However, the following conditions of approval were set by the Planning Commission: 1. The applicant shall contribute financially to the Five-Corners intersection improvement and/or the Y-2 Alternate Route as specified in the 1992 Yelm Comprehensive Transportation Plan. Contribution is based on the number of automobile trips generated by this site during the PM peak hour. Total PM Peak hour trips proposed to travel through the Five-Corners intersection are nine trips at $300.00 per trip = $2,700_00. The applicant shall agree to submit an agreement waiving any right the applicant might have to protest the formation of a Local Improvement District (LID o~ Latecomer's Agreement.) 2. The elevation of the Yelm Creek is approximately 96.05' and adjacent to the site on its easterly property line. The Site Plan and all future drawings shall be required to show the Yelm Creek bank at its approximately location. A 100' buffer from the approximate location of the creek bank shall be shown on the site plan and all future drawings. The 100' buffer shall not be disturbed. 3. A detailed Landscaped Plan, in accordance with YMC 17.38., shall be submitted for approval by the City. The plan shall be submitted with construction drawings. 4. The MDNS comment period expire. 5. Frontage improvements to Creek Street are required as per City Development Standards. Owners of sites where less than five acres of total land area will be disturbed must also apply if the construction activity is part of a larger plan of development or sale in which more than five acres will eventually be disturbed. Discharge of storm water from such sites without a permit is illegal and subject to enforcement action by the Department of Ecology. Application should be made at least 30 days prior to commencement of the construction activities. A storm water permit application form, referred to as a Notice of Intent, can be obtained by calling (360) 407-7156. Proper disposal of construction debris must be on land in such a manner that debris cannot enter the stream channel or cause water quality degradation of state waters. Proper erosion and sediment control practices must be used on the construction site and adjacent areas to prevent upland sediments from entering the stream channel. All site-generated traffic will access onto Creek Street. A building materials and lumber store is defined as a free-standing building which sells hardware, building materials, and lumber. The lumber may be in the main building or in a yard or storage shed. The Institute of Transportation Engineers in their fifth edition of "Trip Generation" state that the studies for generation rates were conducted in the 1980's in the San Francisco area and upstate New York. The sites averaged 25 employees and 19,000 square feet gross floor area. Although trip generation could be estimated by site size, this is generally not desirable due to the considerable varIance in local zoning codes, etc. The estimated traffic depicted in this report was based on gross floor area and includes AM-PM site-generated traffic during peak hour of adjacent street traffic. .__---< UJhtYt u/a..s 51! It has been indicated that traffic impact mitigation fees of $300.00 per PM peak hour trip will be assessed for the Five Corners intersection. The proPf~e~Building Materials and Lumber Store will generate~trips during the PM peak hour of adjacent street traffic on a weekday, 4 PM to 6 PM. It is estimated that~of these trips come from or go to the Five Corners intersection. 2. Maximum trips generated are estimated to be.~ trips at peak hour occurring on a Saturday, 10 AM to 1 PM. 3. Weekday maximum generator trips are estimated to be 24 and occur between 10 AM and 3 PM. All peak hour generator trips occur on off-peak adjacent street traffic. 4. On Thursday, February 16, 1995, twenty-two vehicles were counted on Creek Street between 4 and 6 PM. This factors to an Average Daily Traffic Volume of 147 vpd. This further translates into an Annual Average Daily Traffic (AADT) of 192 vpd. 5.
