10640 Mill Rd SE paiganJuly 7, 2016 Randy Paigen P.O. Box 625 Yelm, WA 98597 Re: 10640 Mill Road SE Randy: This letter is a follow -up to the voice mail I left for you on Thursday, January 30, 2003, regarding the on- site sewage disposal system you repaired at 10640 Mill Road SE (tax parcel number 22730230500). As I indicated in my voice message, the property will be required to connect to the City's S.T.E.P. sewer system and City water. The requirement for connection to City services can be found in Section 13.08.020 Yelm Municipal Code, which states, in part, that property shall connect to the City's sewer system if the collection system is available (within 200 of the property) and the County Health Department requires the connection for public health reasons. Further, the State Health Codes state at Section 246- 272 -07001 WAC states that the County Health Department may require that a property with a failed on -site sewage disposal system connect to City sewer when they are within 200 feet of the property. On January 17, 2003, this information was provided to your real estate agent, who had contacted the City to find out if connection to City services was required, as an inspection prior to sale of the property had indicated that the on -site sewage disposal system had failed. I indicated that connection was required unless the Health Department approved a repair, and suggested that the County be contacted for information on the permit process. The next week, the on -site sewage disposal system was repaired without benefit of permit. According to you during our telephone conversation on Monday, January 27, 2003, two new 50 foot sections of drainfield had been added to the system and approximately 5 feet of solid pipe from the distribution box to the drainfield had been replaced. I subsequently contacted the Health Department and confirmed that a permit would be required for this work and that, as sewer is available to the property, connection to the sewer system is required. Please contact the Community Development Department for the process of connecting to City water and sewer. Sincerely, Grant Beck, Director Community Development Department Terry Kaminski, Windermere Real Estate Randy Freebie, Thurston County Health Department
