Since that time, the City has been working with the proponent on the application. BASIC FACTS: Proponent: Yelm prairie Dental, Lee Anne Campbell, D.D.S. Proposal: Site-plan proposal in the Central Business District of Yelm for a 1,185 SF REMODEL of the existing building located at 202 First Street S. for use and occupancy by Yelm Prairie Dental. Public Notice: Notice of Public Hearing was published in the Nisqually Valley News on June 23, 1994, posted in public areas on June 20 and mailed to adjacent property owners on June 20, 1994. Mailed to all on the Planning Commission mailing list on July 1, 1994. Location: 202 First Street S. Comprehensive Plan: This proposal meets the Comprehensive Plan designation for this area. Zoning: Central Business District (CBD). Area Land Use: Immediately adjacent area on all sides are zoned CBD Central Business District. Shoreline: NjA Critical Areas: Sensitive Aquifer Resource Lands: NjA Historic Structures: Listed on the Yelm Inventory of Historic Places, no design review necessary because the building is not listed on the Yelm Register of Historic Places. Retention of historic integrity and significance is encouraged. Soils and Geology: Spanaway gravelly sandy loam. Topography: Mostly flat. Air Quality: Should not substantially affect the air quality. Parking & Traffic: This proposal exceeds the required number of on-site parking spaces. Solid Was te: LeMay Garbage Service. .. (l Wastewater: ERU's are available for this proposal. Hookup shall be to the Yelm S'IEP sewer system. Water Supply: City of Yelm water supply. Stonnwater: Parking areas must meet the requirements of the Drainage and Erosion Control Manual for the City of Yelm. It has been detennined that there is sufficient area for the drainage for the new impervious surfaces (parking, walks, etc.). Construction drawings for the parking areas and utility hookups will be prepared after site plan approval. Landscaping: More than the required landscaping has been proposed for the project. Power and Energy: Puget Power, Washington Natural Gas. Noise: Low. Disaster Risks: Low. Fire Protections: Thurston County Fire District #2. Police Protection: City of Yelm. APPLICABLE STANDARDS AND POLICIES: State Law: This proposal has conformed to all applicable State laws. State Environmental Policy Act (SEPA): Not required for this remodel project. Yelm Municipal Code: This project shall confonn to the City's Municipal Code. The code requires any substantial remodels of existing dwellings, along with new structures, in the Central Business District, to follow the procedures of the site plan review ordinance. Therefore, a Hearing and decision of the Planning Commission is required. Comprehensive Plan: Comprehensive Plan designation is CBD Central Business District. This proposal confonns with the CBD zoning requirements and the proposed use is pennitted outright. Design and Development Standards: This project meets the City of Yelm site plan requirements. City of Yelm Public Works and Engineering: Ken Gannann, Public Works Director has met with the applicant and discussed the drainage, sewer and water requirements to be met. Construction drawings will be prepared after site plan approval. Staff Recommendation: The City of Yelm Planning Department recommends approval of the site plan application of Yelm Prairie Dental for a 1,185 SF remodel of the existing building located at 202 First St. S in the Central Business District.
