B The State EnvIronmental Policy Act, Chapter 43.21C RCW ("SEPA"), provides processes and procedures whereby major actions by state and local agenCIes, including, but not limited to, plat or PUD approval or the issuance of building pernuts, may be reviewed to deternune the nature and extent 6ftheIr Impact on the envIronment. Impacts on publIc servIces, including schools, are envIronmental impacts for the purposes of SEP A. SEP A requires the rrutIgatIon of adverse environmental impacts.
