The City of Yelm has adopted a noise ordinance based on WAC, Chapter 173 -60. with the provision that the EDNA (Environmental Designation for Noise Abatement) be based on the Occupancies zoning. All Commercial properties in the City have a B classification. Your apartment is in the C -1 Zone, as is Harding Evergreen. Based on the chart for maximum permissible environmental noise levels, WAC 173 -60 -040 the allowable noise to intrude onto your property is 60 dBA (Class B to Class B). Class B EDNA do not have an exemption reducing dBA for night time hours. On August 20, 2003 and independent lab hired by the City of Yelm performed 4 noise tests at locations along the apartment property line on Railroad St. The maximum reading recorded was 50 dBA.
