The City of Yelm Planning Commission will be holding a
public hearing to receive comment on a proposed location and
site-plan for a skateboard park along the west side of 2nd Avenue
between Mosman and McKenzie The proposed site is located
adjacent to the Yelm Police Stat,on and existing City Park A
'Determination of Similar Use' for a skateboard park to be
located in the Central Business District must be approved by City
Council prior to the effective site-plan approval
The City Planning Commission will hold a public hearing on
October 17, t994, at 4.00 p m in Yelm City Hall Council
Chambers, located at 105 Yelm Ave W , Yelm, WA All interested

YELM SKATEBOARD PARK &
DETERMINATION OF SIMILAR USE
PROPOSAL
The proposal is construct a two phase skateboard park along
Second St between the Police Station and the Park vehicle
access The proposal must receive a similar Use designation
and the Site-plan be approved prior to construction The project
is roughly 100' by 100' The skateboard area is constructed of
concrete with landscaping around the perimeter The proposed
site is located in the Central Business District and parking
would be accommodated with the existing City Park parking lot
FINDINGS AND RECOMMENDATIONS
The Planning Departments recommends approval of the
Determination of Similar Use" because:
1) The proposed use would not conflict with surrounding uses
The site is located adjacent to the City Park and Police
Station, across Second St are utility buildings for the phone
company
2) The use would provide a public benefit, especially for the
youth of the community
The Planning Department recommends approval of the site-plan
based upon:
1) The Determination of Similar Use" must first be approved by
the City Council Any approval by the Planning Commission on
the site-plan must be conditioned by this
2) The proposal does conform with the site-plan and zoning
ordinances if the 'Determination' is approved
3) The City Public Works Dept does feel that the drainage would
work, an engineered system would have to be approved prior
to construction
4) The City would be responsible for and feels confident that it
can negotiate side-walks into the first phase, if not they
could be a condition of the second phase or the City would
construct when we bring the Park into compliance for
the American Disabilities Act
5 With the second phase construction that the City look at a
fence or wall along the park side of the project

commercial and industrial uses, planned development districts and for all land uses within the central business district.
Each requires a hearing before either the Yelm Planning Commission or City Council

The proposed skateboard park is a four (4) inch thick cement
area. Overall Slze lS 85'x65' to 95'x80', based upon
dimensions of the bowl and run. Diagram of the park with
explanation of the build up areas is attached.

tower on a 100'x100' piece of property.

Location of Skateboard Park in R-1 Single-Family
Residential
Dear Council Members,
I was asked by Chief Glen Dunnam to research the potential Zoning
limitations or restrictions of locating a Skateboard Park next to
the City water tower within the R-1 Single-Family Zone
The Planning Department feels that there is no inherent zoning
conflict with allowing this use at the proposed location
However, the zoning ordinance does not specifically allow thlS
use outright, and was probably an oversight seeing that this use
is not mentioned anywhere in the ordinance Therefore, acting
under the current ordinance, the Planning Department recommends
that a determination of similar use be pursued after holding
pUblic hearings and recommendation from the Planning Commission
If there are any questions, please contact me at 458-8408 or at
City Hall A request for determination should come before the
Council in September, after adequate public notice and more
details of the proposal are addressed
