Requirements for Option 1
Requires an analysis of the pm peak hour trips which would travel through the 5-
Corners Intersection While the City would require the analysIs be performed by
a Washington State Transportation Engineer, It IS estimated that the proposed
project would generate 20 tnps through the 5-Corners Intersection dunng the pm
peak. This would result In an estimated traffic mitigation of $6,00000
Requirements for Option 2
The City has adopted a Transportation Facility Charge (TFC) of $75000 per pm
peak trip The Ordinance provides a default table that the applicant can use to
determine new pm tnps generated by the proposed use Administrative Office
uses generate 3 68 pm peak trips per 1,000 sq ft of gross floor area and Retail
Shopping uses generate 7 57 pm peak tnps per 1,000 sq ft of gross floor area
The volume of pm peak tnps for 3,000 sq ft of administrative office would be
11 04 tnps plus the volume of pm peak tnps for 3,000 sq ft of retail space would
be 23 71 resulting In a project total of 33 75 pm peak tnps
The TFC charge (number of pm peak tnps x $75000) IS $25,312 50 00 Under
this program the City would credit you for the cost of the core road Improvements
along Yelm Avenue The credit would be established at the time of project
approval
If the applicant feels the proposed use would not generate the default number of
tnps as designated In the TFC Ordinance an analysIs prepared by a Traffic
Engineer can be submitted to the City for review and consideration

5 Public HearinQ. Site-Plan for Car Wash and bindinq site-plan for a
potential three more buildings (SPR-81 23)
The hearing was opened at 4 31 p m
Tv Peterson gave the staff report, explaining the city received a site-
plan application in August. Currently this proposal would not be
allowed under the Central Business District zoning that is in place,
however, the city approved a rezone, recommended by the planning
commission on their September 14, 1994 meeting This rezone does
not officially take effect until September 28, so any approval would
have to be conditioned upon the effective date of that rezone
The proposal consists of a 2,560 sq ft. building with parking on one
of the pads and two other pads for future use Access to the car
wash and the primary access will be from Yelm Avenue. Proposal is
for only one access for the entire lot from Yelm Avenue There would
be an additional access constructed from Longmire Street when the
other pads develop These proposed accesses meet the Access
Control Standards for the state highway. Right-of-way dedication to
both Yelm Avenue and Longmire Street are sufficient and plans
indicate sidewalks will be constructed along Yelm Avenue Frontage
improvements along Longmire Street could be negotiated when
proposals for those pads are submitted
Traffic will be mitigated through the SEPA process with "peak hour"
volumes A SEPA determination has not been made. However, a
mitigated determination of nonsignificance is expected and any
approval would be conditioned upon this and the comment period
The planning department recommends approval of the site-plan
Shirlev Rvder, proponent explained that she and her husband Ron own
the Shur-Kleen Car Washes located in Olympia and Lacey and they are
proposing to bring one to the Yelm area Ms Ryder's brother and his
wife will manage the car wash in Yelm The facility is environmentally
conscience.
Joe Huddleston asked if Ms. Ryder could give a description of what
the facility would look like Ms Ryder explained that it is what is

described as an exterior tunnel car wash, the building is 100 feet long,
constructed of cement block and brick' The customer stays inside
their vehicles as the car is being pulled through the car wash The
area will be landscaped There will be vending machines and coin
operated vacuums on site The facility is attendant operated, possibly
4-5 employees on site Photos of similar facilities were shown to the
commission members
Tv Peterson asked how much waste water would be disposed Ms
Ryder explained that statistics compiled from the Olympia and Lacey
sites showed an average replacement of five to seven gallons per car,
depending on volume These statistics are from an old design The
facility in Yelm will have a double recycle system instead of the single
recycle system in the older design
Public Comments
Paul Thompson, asked if the employees hired for th~ facility would
come from the High School Mr Andringa , who will be the
manager for the car wash stated that initially five or six employees
would be hired, which will include high school students for part-time
and possibly a couple of full-time people.
Tv Peterson wanted to know If the facility would be big enough for
trucks He was told it could take up to a full-size van
Buffie Clark asked what the operating hours would be Shirley Ryder
explained that presently their car washes are open Monday through
Saturday, 8 00 a m to 7 00 p m and Sunday 1000 a m to 5 00
pm
Roberta Longmire asked if the depth of the lot was 250 feet and how
are they going to get an exit off of Longmire when the state won't
allow them to have it that close to the highway Ty Peterson
responded by explaining that it is not an entrance onto the state
highway The access control standards only effects accesses onto
the state highway system The access to Longmire Street be 125
feet from the intersection
Joe Huddleston asked if there are any other proposals out there
Shirley Ryder responded that the property has not been purchased
yet, but there is a possibility that additional automobile oriented
business would be added later

Adam Rivas asked if by changing site to C-1 zoning would allow the
site to be more automobile oriented Ty Peterson stated that would
be correct, it would be an allowed use
Roberta Longmire asked who would have access to that future
building site? It was explained by Mr Ryder that access would be
from out of the car wash Mrs Ryder explained that any additional
business would be connected to the car wash, ie, a full service detail
shop

DRAINAGE REPORT SECTION 1
PROJECT DESCRIPTION
This project consists of the commercial development of a portion of a lot in Yelm on Yelm A venue
(adjacent to McDonalds) for use as a drive through car wash. The property is located at the
intersection ofYelm Avenue and Longmire Street, south ofYelm Avenue. The property is parcel
2 ofSS-8076 as recorded March 25,1993 under Auditor's file 9303250249 and is in section 24,
township 17N, Range lEWM.
This project specifically develops the east half of the above-referenced property (a piece 125 feet
wide by 250 feet deep) with the construction of an approximately 2500 sf single story building
including attendant utility services, landscaping and yard paving. The yard paving consumes
another approximately 19,500 sf of the whole. Of the total site area of 62,500 sf, 22,000 sf is to
be impervious of which 19,500sfis pavement.
Presently the site is an undeveloped lot, gently sloping, and thinly covered with grass as is typical
of other than timberland in the area. The soil is slightly silty sand and gravel, very well drained,
described as Spanaway formation in the USDA Soil Survey of Thurston County Washington.
The storm drainage management system concerns only that runoff from the newly paved areas and
consists of routing, bioswale treatment, retention in a highly pervious grass lined impound, and
finally infiltration into the acquifer through an underground seepage gallery Although the site is
currently being only partially developed, the storm system is designed for ultimate build-out to
85% imperviousfor the entire parcel. The storm system is designed to contain, treat and infiltrate
the runoff from the 100 year 24 hr storm. Runoff quantities have been calculated using the
rational method. The infiltration rate is based upon falling head permeability test by Geotechnical
Laboratories. Required pond capacity is determined from a simple time dependent mass balance
calculation of inflow minus outflow See appendix A for calculations.

The property is surrounded on three sides, north, west and south, by city ROW The property is
bounded on the east by a new McDonald's. None of these properties contribute signifigant offsite
drainage to the property
The property is located in an acquifer sensitive area and design of the system is cognizant of this
fact. There are no wetlands or otherwise environmentally sensitve areas on the property

public hearing to receive comment on a proposed commercial site-
plan for the property loc~ted at the southwest corner of Yelm
Ave wand Cullens st (next to McDonalds) The proposal
includes the request for approval of a car wash Access will be

The City Planning Commission will hold a public hearing on
