dry weather due to dead trees
and underbrush that ha~enot been cleared out. Further it has become a convellJ~fll-
site for children to build unsafe playhouses along with a site for people to
dump trash, yard debris and old appliances. As a result of the neglect huge
ant hills have been created, this along with tent caterpillar infestations
have created problems on my property.
I also spoke to the developer, Mr. David Prutzman
I was very impressed with
the type and quality of homes planned. He was very courteous and took the time
to explain to me all the details of the development. I think it will be an
enhancement to the community to have this property developed. I expressed two
of my concerns to Mr. Prutzman. One was the problem of some large Douglas Fir
trees not more than 21 feet from my house, on the other side of my fence.
These trees along with other unsightly old Filbert trees overhang my yard and
destroy any attempts to have a nice lawn. The larger trees also present a
danger to my house in the event of a severe wind storm. Mr. Prutzman assured
me that he would have these trees removed.

My other concern is that my lot and that of my neightbor, Mrs. Hardy, both
have such small back yards that we feel some sort of open space or green belt
should be left behind our lots. Mrs. Hardy tells me that her house is 15 feet
from the fence and mine is about 20 feet. Even thought the developer has assured
me that he plans to build the homes in the ~oining lots to the front, there is
no assurance that we would be able to continue to have the same level of privacy
and pleasure in the use of our back yards. Mr. Prutzman stated that he would
put up a board fence if we so d~ired, but with our small back yards this would
make t~e space too confining.
Since the developer is planning a very attractive green belt along the
south side of the plot next to the industrial area, surely something could be
provided on the back or west side of his plot.
I also feel not having a green belt or some other kind of open space between
the two developments would definitely lower my property value and possibly that
of other adjoining lots on Kingsview Court.
Another point concerns access to the sewer tank that was installed in my yard
just south of the house. It was determined that the best way to gain access with
all the heavy equipment necessary for installation would be to come in from
Rhoton Road. If, at some point in the future, the tank has to be replaced, have
any plans been made as how to gain access? Because of my small back yard it is
virtually impossible to go in that way and going through the front yard would
cause very extensive and expensive damage to both my property and that of my
neighbors, the Downs. It would seem reasonable to me that plans for such a
contingency should be considered before the approval of the new development.
One possible means of access would be to use the open space or green belt between
the developments as a way of gaining access to both Mrs. Hardy's and my back
yards where the sewer tanks are located.

As I stated before, I think the developer's plans for Kingsview 2 would be
a welcome addition to the community. I would also hope that the Planning
Commission will take into consideration the concerns that I discussed in this
letter. In conclusion I hope that the Planning Commission will come out to the
site so that my concerns would become more readily apparent.

The City of Yelm's Engineering Department has reviewed the drainage
and erosion control plans for the above referenced project and has
the following comments:

The drainage scheme proposes to provide a single
treatment/disposal facility. This is acceptable provided that
the facility is a wet pond with associated live storage above
the dead storage. To utilize blofiltration as the treatment
scheme, the biofilter shall be lined and be separate from the
retention facility.
To confirm our conversation of earlier this morning, the
current drainage manual is under revision at this time. The
portion of the manual (revision) that relates to the minimum
storage requirements is probably of most interest to you at
this time. The city has recently allowed engineers to utilize
these "new" minimums (ahead of adoption by the city council)
through an administrative variance process with the city
engineer/drainage administrator. The city has required, as a
condition of variance approval, that anARCPACS certified soil
scientist confirm the soil condition and recommend a range of
infiltration rates or that the project engineer perform a
falling head percolation test (to confirm the site rate) as
described in APPENDIX L of the manual. Provided that the site
specific infiltration rate is in excess of 6 inches per hour,
a reduction from the 6,000/3,000 volumes could be utilized for
the design of the storage facilities.

SECTION #1 - PROPOSED PROJECT DESCRIPTION.
The intent of this request is to create a major land division of the tax assessor's parcel number
2271-92-10100 into 20 single family residences. The proposed preliminary plat illustrates how the
parcel is intended to be subdivided into the 20 single family residences. The proposed single family
residences meet and exceed the required 6,000 sf min lot are requirement provided the proposed
zone change is approved for the site. The following information is relevant to the proposed project.

The 20 single family residences are intended to be accessed from the proposed cul-de-sac road as
illustrated on the preliminary plat. The cul-de-sac is proposed to be constructed as a 32' wide
paved roadway with curb and gutter on each side. The roadway is also shown to have a 5'
sidewalk along one side. The Right-of-Way provides the area required for the street improvement
and an additional 5' on each side for private utility construction. The proposed roadway is intended
to intersect Rhoton Road approximately 250' south of Rhoton Court. Rhoton Road is proposed to
be widened to provide an 18' travel land adjacent to the site with curb and gutter along the frontage
A 5' sidewalk is also shown to be constructed along the frontage of the property
The proposed development will include construction of 20 single family residences and public
services required to serve this development. A project of this nature will result in an increase of
impervious area in comparison to the existing vacant parcel The following information summarizes

Storm Drainage for the site will be conveyed through a series of trap catch basins and storm
drainage concrete manholes and storm pipe that will carry the storm drainage runoff from the
proposed roadway to the proposed retention facility along the south edge of the property The
retention facility is proposed to be an infiltration swale that will meander along the southern property
edge within the opens pace buffer as shown on the preliminary plat and preliminary utility plan.
In accordance with Chapter 4 of the City of Yelm Drainaqe Desiqn and Erosion Control Manual, the
minimum live storage for the retention/detention facility is 6,000 fe per acre of impervious surface
and 2,000 ft3 per acre of pervious "disturbed area" The minimum storage volume calculations are
as follows
V;mp = 6,000 * 1 77 = 10,620 ft3
Vper = 2,000 * 337 = 6,740 ft3
Total min. storage = 17,360 ft3
By using Figures 4 2 and 4,3 in the design manual, an infiltration facility with 1 5' of average depth
and 2.0 in/hr infiltration is required to hold 4,650 ft3 per acre of impervious surface and 3,000 ft3 per
acre of pervious "disturbed area" The storage volume calculations are as follows,
V;mp = 4,650 * 1 77 = 8,230 ft3
V per = 3,000 * 337 = 10,110 ft3
Total storage = 18,340 ft3
The larger value of the two volumes, 18,340 ft3, will be the design volume.
As shown on the preliminary utility plan, the proposed infiltration swale will be approximately 620'
in length, 5' of bottom width, 2.5' in depth, and 3 1 side slopes. This will yield a maximum storage
capacity of 19,375 ft3 The overflow orifice will be sized and located in accordance with Section
4,2.1, Retention/Detention Facility Orifice Configuration in the design manual at the time of final
design, The overflow will outfall into an existing drainage ditch within the Rhoton Road Right-of-
Way
SECTION #2 - EXISTING CONDITIONS
The site is currently vacant and zoned Residential Agriculture, The applicant currently has a
concurrent application submitted for a Re-Zone to single family residential The 5 acre site is
relatively flat with approximately 1 % slopes. The easterly border of the site is Rhoton Road which
is proposed to serve as access. The westerly and northerly borders of the site are bounded by the
existing single family residential subdivision of Kingsview Plat. The southerly border of the project
is an abandoned industrial site. The proposed 30' of open space tract along the project's southerly
edge is intended to provide a buffer to this abandoned site
Underground utilities are currently running thought the site or adjacent to the site, An existing 6"
waterline bisects the property and the pressurized sanitary sewer main runs along the eastern edge
of Rhoton Road Power and telephone are currently above ground on poles along the western edge
of Rhoton Road

SECTION #3 - INFILTRATION/SOILS REPORT
At the time of this report, a geotechnical investigation had not been performed Therefore, the Soil
Survey of Thurston County, Washinqton, along with a site investigation was used to determine the
underlying soil properties.
According to the soil survey, the underlying soil classification is of the Spanaway series, an
excessively drained, predominately gravely sand or extremely gravelly sand This was verified by
the Project Engineer The spanaway soil type is in Hydrologic Group "B", with a moderately rapid
permeability This level of permeability should provide from 2.0 to 6.0 in/hr of water movement
through the saturated soil, as in the case of a high intensity storm. For the preliminary drainage
analysis, the more conservative value of 2.0 in/hr was used
The soil profile, taken from the soil survey is following the preliminary drainage report.
SECTION #4 - WELLS
According to the Thurston County Health Department, Environmental Services, there is no public
record of any wells within the project area. In addition, no wells are proposed to serve the project.
The property is vacant.
SECTION #5 - FUEL TANKS
Again, no fuel tanks are known to currently exist on the property The property is vacant.
SECTION #6 - SUBBASIN DESCRIPTION
The drainage system between the site and receiving surface waters is a swale located along the
west side of Rhoton Road Because of high permeability soils, the downstream impact will come
into play only after the 1 DO-year storm event. I n this case, then a small amount of storm runoff will
be released into the drainage ditch. There are no emergency services or environmentally sensitive
areas along the flow path.
Hazardous materials will not be transported or handled in the area tributary to detention/retention
facilities proposed for this project.
SECTION #7 - 100 YEAR FLOOD PLAIN
The project is not located within the 1 DO-year flood plain.

SECTION #9 - DOWNSTREAM ANALYSIS
Because the infiltration facility is located lengthwise along the lower side of the project, there is little
chance of any surface water runoff leaving the site. The outfall into the existing drainage ditch on
Rhoton Road will only be used when the detention facility reaches the 70% capacity point during
the 1 DO-year storm event.

SECTION #2 - TRAPPING SEDIMENT.
As shown on sheet C3, Preliminary Erosion Control Plan, the primary erosion control measures to
be utilized in construction conform with the Yelm, Washington design manual. The filter fabric fence
will be placed on the south and west property lines to prevent any sediment from crossing the
property line. In addition, a stabilized construction entrance will be constructed off of Rhoton Road,
and straw and hay bale barriers will be placed in the drainage ditch on Rhoton Road Because of
the mild slopes associated with the site, these measures should provide an adequate level of
erosion control protection. The contractor shall be responsible for cleaning up any soil from
vehicles leaving the site by means of broom and/or high pressure water
SECTION #3 - PERMANENT EROSION CONTROL.

ThIs letter prOVIdes the results of a traffic engineering analysis of the proposed Kmgsview II
resIdential subdiviSIOn located m Yelm, Washmgton. The proposed subdIvISIon consists of20 single-
family dwellmg unit lots located on the west sIde of Rohton Road north of First Street. Based upon
dIscuSSIOns with Mark Cook, AssIstant City Engmeer, the traffic engineenng analysis should address
the followmg two issues
. The number of vehIcular trips per day generated by the proJect.
. The number of PM peak hour tnps usmg the FIve Corners mtersectlon
Based upon our discussions, the single-family homes constructed for thIS site WIll servIce mIddle-
income families
Project Trip Generation
Project tnp generation was based on research conducted by ITE1 The tnp rate for smgle-family
detached housing was used based on the average rate prOVIded by ITE2 Table 1 below summarizes
the trip generation for the project. The Kingsvlew II project would generate approximately 192 daily
vehicle trips with an even split between in and out tnps AM and PM peak hour tnps are also lIsted
