We focused our reVIeW pnmarily on the March 29, 1996 report as it appeared to have been prepared to address the DOE Stormwater Manual. Unlike the Thurston County Manual, the DOE Stormwater Manual does not lllpose a rIgId set of gUldehnes for a Prehmmary Dramage Plan and Report. With thl8 m mmd, the followmg reVIew comments speak to the adequacy of the proposed deSIgn to meet the followmg obJectlves of the CIty ofYelm. . If the CIty is not interested m mamtammg the plat's stormwater mfiltratIon pond and bIofiltratlOn swale, It would appear prudent that a- homeowner's aSSOCIatIOn be responsible for mamtenance and should own the dramage tract. The DOE Stormwater Manual {Table I . 4.6) sets allowable BMP's for stormwater treatment. The deSIgner's selectIon of a bIOfiltratIon swale and an mfiltratIon basm matches the requIrements m the Manual. The mfiltration basm WIth the underlymg undISturbed loamy materIal provIdes tre~tment of "conventIOnal pollutants" and provIdes "nutnent control" The mfiltratlOn basm reqUIres pretreatment; the bIOfiltratlOn swale provIdes that requIred "pretreatment" It appears the swale and mfiltratIOn concept IS well sUIted consIdenng sIte topography, soils condItIons, and the nature of the development. I have enclosed a copy of Table 1.4.6 for your review The geotechmcal engineer for the project encountered indIcators of seasonal hIgh groundwater (approximately 3 feet below the surface) in the area of the proposed blOfiltratIOn swale and mfiltratIOn basm. InfiltratIon tests were performed reveahng an infiltration rate of approxunately 25 mches per hour The deSIgner used 8 mches per hour for deSIgn purposes. His approach appears reasonable WIth respect to selectIon of deSIgn mfiltratIOn rate and clearance to seasonal hIgh groundwater CALCULATIONS The - designer assumed a baSIC premlSe that roof runoff would be drrected to splash blocks WIth infiltratIOn occurrmg onsIte WIthout the use of an underground mfiltratlOn gallery The balance of rmpervIous surfaces (drIveways, SIdewalks, and roadways) will have runoff directed to the blOfiltratIon swale and infiltratIon basm, The deSIgner used a 100 year, 24 hour preCIpItatIOn amount of 4.5 mches. The 100 year event for Thurston County IS 6.15 mches. The designer should provIde InformatIOn on the source of his 100 year preclpItation depth WIth hIS final deSIgn calculatIOns. The biofiltratIOn swale calculatIons conflIct WIth respect to bottom WIdth, m one mstance the swale is defmed as an 8 foot bottom, and m another mstance the swale IS defmed as havmg a 20 foot bottom WIdth. The deSIgner proposes a longitudInal slope of 0 75%, the DOE Manual recommends slopes between 2% to 4%. The flat slope could lead to ponding of runoff m the swale WhICh would lead t~r~~;:"~(\~~~1~ ENGINEERING PLANNING . A solutIon would be to increase the slope and/or provide an underdram. However, If the loamy soils do mdeed infiltrate at a rate of 25 inches per hour, the soils underlymg the swale, are not likely' to remam saturated for any length of tIme. The swale length of 200 feet matches the DOE recommended mmimum of 200 lineal feet. Because the blO:filtrabon swale can be considered a pretreatment BMP, the removal of pollutants m the blOswale itself is not as cnbcal because pollutant removal will also be prOVIded in the loamy material wIthm the mfUtratlOn basm. (For comparison purposes, if this project was subject to the Thurston County Dramage Manual, the 20 foot WIde bIofUtratlOn swale would need to be 167 feet long to meet the ManuaYs requIrement for 2,000 square feet of blOfUtratIo~ area per illlpervIous acre.) The deSIgner estilllates a requIred storage volume of approximately 5,600 cubic feet. It appears this v9lume can be contamed wIthm the proposed mfiltration basm WIth adequate freeboard. You stated the designer proposes to mcorporate an emergency overflow structure or spillway (For companson purposes, if the Thurston County Manual was apphed, the project would reqUIre a storage volu,me on the order of 5,000 cubIC feet.) The deSIgner proposes crest WIdths for the mfUtrabon basm levees of 1.5 feet, levee slopes of 3 1, and approxilllate levee heIghts of 1.5 feet. The crest WIdth should be 5 feetmmilllum. In summary, the proposed dramage concept and prehmmary SlZmg calculatIons appear to demonstrate that the final deSIgn of the storm water system can comply WIth the mtent and deSIgn gUIdehnes of the DOE Stormwater Manual and CIty of Yelm Development GUIdelines.
