In 1994 Springfield Development Company created a residential subdivIsion in Yelm,
WA. The To accomplish the subdivision, Springfield Development Company
constructed, at their own cost, municipal water and sewer improvements along Railway
Avenue and Middle Road, to serve their subdiVISion In doing so, a latecomer
agreement was created and recorded with Thurston County, to allow others to connect
onto these lines for a cost.
In 1995, Robinson Homes subdivided two parcels of land located on Railway Avenue
into a residential subdivision (Woodfield) In December 1995, Robinson Homes paid
the latecomer fee for parcel numbers 64303601200 and 64303601300, in the amount of
$11,32560
The individual parcels that were created after this are required to pay a water and sewer
connection charge at time of building permit issuance The latecomer fee does not
apply to the new parcels within the residential subdivision

Dear Ms Carlson.
I have met wIth the owners oflots 9, 10, 11 and 12 m KmgsvIew DIvIsIon 2 about
constructmg a SIX foot hIgh cedar fence along the west boundary of theIr lots All of the
property owners are open to constructmg a fence along the west sIde of theIr lots.
TheIr one concern and mme, IS whether the purchase/constructIOn loans they have
closed wIth the Umted States Department of Agnculture, Rural Housmg ServIce (RHS)
have sufficIent funds to cover the cost of the fence I belIeve there IS enough m theIr
contmgency budgets to cover the cost and I have told them that. The owners of Lots 9,
10, 11 and 12 have agreed to build a SIX foot hIgh cedar fence along the west boundary of
theIr property provIded they have enough funds leftover after buildmg theIr homes and
that RHS approves the expendIture
I'm confident that the funds will be there and I've already dIscussed the proposed
expendIture wIth RHS RHS IS not opposed to the expendIture but they too want to make
sure there are sufficIent funds to complete the homes as planned before buildmg a fence

between the CITY OF YELM, a municipal corporation, hereinafter referred to as the
"CITY", and
hereinafter referred to as the "OWNER".

WHEREAS, the OWNER holds record title to the following described property
located within Thurston County, Washington
and WHEREAS, the CITY has required as a condition of approval of the
OWNER's site plan/subdivision for said property that the OWNER participate in the
construction of certain utilities and/or street improvements as they directly relate to
said property and the OWNER desires that said requirement be delayed until projects
are formulated for the joint participation of other affected owners.
NOW, THEREFORE, IT IS HEREBY AGREED BETWEEN THE PARTIES as follows.
1. The CITY will delay its requirement for the immediate participation by the
OWNER in the construction of certain utilities and/or street improvements, subject to
the conditions set forth hereinafter.

2. The OWNER will financially participate in the following utility and/or
street projects on an equitable basis with other affected property owners.
Sanitary sewer system improvements,
Storm water system improvements,
Street improvements;
Street lighting improvements;
Sidewalk improvements;
which improvements are more specifically described as follows
3. The OWNER hereby waives all rights to protest against future Local
Improvement District (LID), Utility Local Improvement District (ULlD), or Latecomer
Ordinance and Agreement proceedings for the construction of said improvements
described in Section 2 herein. For purposes of this Instrument, "rights of protest"
shall mean only those formal rights to protest contained within the LID, ULlD or
Latecomer Ordinance and Agreement statutes, except, however, nothing herein shall
constitute a waiver by the OWNER or the OWNER's heirs, assigns or successors in
interest, of the right to object to the OWNER's individual assessment amount or
latecomer charge or to appeal to the Superior Court the decision of the Council
affirming the final assessment roll or latecomer ordinance and agreement, which rights
are specifically preserved.
4. The OWNER hereby grants and conveys to the City Engineer of the City
of Yelm, or his successor in interest or designee, a Special Power of Attorney to
exercise any and all rights of the OWNER, including any purchasers, mortgage holders,
lien holders or other persons who may claim an interest in the property described
hereinabove, to accomplish the following At such time as a Local Improvement
District, Utility Local Improvement District, or Latecomer Ordi"nance and Agreement
is proposed that would cause said improvements to be made available to the
OWNER's property described hereinabove, to exec.ute a Petition on behalf of the
OWNER for the creation of such LID, ULlD or Latecomer Ordinance and Agreement.
This Special Power of Attorney is granted in consideration of the CITY executing this
Instrument, and shall be a power coupled with an interest which may not be

terminated. This Special Power of Attorney shall not be affected by the disability of
the OWNER.
5. If the OWNER fails to perform in good faith in accordance with this
Instrument, it is agreed that the CITY may discontinue utility service to the property
described herein, after giving 20 days notice thereof and an opportunity for hearing
thereon, or may, pursue other equitable or legal remedies
6. The OWNER hereby declares that is/are the
sole owner(s) of the property described herein and has/have full power to commit said
property to this Agreement, Waiver of Protect and Special Power of Attorney
7. This Instrument constitutes a covenant running with the land and shall
be binding on all heirs, assigns, transferees, and successors in interest
8. For purposes of RCW 35 43.182, and any LID or UlID thereunder, the
effective term of this Instrument shall be a period of ten years from the date hereof
For purposes of RCW 35 72 and RCW 35.91, and any Latecomer Ordinance and
Agreement thereunder, the effective term of this Instrument shall be a period of
fifteen years from the date such an Ordinance and Agreement becomes effective

AN ORDINANCE adopting a Latecomer's Agreement between
Springfield Development Company, Inc. and the City of Yelm for
a waterline extension to the area known as Prairie Creek
Subdivision (SUB 8079).
WHEREAS, a connection has been made by Springfleld Development
Company, Inc. to the City of Yelm Water System; and,
WHEREAS, assessments may be charged to future users of the
system, Now, Therefore,
THE CITY COUNCIL OF THE CITY OF YELM DOES ORDAIN AS FOLLOWS;
Section 1. ADOPTION BY REFERENCE. The "Latecomer's
Agreement between Springfield Development Company, Inc. and the
City of Yelm" is hereby adopted by reference as if set forth in
full.
Section 2. EFFECTIVE DATE. This ordinance shall take
effect five days after its passage, approval and publicatlon.

WATERLINE EXTENSION AGREEMENT
THIS AGREEMENT, entered into this

1994, between the City of Yelrn, a municlpal corporation, herein-
after referred to as the "City", and The Springfield Development
Company, Inc., a Washington Corporation, herinafter referred to as
the "Developer",
WITNESSETH:
WHEREAS, the Developer has extended the City's water system to
property owned by the Developer by the construction of a ten inch
(10) water supply line which said waterline will pass by properties
which will benefit directly from said construction, as shown by
Exhibit "A", and the Owners of which may wish to use sald water
supply in the future; and
WHEREAS, the City has accepted said waterline as part of the
City's water system and in return is willing to collect from fut-
ure users of sald water supply llne and their pro rata share of the
cost of said line to be reimbursed to the Developer.
NOW, THEREFORE, IT IS HEREBY AGREED BETWEEN THE PARTIES AS
FOLLOWS:
1. The developer has supplied all materials and performed all
labor for the construction in accordance with the stand-
ards of the City of Yelm a ten inch (10") waterline, to-
gether with all valves, fittings, and other necessary ap-
purtances over the following described route.
Beginning on a point on the previously constructed water
main on Railway Road SE, said point being approximately
at the intersection of Railway Road SE and Rhoton Rd.,
Thurston County, Washington, running thence East along
Railway Road to its intersection with Middle Street SE,
thence Southwesterly along Middle Street, a distance of
approximately 1865.56 feet.

2. Said waterline extensions have been completed to the City
of Yelm standards, and in accordance with the plans re-
ferred to herein and approved by the City and the City has
accepted ownership of said waterline and facilities, and
the Developer has executed the documents necessary to
place complete ownership of said lines in the City. From
the time of acceptance by the City, the facilities have
belonged to the City and the City has been and will be
responsible for their maintenance and operation, and shall
be entitled to all revenues derived from the transmission
of water through said lines.
3. There is attached to this contract, designated as Exhibit
"B", a listing of the cost of construction of said lines,
including all direct benefits of said watermain construc-
tion and a determination of all applicable sales taxes, a
listing of parcel numbers of all properties along said
lines which can be directly connected thereto, said prop-
erty parcel numbers being also shown on Exhibit "A", and
which properties have not paid their full pro rata share
of the cost of construction of said water facilities.
For a period of fifteen (15) years from the date of final
acceptance of said watermain by the City of Yelm said

collect from all owners df such iisted properties in
Exhibit "B", or their heirs, successors or assigns, except
the Developer who provided funds for the watermain const-
ructlon prior to allowing connection of said properties
to the water facilities, the fair pro rata share of the
cost of construction of this subject line and shall pay
said sums to the Developer.
4. No person, firm or corporation shall be granted a permit
or be authorized by the City to connect to or use such
facilities during the period of time descrlbed in Para-
graph 3 of this Agreement without first paying to the
City for its own account for such connection or use, the
amount required to reimburse the Developer for the pro
rata share of cost of said construction of each of said
facilities in accordance with the schedule in Exhibit
"B" hereto. All sums so received by the City shall be
remitted to the Developer within sixty (60) days after
the receipt thereof.
5. Whenever any connection is made into the facilitles
covered by this Agreement without such payment having
first been made in accordance with Exhibit "B", the
City may remove or cause to be removed such unauthor-
ized connection and all connecting llnes or pipes lo-
cated in the facility right-of-way and dispose of such
material removed without any liability whatsoever.
6. The Developer, pursuant to this Agreement, is an indep-
endent contractor, and not an agent or employee of the

City.
7. The City hereby acknowledges that it had received from
the Developer the permit fee for said construction.
8. No assignment of this Agreement or any of the benefits
hereunder by the Developer shall be binding upon the
City unless or until written notice of such assignment
shall be given tot he Clty and approval is given by the
City.
9. All payments to be made by the City to the Developer
under this Contract shall be sent to the following add-
ress, to-wit: The Springfield Development Company, Inc.,
1313 East Bay Drive, Olympia, Washington 98501, or such

AN ORDINANCE adopting a Latecomer's Agreement between
Springfield Development Company, Inc. and the City of Yelm
for a sewer system extension to the area known as prairie
Creek Subdivision (SUB 8079).
WHEREAS, a connection has been made by Springfield Development
Company, Inc. to the City's S.T.E.P. sewer system; and,
WHEREAS, assessment amounts may be charged to future users of
the system, Now, Therefore,
THE CITY COUNCIL OF THE CITY OF YELM DOES ORDAIN AS FOLLOWS;
Section 1. ADOPTION BY REFERENCE. The

SEWER MAIN EXTENSION AGREEMENT
THIS AGREEMENT, entered into this

1994, between the City of Yelm, a municipal corporation, herein-
after referred to as the "City", and The Springfield Development
Company, Inc., a Washington Corporation, herelnafter referred to as
the "Developer",
WITNESSETH:
WHEREAS, the Developer has extended the City's sewer system to
property owned by the Developer by the construction of a six inch
(6") sewer line, which said sewer line will pass by properties
which will benefit directly from said construction, as shown by
Exhibit "A", and the Owners of which may wish to use said sewer
llne In the future; and
WHEREAS, the City has accepted said sewer line as part of the
City's sewer system and in return is willing to collect from future
users of sald sewer line their pro rata share of the cost of said
lines to be reimbursed to the Developer.
NOW, THEREFORE, IT IS HEREBY AGREED BETWEEN THE PARTIES AS
FOLLOWS:
1. The developer has supplied all materials and performed all
labor for the construction in accordance with the stand-
ards of the City of Yelm a six inch (6") sewer line, to-
gether with all valves, fittings, and other necessary ap-
purtances over the following described route.
Beglnning on a point on the previously constructed sewer
main on Railway Road SE, said point being approximately at
the intersection of Railway Road SE and Rhoton Rd., Thurs-
ton County, Washington, running thence East along Railway
Road to its intersection with Middle Street SE, thence
Southwesterly along Middle Street, a distance of approxi-
mately 1865.56 feet.

2. Said sewer line extensions have been completed to the City
of Yelm standards, and in accordance with the plans re-
ferred to herein and approved by the City and the City has
accepted ownership of said sewer line and facilities, and
the Developer has executed the documents necessary to
place complete ownership of said lines in the City. From
the time of acceptance by the City, the facilities have
belonged to the City and the City has been and will be re-
sponsible for their maintenance and operation, and shall
be entitled to all revenues derived from the transmission
of sewage through said lines.
3. There is attached to this contract, designated as Exhibit
~B", a listing of the cost of construction of sald lines,
including all direct benefits of said sewer main construc-
tion and a determination of all applicable sales taxes, a
listing of parcel numbers of all properties along said
line which can be directly connected thereto, said proper-
ty parcel numbers being also shown on Exhibit "A", and
which properties have not paid their full pro rata share
of the cost of construction of said sewer facilities. For
a period of fifteen (15) years from the date of final ac-
ceptance of said sewer mai~ by the City of Yelm sald date

from all owners of/such listed properties in Exhibit "B"
or their heirs, successors or assigns, except the Develop-
er who provided funds for the sewer main constructlon
prlor to allowing connection of said properties to the
sewer facilities, the fair pro rata share of the cost of
construction of this subject line and shall pay sald sums
to the Developer.
4. No person, firm or corporation shall be granted a permit
or be authorized by the City to connect to or use such
facilities during the period of time described in Para-
graph 3 of this Agreement without first paying to the
City for its own account for such connection or use, the
amount required to reimburse the Developer for the pro
rata share of cost of said construction of each of said
facilities in accordance wlth the schedule ln Exhiblt "B"
hereto. All sums so received by the City shall be re-
mitted to the Developer within sixty (60) days after the
receipt thereof.
5. Whenever any connection is made into the facilities cov-
ered by this Agreement without such payment having first
been made in accordance with Exhibit ~B", the City may re-
move or cause to be removed such unauthorized connection
and all connecting lines or pipes located in the facility
right-of-way and dispose of such material removed with-
out any liability whatsoever.
6. The Developer, pursuant tot his Agreement, is an lndepend-
ent contractor, and not an agent or employee of the City.

7. The City hereby acknowledges that it had received from the
Developer the permit fee for said construction.
8. No assignment of this Agreement or any of the benefits
hereunder by the Developer shall be binding upon the City
unless or until written notice of such assignment shall be
given to the City and approval is given by the City.
9. All payments to be made by the City to the Developer under
this Contract shall be sent to the following address, to-
wit: The Springfield Development Company, Inc., 1313 East
Bay Drive, Olympia, Washington 98501, or such address as
the Developer may hereafter direct in writing.

Dear Ms. Carlson:
This letter is to confirm our telephone conversation yesterday_
(7/31/95) wherein I lnquired about some work being done adjacent
to my Prairie Creek subdivision on Middle Road. The work turns
out to be a subdivision (Wood Field), which is being developed on
the property immediately adjacent on the west side of Prairie
Creek.
As I am an adjacent property owner, owning approximately 32
parcels of land within a 300-foot radius of the project, you are
required to notify me of the public hearing concerning the
application for preliminary plat on this property.
I have owned these parcels of land since April 30, 1993 (see
enclosed Warranty Deed). As you can see, my property purchase
was handled by Transamerica Title Company, the same company that
you say furnished the property owners list for a 30G-foot radlus
of the Wood Field project. I failed to receive any notice
concerning the development of Wood Field. I believe that when
you have failed to give proper notice, that the process of plat
application and public hearing must be redone.
I am partlcularly concerned, because I am supposed to have a
latecomer agreement with the City of Yelm for the installation of
utilities which front Wood Field subdlvision. This latecomer
agreement was begun in October 1994 by the then current Planner
for the Clty of Yelm. To date, I have received no copy of the
recorded latecomer agreement. Now I discover that the City of
Yelm has a NEW Planner who has no knowledge of this latecomer
agreement, and I am concerned that the ball has been dropped.
Washington state law concernlng latecomer agreements requires
that the latecomer agreement be recorded prior to a subject
property connectlng to the utilities, otherwise, the latecomer
agreement is invalid. Wood Field is reaching the stage in their
construction where they are close to connecting to the utilitleS.
YOU ARE HEREBY ON NOTICE THAT IF THE LATECOMER AGREEMENT IS NOT
RECORDED IN A TIMELY MANNER IN ORDER TO SECURE ITS ~IDITY, THE
CITY OF YELM WILL BE HELD RESPONSIBLE FOR ANY LATECOMER FEES
walCH I AM UNABLE TO COLLECT.
As you can see, time is of the essence in this matter. Your
delay at thlS point could have expensive consequences. Please
give this matter your immediate attention.

Dear Ms. Badger:
Thank you for the opportunity to comment on the determination of
nonsignificance for Woodfield Subdivision, the division of 6.7
acres into 26 residential lots located south of Railway Road
proposed by Mr. Dave Prutzman. We reviewed the environmental
checklist and have the following comments.
1. Stormwater, including highway runoff, should be collected
and treated according to an acceptable standard before stormwater
is discharged to ground and/or surface waters. For those
jurisdictions that have not adopted Ecology's technical manual
(stormwater Management Manual for the puget Sound Basin) or a
manual approved by Ecology, the Ecology manual is considered an
acceptable standard for the design and maintenance of water
quality best management practices.
2. It is our understanding that the proposed development will
be supplied domestic water by the City of Yelm. The Department
of Ecology encourages the development of public water supply
systems to provide water to regional areas and developments. It
is, however, the responsibility of the water purveyor to ensure
that adequate water rights have been secured for any service
expansion.
3. State Board of Health rules require every owner of a public
water supply to obtain written approval from the Office of
Drinking Water, Environmental Health Programs, prior to any
construction or alteration of a public water supply.
4. The proponent is responsible for inspecting the site to
determine the location of all existing wells. Any unused wells
must be properly abandoned and abandonment reports submitted to
Ecology as described in WAC 173-160-415. This includes resource
protection wells and any dewatering wells installed during the
construction phase of the project.

parking spaces (2 per unit). Mitigation through SEPA for traffic impacts for
the Five-Corners intersection/Y-2 Alternate Route: 7 new evening (PM) peak
hour trips @ $300.00 per trip = $2,100.00.
Solid Waste: LeMay Garbage Service.
Wastewater: City of Yelm sewer ERU's are available for this proposal,
subject to confirmation of hydraulic analysis by the developer. System must
comply to Yelm sewer system specifications. This site is subject to the
Deatherage/Prairie Creek subdivision latecomer agreement and will be assessed
according to the approved agreement.
Water Supply: City of Yelm water supply, subject to compliance with minimum
fire flow requirements. Site is subject to the Deatherage/Prairie Creek
subdivision latecomer agreement and will be assessed according to the
approved agreement.
Stormwater: Must meet the requirements of the Drainage and Erosion Control
Manual for the City of Yelm. Preliminary drainage report indicated that
there is sufficient area for the drainage for the new impervious surfaces
(parking, walks, etc.). Final drainage report and calculations will be
prepared after site plan approval.
Open Space: Open space for this proposal meets and exceeds the 5% of net
built area requirement as required in Yelm's new open space ordinance (#516)
A decision on whether the open space will remain public or private is
forthcoming prior to final plat approval.
Power and Energy: Puget Power, Washington Natural Gas.
Noise: Low.
Disaster Risks: Low.
Fire Protection: Thurston County Fire District #2.
Police Protection: City of Yelm.
APPLICABLE STANDARDS AND POLICIES:
State Law: This proposal has conformed to all applicable State laws.
State Environmental Policy Act (SEPA): Mitigated Determination of Non-
Significance was issued January 26, 1995, corrment period ends February 10,
1995.
Yelm Municipal Code: This project shall conform to the City's Municipal Code
and draft Development Guidelines.
Comprehensive Plan: Comprehensive Plan designation is Single-Family
Residential, R-6.
Design and Development Standards: The internal road section in the "draft"
Yelm Development guidelines (at the time of application) has been used for
this project (30' paved roadway section, concrete wedge curbing and concrete
sidewalks on one side of the street, with no roadside swales). Frontage
improvements to Railway Rd. are included. Detailed construction drawings
will be required prior to construction approval.
City of Yelm Public Works and Engineering: Ken Garmann, Public Works
Director has met with the applicant and discussed the drainage, sewer and
water requirerrents to be met. Construction drawings will be prepared after
site plan approval.
Staff Recommendation:
The City of Yelm Planning Department recorrmends approval of the rezone (fran
R-A to R-1) and 26 lot preliminary plat application for Woodfield located
South of Railway Road, East of First Street and West of Middle Road with the
following conditions:
1. All applicable latecomers and planning fees to be paid prior to final
pla t approval.
2. SEPA corrment period ending February 10, 1995.
3. As stated in the Mitigation of Non-Significance, the applicant shall
contribute financially to the Five-Corners intersection improvement and/or
the Y-2 Alternate Route as specified in the 1992 Yelm Comprehensive
Transportation Plan. Contribution is based on the number of automobile trips
generated by this site during the EM peak hour. Contribution for the
proposed site shall be for 7new peak hour trips through the Five-Corners
intersection at $300.00 per trip = $2,100.00. The applicant shall agree to
submit an agreement waiving any right the applicant might have to protest the
formation of a Local Improvement District (LID) or Latecomer's Agreement.
4. Sewer system hydraulic analysis and water system fire flow verification
as stated on page #2.
5. Railway Rd. right-of-way dedication is required as shown on the site plan
for frontage improvements. Frontage improvements and internal roadway and
sidewalk construction will be required prior to final plat approval.
6. Mitigation agreerrent with Yelm Community Schools prior to final plat
approval.
7. The street name Woodfield Court needs to be changed as it already exists

Enclosed is a copy of the recorded Mitigation Agreement between the
Robinson Homes, Inc. and the Yelm Community Schools DistrIct. This
document is now part of the process that leads to final plat approval.
Construction permits or sale of lots to a private party will be issued based
on receipt of agreed fees as outlined in the Mitigation Agreement. The
District collects the fees and issues releases to the developer. All the City
needs to do IS ensure that the developer has a release prior to issuing a
building permit or approving the sale of a lot in Woodfield development
This Mitigation Agreement is therefore a covenant on the property.
If the Planning Commission does not approve the development as
proposed. We will adJust the agreement.

F The Developer has agreed to mitigate, on a voluntary basIs, the adverse Impact of
the Project on the DIStriCt.
AGREEMENT
NOW, THEREFORE, m conSIderation of the above recItals and the mutual prormses and
covenants below, the Distnct and the Developer agree as follows.
1 The Developer acknowledges and agrees that there IS a dIrect impact on the DistrIct
as a result of the Developer's Project and that this Agreement IS necessary as a result of that impact.
2 The Developer acknowledges and agrees that in order to mitIgate the direct Impact
of the Project, the Developer has offered to pay the Distnct the folloWIng sum of money SIX
Hundred and fifty and No/lOO Dollars ($65000) for each sIngle family dwelling umt or the total
sum of SIxteen thousand, two hundred fifty and No/lOO Dollars ($16,25000) (the "Mitigation
Payment") for the twenty five single family dwelling umts.
3 Any extensIOn, renewal, modification or amendment to the Project that results in an
adjustment In the number of dwelling umts shall result In a correspondIng pro rata adjustment In
the Mitigation Payment.
4 The Developer agrees that the payment of the full Mitigation Payment (in the
amount of six hundred and fifty and No/lOO Dollars ($650 00) per dwellIng umt or SIxteen
thousand, two hundred fifty and No/lOO Dollars ($16,25000) for the project, shall be a conditIon
of buildIng permit issuance and shall be made prior to or at the time of buildIng permit issuance for
each smgle family dwellmg m the project.

record at the time of refund, however, If the Mitigation Payment IS not expended within five years
due to delay which is attributable to the Developer, the Payment shall be refunded without interest.
S The Developer WaIves and relinquishes its right to protest or challenge the payment
of the MitIgation Payment pursuant to tlus Agreement and hereby covenants and undertakes that It
forever reframs and desists from Instituting, asserting, filing or bringing any lawsuit, litigatIOn,
claim, or challenge or proceeding to challenge thIS Agreement, claIm any repayment or
reImbursement of funds, perform~nce or improvements provided for therein, or any of its terms
and conditIOns, on any ground or basIs whatsoever
9 The District hereby waives any objection to the Project as presently proposed.
10 The DIStrict and the Developer agree that the MitigatIon Payment will be full and
complete mitigation for the impact of the Project as presently proposed on the District.
11 This Agreement shall be bInding upon and Inure to the benefit of the heirs,
executors, admimstrators, successors, and assigns of both of the Developer and the DIStriCt.
12 If an actIOn must be brought to enforce the terms of this Agreement, such action
shall be brought m Thurston County Supenor Court, The prevailing party shall be entitled to
payment of its costs and reasonable attorneys' fees.
13 ThIS Agreement constitutes the entIre agreement between the parties and any other
agreement eIther wntten or oral shall be null and void.

The City of Yelm Planning Commisslon and City Council will be
holdlng public hearings to receive comment on a proposed rezone of
property from Residential Agriculture (R-A) to Single Family
Residential (R-l) and on the concurrent single family
residential preliminary plat. The proj ect (approxlmately 6. 7
acres) is located South of Railway Road, East of First Street and
West of Middle Road.
The City P;Lanning Commission will hold a public hearing on
Monday February 6, 1995, at 4:00pm in Yelm City Hall Council

The Public Works Department has reviewed the preliminary plans for
the Woodfield Subdivision. The following items were determined
from this review.
1. City water is available.
2. City sewer lS available.
3. Street widths conform to current city standards.
4. Turning radius on cul-de-sac is adequate.
5. Open spaces requirements are still under reVlew, and at
this time are not complete.
6. Drain~ge design appears to meet the intent of the
Thurston County Drainage Manual.
7. There appears to be a conflict with the project name,
could an alternate name be submitted ?
8. Complete engineering documents are required for further
review.

This letter provides the results of a traffic engineering analysis of the proposed Woodfield residential
subdivision located in Yelm, Washington. The proposed subdivision consists of 26 single-family
dwelling unit lots located on the south side of Railway Road, approximately 440 feet west of the
Railway Road/Middle Road intersection. Based upon past traffic impact assessments performed for
the City of Yelm, the following two issues are addressed
· The number of vehicular trips per day generated by the project.
· The number of PM peak hour tnps using the Five Corners intersection.
The format of this letter is consistent with that of a letter previously prepared for the Kingsview II
development in January 19941 The single-family homes constructed for this site will service middle-
income families
Project Trip Generation
Project trip generation was based on research conducted by ITE2 The trip rate for single-family
detached housing was used based on the average rate provided by ITE3 Table 1 below summarizes
the trip generation for the project. The Woodfield project would generate approximately 248 daily
vehicle trips with an even split between in and out trips The number of trips generated in the AM
and PM peak hours are also lIsted in Table 1

A soils report, performed by Northwest Resource Consultants, indicates that the permeability of the
soil on a nearby project is 20 in/hr at depths greater than 30 inches. In accordance with Table 4 1
of the Thurston County Drainage Design and Erosion Control Manual, the minimum live storage for
the retention/detention facility with a 20 in/hr infiltration rate is 3,000 ft3 per acre of impervious
surface and 1,000 ft3 per acre of pervious "disturbed area" As shown on sheet C2, each of the
twenty six lots will be equipped with roof downspout french drain systems, similar to that shown in
Appendix A, Figure A 14 of the Thruston County Drainage Design and Erosion Control Manual This
decreases the amount of impervious area entering the storm system by 1 43 acres (2400 sf * 23 lots
- neglecting 250 sf driveway area) The minimum storage volume calculations are as follows:
Vimp = 3,000 * 076 = 2,280 ft3
V per = 1,000 * 5 08 = 5,080 ft3
Total min. storage = 7,360 ft3
A computer simulation utilizing the Santa Barbara Unit Hydrograph (King County, Washington) was
also used to determine the minimum size of the infiltration facility This was done by taking the
difference between the post developed hydrograph and infiltration discharge as shown in Figure 1
The data used for determining the post-developed hydrograph is listed below

The larger value of the two volumes, 18,373 ft3, will be the design volume.
The methodology used in Appendix '0' in the design manual does not appear to take into account
the extremely high infiltration rate of 20 in/hr This method takes the difference of total runoff of the
post-developed site for the 100 year, 24 hour storm event, and the infiltration rate and used that for
the infiltration volume. The pre-developed conditions of the site do not affect the retention of the
100-year storm for the post-developed site, therefore it is our best judgement that this section does
not apply to the design of this particular development.
Water quality will be BMP RD 11 Extended Detention Dry Pond per Puget Sound Stormwater
Manual. This BMP will detain the design volume (6 month, 24 hour storm) for 24 hours for, thereby
allowing removal of oil, grease, metals, and sediments from the runoff The pond will be lined with
an impermeable fabric to ensure no percolation to groundwater Above the fabric will be a layer
of sand and washed granular material, with a perforated pipe wrapped in permeable filter fabric to
allow stagnant water to filtrate through the system. The perforated pipe will be connected to a
control structure which uses a small orifice to achieve the required detention time. Once the design
storm is exceeded, a modified catch basin will allow the excess flow to safely pass through the
system into the infiltration facility
The proposed infiltration facility will be a pond 134' long, with a 27' bottom width, a bottom slope
of 1 0%, and a water depth of 4.9' to achieve the required volume of 18,373 fe
SECTION #2 - EXISTING CONDITIONS
The site is currently vacant and zoned 'For Residential Use' The 5.8 acre site is relatively flat with
approximately 2% slopes toward the south west corner of the property The northern border of the
site is Railway Road which is proposed to serve as access. The property further east along Railway
Road is currently used as residential farmland, and because of the high infiltration rate and the flat
slopes of the area, runoff from this property is not anticipated to impact this project. The southern
border of the site is bounded by the existing Prairie Creek single family residential subdivision. This
property is also relatively flat and appears to drain into the streets which serve as access. The
westerly border of the project is currently used as residential farmland. This site is also
predominately flat and slopes gently away from the project. The proposed 47,000 square feet of
open space tract that surrounds the project is intended to provide a buffer to the adjacent land use.
Utilities are currently adjacent to the site. An existing 10" waterline, gas line, and 6" pressurized
sanitary sewer main are underground within the right-of-way of Railway Road. Power and telephone
lines are currently above ground on poles within the right-of-way of Railway Road

been submitted with this report.
SECTION #4 - WELLS and SEPTIC SYSTEMS
According to the Thurston County Health Department, Environmental Services, there is no public
record of any wells within the project area and no wells are proposed to serve the project. There
is a well located approximately 30' from the north-western property line that is currently used to

SECTION #5 - FUEL TANKS
No fuel tanks are known to currently exist on the property The property is vacant.
SECTION #6 - SUBBASIN DESCRIPTION
From the subdivision entrance to the east and west edge of the property, a small drainage ditch
currently handles runoff from Railway Road. After the 1/2 street construction, approximately 3200
sf of surface area will drain into this ditch. Because this drainage area is equal to the drainage area
generated from two standard roof-drains, we propose to install two drywells with grated tops located
at the East and West end of the project to provide infiltration of the runoff (250 ft3 including rock
volume)
There are no emergency services or environmentally sensitive areas along the flow path.
Hazardous materials will not be transported or handled in the area tributary to detention/retention
facilities proposed for this project.
SECTION #7 - 100 YEAR FLOOD PLAIN
The project is not located within the 100-year flood plain.
SECTION #8 - AESTHETIC CONSIDERATIONS
The buffer area that surrounds the property will be graded and landscaped to provide a visual
screen from the adjacent properties. The existing vegetation will be saved and utilized when
possible for aesthetics. The design of the street system will be completed to minimize the amount
of excavation and disturbance to the area.
SECTION #9 - DOWNSTREAM ANALYSIS
The runoff generated from on-site street improvements and the off-site 1/2 street improvements will
be infiltrated in several on-site infiltration facilities. No runoff is anticipated to leave the site.

SECTION #2 - TRAPPING SEDIMENT.
As shown on sheet C3, Preliminary Erosion Control Plan, the primary erosion control measures to
be utilized in construction conform with the Thurston County, Erosion Control Manual. The filter
fabric fence will be placed on the west, south and east property lines to prevent any sediment from
crossing the property line. In addition, a stabilized construction entrance will be constructed at the
access point from Railway Road, and straw and hay bale barriers will be placed in the drainage
ditch on Railway Road. Because of the mild slopes associated with the site, these measures should
provide an adequate level of erosion control protection. The contractor shall be responsible for
cleaning up any soil from vehicles leaving the site by means of broom and/or high pressure water
