granted effective today's date based upon the following
conditions
. Approved civil drawings are to be completed and mylars
signed by January 31, 1996 The civil drawings will
include all pertinent information to construct the
water line extension from the pOlnt of connectlon near
Bon Jon's to the easterly boundary of the Yelm
BUllders Supply, Inc property.
. Yelm Builders Supply, Inc agrees to reimburse the
City of Yelm for any and all cost associated with
inspections of work along the Washington State
Department of Transportation's Right of Way City

Landscaping
The original site plan did not contam a conceptual landscape plan but indicated on the face of the site
plan drawing that the total landscaped area would be 10,450 sq ft. This implied and public testimony
at the origmal hearing Implied the 10,450 sq ft. would be in shrubs, trees and ground covers
(landscaped) However if appears that the original figure, 10,450 sq ft., included the grass lined
stormwater swales which represents approximately 6,300 sq ft leaving 4,150 sq ft. available for
shrubs, trees and ground covers
The landscape pian/area submitted for the proposed amendment covers approximately 3,000 sq ft.
In the proposed landscape plan the applicant has provided landscapmg In all available area's which
are visible from the streets The four vanety of shrubs on the planting list are low growing varieties
with one plant for ever 42 sq ft. No trees or ground covers are proposed on the submitted plan
Landscaping requirements, at the time of original approval, where located In Chapter 17 38, Off-Street-
Parking and Loading Minimum requirements include
A landscaped area not less than three feet in width be provided continuously along any
front, rear or side boundary property line abutting a public or pnvate road

plantings due not meet mmimum standards and spacing/volume appears inadequate The applicant
shall submit a revised landscaping plan to included at a minimum one deciduous tree which creates a
canopy cover for each of the four landscape Islands located on the perimeter of the parking area
high profile evergreen shrubs be incorporated with the low-profile evergreens, and high profile shrubs

The City of Yelm is In receipt of your letter dated November 22,
1995 requesting a December 4, 1995 opening date for the new' Yelm
Builders Supply, Ine There is a public hearing scheduled for
December 4, 1995 to conslder modlfication to the original site
plan approval These modiflcations need to be approved as well as
the following conditions
m An assignment of funds on deposit at any Ilnancial
lDstitution for the benefit of the City of Yelm in the sum of one
and one-half (1 1/2) the estimated cost of the proposed water
Ilne extension from point of origin near Bon Jon's to the
easterly property corner on the Yelm Highway of the Yelm Builders
Supply, Inc. The estimated cost to be based on Public Works
Project guidelines and prepared by a registered engineer in the
State of Washington, reviewed and approved by the City of Yelm
Publlc Works Department
. Installation of the water line extension must be
completed by May 4, 1996
m A rider must be attached to your commercial insurance
liability policy acknowledging the conditional certificate of
occupancy means occupancy of the building without full code fire
flow, identifying the City of Yelm as an additional insured with
limits of not less than $1,000,000.00 including any claims in the

My office has reviewed the on-site water supply design as well as
the fire hydrant locations and the site parking plan and we offer
the following comments.
1. On-slte water supply, no comments.

to be installed prlor to occupancy of the building.

This letter is to re-cap our meeting held April 25, 1995 at the
City of Yelm, City Hall. The engineered drawings submitted for
city review are still incomplete. The following items need to be
addressed and re-submitted to this office:
1. On-site water supply service plan including location of
fire hydrants.
2. Parking plan that meets the minimum City of Yelm require-
ments (160 sf with 8'-0" minimum width required) and the
required spaces with wheel stop or curb.
3. A complete landscape plan showing the location and utili-
zation of the 10,450 sf. as designated by the site plan
review approved by the City of Yelm Planning Commission
and the City Council. My office has been advised by
planning, that a reduction in this requirement will re-
quire review by the Planning Commission and City Council.

4. Public Hearing-Yelm Builders Supply Expansion Site
Plan (SPR 8111).
Chair John Kinnee closed the regular session and opened
the hearing at 4:10 pm. Shelly Badger stated that this
hearing could be held with no action to be taken, due to
lack of quorum and the absent commission members would
review the written minutes and tape of this hearing in
order to take action at the next meeting.
Staff Report - Site plan approval for a new 8,200 SF re-
tail store, change existing 4,400 SF building to storage
(3,100 SF of existing retail). The zoning is C-3 Large
Lot Commercial which allows out-right, the proposed
project.
There are 41 on-site parking stalls included in the pro-
posal, which meets Yelm's 9n-site parking requirements.
Mitigation through SEPA fo~ traffic impacts for the Five
Corners intersection/Y-2 Atternate Route: 15 evening
peak hour trips at $300.00:per trip = $4,500.00 mitiga-
tion.
The septic system will be approved by Thurston County
to be compatible to the Yelm STEP requirements; at such
time as sewer is available to the site, the site will be
hooked to the City sewer system.
City of Yelm water supply. The fire flow at the site,
has mandated additional structural requirements as auth-
orized by the Uniform Fire Code. ie; Increased fire con-
struction of the building, limited sprinkler system, etc.
Applicant will be required to participate (pro-rata
share) in the future watermain extension on Yelm Ave. E.
Line is currently just east of Plaza Drive.
Stormwater must meet the requirements of the Drainage and
Erosion Control Manual for the City of Yelm. After re-
view of the preliminary drainage report (by Bob Connolly,
Skillings-Connolly), it has been determined that it meets
drainage requirements and the plan and report have been
accepted by the City of Yelm.
10,450 SF of landscaping is proposed which conforms with
present requirements.
Staff Recommendation: The City of Yelm Planning Depart-
ment recommends approval; conditioned on the environmen-
tal checklist and SEPA comment period on the MDNS ending
July 8, 1994, and hook-up to the City of Yelm Sewer sys-
tem when it becomes available (septic design must be com-
patible with the Yelm STEP system and approved by the
Yelm Public Works Department.)
Recommend that Site Plan approval also be conditioned on
a requirement that the property owner pay their fair
share of the future watermain extension of the water line
currently ending just east of Plaza Drive on Yelm Ave. E.
Also, that the Site-Plan approval include the Five
CornersjY-2 Alternate Route mitigation from the MDNS.
Owner agrees to sign a waiver of protest for future im-
provements on Grove Rd. and Yelm Ave.

Confirmed the additional structural requirements auth-
orized by the Uniform Fire Code.
Commented on the justification of the sidewalks not to
be utilized until a later date, therefore, it would
seem inappropriate for them to be installed at this time.
The entrance off of highway 507 will be re-Iocated to
the east to better facilitate the traffic at Grove Rd.
and Hwy. 507. The proponent contacted WDOT and they
saw no problem with re-Iocating the entrance.
The public hearlng was closed at 4:20 pm.

Roberta Longmire asked what the object of the comment
period was if the commission was to make a decision
prior to the end of this period.
Shelly Badger explained that a conditional decision
would be made at the next meeting based on the SEPA
period ending date of July 8, 1994, and could become
null and void if comments were received that requir-
ed further environmental review and consideration by
the commission. If no comments are received, the de-
cision would stand and go on record.
Jim Blundell, attny. for the City, recommended absent
members review the written minutes and tape of this
meeting and stated that members must vote in session
and cannot give an absentee vote.
DUE TO LACK OF QUORUM, THIS ITEM WAS TABLED UNTIL NEXT
MEETING WITH NO ACTION TAKEN AT THIS TIME.
5. Southwest Yelm Conceptual Master Plan Briefing
Shelly Badger explained this is a draft and is currently
under staff review and comment. Jim Blundell stressed
that the Planning Commission and City Council work-
sessions are a good opportunity for members to ask and
express concerns.
Dennis Su representing Thurston Highlands and Rainier
Estates (Venture Partners), gave an overview of the con-
ceptual master plan. He explained the proposed re-
routing of the Y-l alternate route due to the potential
wet land interference and explained the proposed dens-
itites and phasing of the Thurston Highlands and Rain-
ier Estates developments andd the main arterials
through the annexation including those at SR 507 and
routes back into Yelm.
Shelly Badger stated it is unknown where Y-l is to con-
nect to the north and stressed that until wetland and
other studies are complete, the accurate location of the
Y-l is not known.
John Kinnee asked how many acres have been set aside for
a school site. Dennis Su stated there would be a minimum
of 15 acres for a school location. John Thomson, Yelm
Community Schools, explained the student/acre ratio.
The commercial area is proposed to be moved from Rainier
Estates to Thurston Highlands property adjacent to Y-l.
Roberta Longmire questioned the commercial along the Y-l
route. Jim Blundell explained the purpose of the com-
mercial along the Y-l route would be to serve the immed-
iate area and not attract from the downtown Yelm area.

The City received an application for site-plan review on February 17, 1994.
Since that tirre, the City has been working with the proponent on the site
plan.
BASIC FACTS:
Proponent: Glenn Blando, Yelm Builders Supply.
Proposal: Site Plan approval for a new 8,200 SF retail store, change

Comprehensive Plan: This proposal meets the Comprehensive Plan designation
for this area.

o Dramage systems shall be designed so that the total amount of impervious
surface draIning to a wet vault does not exceed two acres.

The bottom area of the vault shall equal 2.5 percent of the unpervious surface

pro-rata share of the costs for the future intersection improvements to the "five" comer intersection.
Three copies of the revised drainage plan, drainage report and traffic impact analysis report will be
required by the City for re-review

Section 1 - Project Description:
Yelm Builders Supply seeks a Building PermIt to construct a new retail sales buildmg at the
northeast comer of Grove Road, Yelm Avenue/Highway 507 The site IS located m SectIon 29,
TownshIp 17 North, Range 2 East.
The drainage system for thIS project mcludes grassed bIOfiltrahon stnps and underground
mfiltrahon trenches. Pavement and gravel runoff will be collected m the swales for treatment
and transported to the retention facilities. The retention ponds are designed for the 100 year.
storm.
Section 2 - Existing Conditions:
This SIte is a 2 35 acre parcel currently in operation as a lumber yard The site slopes very
gradually South to North with a fall of approxImately 2 % Soil condIhons are very gravelly but
due to truck and storage traffic, the gravelled areas are hIghly compacted
Section 3 - Soils Report:
The SCS mdicates Spanaway gravelly sandy loam Site inspectIOn confirms thIS It IS extremely
permeable wIth infiltrahon rates expected to be greater than 20 mches per hour for depth below
20 inches. The owner IS askIng for a WaIver of the infiltrahon test based up on soil types
Maximum infiltrahon rates per the Thurston Region DraInage Manual will apply
Section 4 - Wells/Fuel Tanks:
No underground fuel tanks were found or are known to exist on thIS SIte. There are no eXIstmg
wells on the site The retention facilIty is located over 100 feet from any well.
Section 5 - 100 Year Flood:
ThIS project IS outside the 100 year flood plaIn as exhibIted on the F E M.A map The
storm water facilIty WIll be desIgned to retam all SIte draInage and infiltrahon at rates based on
the Thurston Regional Stormwater Manual
Section 6 - Analysis:
The draInage patterns for the improvements to this SIte wIll be divided mto three areas Pavmg
and sidewalks are segregated into two areas and the buildmg occupies the third. Swales are

EROSION CONTROL PLAN
A. Constructlon Sequence and Procedure.
Prior to the commencement of any gradmg or fillmg activIty upon the sIte, all erosion
control measures, includmg installation of a Stablhzed constructlon entrance shall be
mstalled m accordance WIth thIS plan and the detaIls shown on the drawmgs The
infIltration trenches are deSIgned to store and treat storm water runoff No sedIments from
construction shall be allowed to enter them Construct erosion control measures around
the infiltration trenches as reqUlred until the project IS completed to aVOId contammatlon
of the facihtIes.
B Trappmg SedIment:
The proposed swales mdicated on the draInage plan shall be constructed at the begmmng
of constructlon to perform as temporary sedIment traps Additional temporary swales
may be required to fully protect the mfiltratIon trenches from migratIOn of fines from
storm water runoff. Downstream temporary eroSIon control such as hay bale bamers and
fIlter fabnc fences shall be used as reqUlred to supplement the swales
VehIcle tracklng of mud off-SIte shall be aVOIded Installation of a stablhzed constructIon
entrance shall be installed at the start of construction at all access pomts to be used by
equipment. ThIS entrance is a mlmmum reqUlrement and may be supplemented If tracklng
of mud onto City streets becomes excessive. Washmg down roads daIly to remove excess
mud may be required The wash water shall be dIrected to a temporary sedIment trap
previously installed on-site and shall not be allowed to release downstream WIthout prior
treatment by approved eroSIon control measures.
C Site Restoratlon.
DIsturbed areas on and off-site shall be grassed upon project completIon to proVIde
permanent erosion control. On-site landscaping requirements shall be incorporated to
permanent soli stabihzatIon measures to the most practIcal extent while stIll maIntaImng
the requirements for screening aesthetics and other CIty standards.
D Geotechnical Report
Existing slopes in the area of the swales and infiltratIon trenches are at a maxImum of
