A presubmission conference is an opportunity for a developer and/or consultants to meet with city staff and ser-
vice providers to discuss preliminary studies or sketches of a proposed project. At the conference the staff will
make available information relating to the proposed development. The intent is to identify and eliminate as many
potential problems as possible in order for the project to be processed without delay The conference should take
place prior to detailed work by an engineer or surveyor, however a site drawing must be submitted that has suf-
ficient information to allow for evaluation Discussion topics will include such things as Yelm's Comprehensive
Plan, street design, storm runoff and retention, Shoreline Master Program, zoning, availability of sewer and water,
development concepts, other requirements and permits, and the environmental impact. Staff notes are prepared
and available for review There is no charge for this meeting. Meetings are held each Wednesday morning This

As you know there is a great r~ed for ~ow income housing in Thurston
~ounty, and the big p~oblem in filling this need is lack of affordable
housing sites. "Nisqually Estates" would sure help in meeting these
needs.
I understand "Nisqually Estates" is located right next to the City of
Yelm's new sewer project. Because of the need for lots for low income
housing, I urge the City of Yelm to give full consideration and
priority to this type of development to utilize the excess capacity of
the new sewage treatment plant. Access to the new sewage treatment
plant is necessary for low income housing to be possible in the Yelm
area.

As a followup to our brief telephone conversation on
Friday, I am writing to you regarding the development of
build1ng sites in Yelm for the Self-Help Northwest Housing
Development Program.
Mr. Gene Borges, Sewer Project Manager, originally
suggested that I contact your office to see lf you could
be of assistance in urging the City of Yelm to commit any
excess capacity from their proposed sewage treatment plant
toward the Nisqual1y Estates development. As of this
date, the Nisqually Estates proposed plat lies within the
Southwest Yelm Annexation plan approved by the Yelm City
Council (April 14, 1993) and 1S now in before the Thurston
County Boundary Review Board for review. We w1II submit
the plat for final approval at the tlme annexation
actually takes place. Upwards of 50 lots will be
available to the Northwest Housing Development, and Mr.
Brodniak has indicated a strong interest in obtaining thlS
ent1re subdivision. Naturally, access to the new sewage
treatment plant 1S necessary for th1S venture to move
forward.
I believe Mr. Borges's primary interest in your support
was to help the City of Yelm meet ltS obllgation to
provlde low income housing. To my knowledge, no other
proposed project in either the current city limits nor ln
the new annexing area has a prov1s1on for low income or
financially assisted housing besides Nisqua11y Estates.
Mr. Brodniak, Mr. Borges, and I have looked at this
proJect at some length and we are all anxious to see it
move forward and we urge you to lend whatever support you
can from your off lce to promote the concept that thlS
project should be high on the list to utllize the excess
capacity of the of the new treatment plant to the extent
required.

OPEN SPACE REQUIREMENTS FOR NISQUALLY ESTATES
The residential development comprising 15.27 acres know as
Nisqually Estates requires a minimum 30,600 square feet
total area to be set aside for open space, greenbelts,
parks, and recreation facilities based on 51 building
sites.
It is our desire to donate an area approximately 65 feet
wide along the entire southeast side of our development
bordering state road 507 to the city of Yelm to use
according to their guidelines for open space. This area
is approximately 61,750 square feet or 1.42 acres.
This gift is dependent upon the city providing us with an
appraisal consistent with the proposed land use in both
the draft and final Environmental Impact Statements and
the value stated for this use. This site has been
deslgnated in all scenarios in both statements as
commercial with a conservative estimated value set by the
largest real estate brokerage firm in Yelm (Century 21
Realtors) at $100,000 per acre. (Page 127 draft
statement).
