On Monday, June 5, 1995, the Yelm City Planning Commission granted
approval of the Site Plan application for Arnold's Mini-Mall,a new
10,000 square foot retail store, located at 715 Yelm Avenue East.
However, the following conditions of approval were set by the
Planning Commission:
1. As stated in the Mitigated Determination of Non-
Significance, the applicant shall contribute financially to
the Five-Corners intersection improvement and/or the Y-2
Alternate Route as specified in the 1992 Yelm Comprehensive
Transportation Plan. Contribution is based on 35% (14) of
41 new automobile trips generated by this site during the P~ ~~
peak hour. Total PM Peak hour trips proposed to travel)' - LJ&Le
through the Five-Corners intersection are 14 trips at t;01{;tA-1 r
$300.00 per trip = $4,20D. The applicant shall agree to ) I ~~,I ,

Thank you for the opportunity to comment on the determination of
nonsignificance for the construction of a 10,000 square foot
building at 715 Ye1m Avenue West, proposed by Mr. Arnold Ball.
We reviewed the checklist and have the following comments.
Erosion control measures must be in place prior to any clearing,
grading, or construction. These control measures must be
effective to prevent soil from being carried into surface water
by stormwater runoff. Sand, silt, and soil will damage aquatic
habitat and are considered pollutants.
Any discharge of sediment-laden runoff or other pollutants to
waters of the state is in violation of Chapter 90.48, Water
Pollution Control, and WAC 173-201A, Water Quality Standards for
Surface Waters of the State of Washington, and is subject to
enforcement action.
A sedimentation and erosion control plan for the project site may
be required and must be developed by a licensed engineer. The
plan must be implemented before and during construction. The
site must be carefully monitored to determine effectiveness of
the plan. The plan must be upgraded as necessary during the
construction period.

1995. Since that time, the City has been working with the proponent
on the application.

The proposed project should not substantially affect
the air quality.
The proposal includes 60 new parking stalls in
addition to the existing parking lot. City parking
standards require a minimum 50 parking stalls.
According to the Institute of Traffic Engineer's
Manual the proposed use would generate approximately
63 PM peak hour trips. It is estimated that of those
63 trips, 35% (22) trips would be captured from
existing traffic and 65% (41) trips would be new
traffic generated by the proposal. Therefore the new
impact to the street system would be 41 PM peak
trips.

Commercial. This proposal conforms with the C-l
Commercial Zone requirements/intent and the
proposed use is permitted outright.

This Project shall conform to the City's Municipal
Code and Development Guidelines.
Development and
Design Standards:
The proposed site plan meets the City of Yelm site
plan requirements. Detailed construction and
landscape drawings will be required prior to
construction approval.
STAFF RECOMMENDATION
The City of Yelm Planning Department recommends approval of the site
plan application of Arnold Ball's Mini-Mall for 10,000 square feet of
retail space with the following conditions:
1. As stated in the Mitigation of Non-Significance, the applicant
shall contribute financially to the Five-Corners intersection
improvement and/or the Y-2 Alternate Route as specified in the
1992 Yelm Comprehensive Transportation Plan. Contribution is
based on 35% (14) of 41 new automobile trips generated by this
site during the PM peak hour. Total PM Peak hour trips proposed
to travel through the Five-Corners intersection are 14 trips at
$300.00 per trip = $4,200. The applicant shall agree to submit
an agreement waiving any right the applicant might have to
protest the formation of a Local Improvement District (LID) or
Latecomer's Agreement.

2. The applicant shall agree to submit an agreement to the future
dedication of 15' feet for public right-of-way along the property
frontage on Yelm Avenue. The City of Yelm, at its discretion,
will determine when such right-of-way dedication will occur.

protest the formation of a LID or Latecomer's Agreement.
4. The final Erosion and Drainage Control Plan will conform with the
1994 City of Yelm Erosion and Drainage Control Manual.

We have attempted to detennine the :future average peak design hour volumes of vehicles
entering and exiting the above named site by colUlting traffic at the two approaches for the
nearby existing shopping site on the north side ofYelm avenue and applying those to the
mini-mall site by direct rabo of the number of parking spaces. Our analYSIS is as follows:
Total traflic was counted on Tuesday, 5-9-95; Wednesday, 5-10-95;and Thursday, 5-11-95
during the peak period from 4 pm to 7 pm at both approaches.
Entering from the east = 957 vehicles. Entering from the west = 188 vehicles.
Exiting to the east = 1338 vehicles. Exiting to the west = 1296 vehicles
Comt of parking spaces of the north shopping site = 705.
Proposed parking spaces for existing restaurant and mini-mall site = 90.
Total parking spaces = 705 + 90 = 795 spaces.
Restaurant & mini-mall percentage oftotal = 90 / 795 = 11 percent.
Projected average DHV of vehicles entering the proposed site from the east would be
957 x 0.11 /9 hours = 12.
The existing storage lane on Yelm Ave. could adequately handle the 12 vehicles per hour
tummg left into the site.
Projected average DHV of vehicles entering the proposed site from the west would be
1449 x 0.11 /9 hours = 18.
18 vehicles per hour tmning right from Yelm Ave. would not be a problem.
Projected average DHV of vehicles leaving the proposed site to the east would be
1338 x 0 11 / 9 hours = 17
17 vehicles per hour tmning right onto Yelm Ave. would not be a problem.

The City has reviewed your application for site plan review on the
above referenced property, The Planning Department and Engineering
Department have the following comments:
1, Please provide the Planning Department with a landscape plan
per Yelm Municipal Code, Chapter 17.38, Off-Street Parking.
The landscape plan can be conceptual at this time and included
on the Site Plan Drawings. However a separate detailed
planting plan will need to be submitted to the Public Works
Department for approval prior to issuance of a building
permit.
2. A Modified Traffic Analysis for the proposed use needs to be
submi tted to the City. Please have your Traffic Engineer
contact me to ensure the correct information is submitted.
3. Please refer to the enclosed detail list from Cosmopolitan
Engineering Group for comments and changes on the submitted

Control Plan Report for Arnold Ball Mim-Mall. We have tried to b~ as through as
possible, however, the Drawings are generally unclear and therefore, based on the
mformatIOn contaIned m the desIgn submIttal, It was dIfficult to complete the
reVIew I have enclosed red-Imed copIes of the deSIgn submIttal and a Plan

ENVIRONMENTAL CHECKLIST
Instructions:
The State Environmental Policy Act (SEPA) requires all governmental
agencies to consider the environmental impacts of a proposal before
making decisions. The purpose of this checklist is to provide
information to help identify impacts from your proposal, to reduce
or avoid lmpacts from the proposal if it can be done, and to help
the City decide whether an EIS is required. An environmental
impact statement (EIS) must be prepared for any proposal with
probable significant adverse impacts on environmental quality.
This environmental checklist asks you to describe some basic
information about your proposal, The City will use this checklist
to determine whether the environmental impacts of your proposal are
significant and require preparation of an EIS. You must answer
each question accurately, carefully and to the best of your
knowledge. Answer the questions briefly, but give the best
description you can. In most cases, you should be able to answer
the questions from your own observations or project plans without
the need for experts. If you do not know the answer, or if a
question does not apply to your proposal, write "do not know" or
"does not apply". Complete answers to the questions now may avoid
delays later. If the space provided is too small, feel free to
attach additional sheets.
Some questions ask about governmental regulations, such as zoning,
shoreline, and landmark designations. Answer these questions if
you can. If you have problems, the city staff can asslst you.
The checklist questions apply to all parts of your proposal even if
you plan to do them over a period of time or on different parcels
of land. Attach any additional information that will help describe
your proposal or its environmental effects. You may be asked to
explain your answers or provide additional information for
determining if there may be significant adverse impacts.
