Clarification re:
W.A.C. 173 -60 -040 ... c. states any time day or night the noise limitations may not
exceed:
(i) 5 dBA for a total of 15 mins in any 1 hr period, or
(ii) 10 dBA for a total of 5 mins in any 1 hr period, or
(iii) 15 dBA for a total of 1.5 mins in any 1 hr period
Those are figures ABOVE the MAXIMUM EDNA (environmental designation for noise
abatement)

I'd like to at least have the name of the company you hired to do the study.
Here are some questions to ask of them:
1. Which system will they use... dBC or dBA?
2. What kind of zone will they use for the rating for each of the properties
(Hardings and mine? (Industrial, commercial, or residential) If each property is
zoned differently, will the study adjust for the different zones? ex. Noise emitted
from a commercial zone into a residential zone...
3. From what location will the decible reading be taken? I believe the standard
is 50' from the property line of the offender... between the offensive property and
the receiving property.

area. Each day, beginning at 12:01 am, a violation occurs is considered a
separate violation.
5. Will there be multiple readings over different time periods or will the
standardized decible adjustment be made for the difference between day and
night hours?

noise testing I have contracted with a private testing laboratory. When the
results are available I will discuss the required action with the Hardings. If

Both. Ron feels he has been a good neighbor and constructing the box that this
lady suggests would not be good for his equipment, as it needs air to circulate
around the coils to work. He is also waiting the out come of the tests before we
proceed with any solutions. Ron has been really good to work with on this and I
can understand his position of not having to spend money if it is not warranted.

Gary, what do you mean by Ron's comment? Does he not believe there is a
problem? Or does he not think he can solve it with her suggestion? Maybe it is
Monday and I am foggy?
Also, could you get back to our complainant via e-mail and let her know that we
are looking into it as it looks like she thinks we haven't done anything? Keep
copies of everything with the original CAR including her e-mail that I believe

I have talked with Ron and he does not think he has a problem that realistically
can be solved by the complainant's suggestion. I have hired a testing lab to do
sound tests so we have documented data.

Dear Shelly,
On July 28th I submitted a Citizen Action Request regarding noise abatement. In that
request I asked that Harding Greens be directed to enclose their refrigeration unit to abate
the unacceptable noise level it emits into the open air (common property). What, if any,
consideration or action has been taken on my request?
Over the weekend (Aug 16th and 17th) Harding Greens had an 18 wheel truck and trailer
parked in their lot. The truck was parked between my apartment and the noisy
refrigeration unit at Harding Greens. The truck created a noise barrier and greatly
reduced the noise level of the refrigeration unit. Such a simple thing to create a
more enjoyable environment! Harding has a 24,000 gw truck parked on their lot nearly
all the time. What is to prevent them from simply parking it next to the refrigeration unit
instead of the usual place about 30 to 50 feet away? I had never before seen the truck
that was parked there over the weekend and rarely see anything else parked there. There
is more than enough parking to permit the permanent parking of a large truck in front of
the noisy refrigeration unit. This certainly would be a cheap solution to abating the
noise. But the more permanent solution is not expensive either. It would mean
surrounding the refrigeration unit on 3 sides with 3/4" plywood to 3' above the line of
view from my apartment (got those figures from a government site on noise
abatement—might be Dept of Ecology).
