Thank you for the opportunity to review the proposed MDNS for this development. We
appreciate the city's and developer's efforts to incorporate a bus pull out, a new bus stop and
passenger shelter mto the design of this development.
Weare concerned about pedestrian access from Y elm Avenue to the Yelm Retail Center and its
internal pedestrian circulation. Intercity Transit hopes. the City will consider the following
ideas to improve pedestrian access and circulation to, and within, the center
1 Direct access from the sidewalks on Y elm Avenue is needed to the sidewalks adjacent to
lots 1/2 and 7/8.
2. Pedestrian walkways should be established between the major buildings proposed for lot
1/2 and lot 7/8 to the "D" shaped lots at the back of the development.
3 A pedestrian pathway is needed through the parking lot separating lots 1/2 and 7/8 so that
people can conveniently and safely move between parked cars.
These improvements will make it easier and safer for everyone who uses the retail center and
contribute to Yelm's transportation goals to encourage the use of public transportation and
other alternatives to driving.

from Kilhon Road as proposed by Mike Edwards. We reViewed the enVironmental checkhst and have the
followmg comments'
EroSIOn control measures must be m place pnor to any cleanng, gradmg, or constructIOn. These control
measures must be effectIve to prevent soil from bemg carned mto surface water by stormwater runoff. Sand,
silt, and soil will damage aquatIc habItat and are consIdered pollutants
Any dIscharge of sedrment-Iaden runoff or other pollutants to waters of the state IS m vIOlatIOn of Chapter
9048, Water PollutIOn Control, and WAC 173-201A, Water Quahty Standards for Surface Waters of the
State ofWashmgton, and IS subject to enforcement actIOn.
Proper dIsposal of constructIOn debns must be on land m such a manner that debns cannot enter the natural
stormwater dramage system or cause water quahty degradatIOn of state waters.
Proper eroSIOn and sedrment control practIces must be used on the constructIOn SIte and adjacent areas to
prevent upland sedrments from entering the natural stormwater dramage system. All areas disturbed or newly
created by constructIOn actlVltIes must be revegetated, use bIOengmeering techmques, use clean durable nprap,
or some other eqUivalent type of protectIOn agamst eroSIOn when other measures are not practIcal.
After completIOn of thIS project, there IS a likelihood that stormwater runoff will contam mcreased levels of
grease, oils, sedIment, and other debns It IS recommended that stormwater treatment deVices be mstalled so
that any dIscharge will be appropnately treated to remove these substances
Routme mspectIOn and mamtenance of all sedrment and eroSIOn control deVIces IS recommended both dunng
and after development of the SIte
A sedrmentatIOn and eroSIOn control plan for the project SIte may be reqUired and must be developed by a
hcensed engmeer The plan must be implemented before and dunng constructIOn. The SIte must be carefully
momtored to determme effectiveness of the plan. The plan must be upgraded as necessary dunng the
constructIOn penod.
Dunng constructIOn, all releases of oils, hydrauhc flUids, fuels, other petroleum products, pamts, solvents, and
other d~letenous matenals must be contamed and removed m a manner that will prevent theIr dIscharge to
waters and soils of the state The cleanup of spills should take precedence over other work on the SIte
For All Proposed Sewered Developments.
Engmeenng reports, plans and specIficatIOns must be subffiltted to the Department of Ecology for approval.
